Gentlemen Our L1ub has had tne pieasure of hearing a very impressive talc on the subject of Pub11C Safety. Our members believe that a movement to promote greater safety in our community would oe an essential civic activity. We recommend therefore tne organization of a local Safety Commission to consider the question of safety and recommendations pertaining to safety in our streets, on the sidewalks, and eisewnere. Commissions of tnis type nave accomplished great results in other cities. iviany of them nave received assistance from tne National Safety Council, a nation-wide organization to further the interests of Safety. Membership in this Council, wnicn costs only O2t) would be a great benefit to our Commission, and is tn.erefore recommended. The.sugge*tion in regard to tne personnel of a Commission is tnat it consist of about ten memuers, five of wnicn will be city officials and the remaining rive to ue representative citizens appointed uy tne Lions Club. City officials could be as Follows: the Mayor as cnairmau, ex-orrieio, tne City Engineer, tne Chairman of the atreets & Sidewalks Committee, the Chief of l'oliee, aua tne -ire Chief. Tne Lions Cluu would appoint suety rnern as our School Superintendents, and other men naving an economic interest in a Safety movement. There are many proulerns to consider a making a Safety Survey at.G in putting on a Safety Campaign aua the . results tnat can and rio donut will ue attained will make them eminently wortn wniie. Tne Cier4 tneu reaa the fallowing report of the water Committee. REPORT OF THE 'WATER COMMITTEE ON THE CATER WELL MATTER TO THE MAYOR AND CITY COUNCIL waren 19, i902. OF THE CITY OF DES PLAI1uES. Gentlemen: The question of wnat action tne city council snoula take con- cerning the Cater contract and tne litigation pending was recently rererred to your Committee. Your Committee together with tne Attorney for the City ana tne Mayor met with oeuator Artnur A. :nueuscrh, Attorney .for Mr. Ce.ter and discussed the various matters in controversy relat- ing to tne contract anti tree question as to tne water funds and aiso the positions of tne City relating to tne water con- tract. Your Committee endeavored to impress upon tne attorney forMr. Cater tne necessity of reducing tne water rate Oo the City of Des Plaines and of providing for improvements sucn as a reservoir ana airation and also tne necessity of proviaing a limitation on tne reverse required to is provided in the water fund. j t was hloi,eu at the close of LUIS aiscuss.Lou that another meeting wouia oe nact with l+tr. Cater or riis attorney. However, after this meeting, ijenator tiueuscn's office commuuicatea with Mr. Maiorrey aavising nim that qtr. Cater wouia consiaer o►:y the question of placing a limitation on tne reserve to ue requirea in the water account. Your Committee is of the opinion tnat tne City snoula nave the night to ootain portion of its water supply from its own well at Asnlana Avenue ana river ttoaa ana portion or itb water supply from tne ivorma veli wnicn is now oeiug maintained for the supply of water to the Cnicago and 1North Western Railway company at an expense of at least 4ibU0.U0 per year, ana tnat the City could save considerable money oy obtaining water from tnese two wells. As to tne rate wnicn is pain mr. Cater, oeing the sum of ION per tnousand gallons, your Committee finds twat the only direct expense wnicn Mr. Cater rias in connection with the well is the cost of power ana capital expense on tne iuvestiment. tne records avaliaoie snow tnat tne cost of power for tne said well does not exceed 6rtt per tnousand gallons, so tnat fir. Cater receives a net of approximately ti % per tnousana gallons. Your Committee is of the opinion that tne said sum is unreasonaule ana exnorultant, arta considering tne amount of tne envestment on sucn a well, it is an unreason - stole sum to pay for water. Your Committee is of the opinion that trie sum of iOIt per tnousana gallons wouia oe a maximum amount wnicn should oe allowed for said water. Your Committee tnererore recommends that an orainarlce ue prepared aria passea providing tnat riereafter the City outain water from its well at 'n.Sniaua Avenue ana +'fiver road to the readouaoie capacity of the saia well, ana to take water from tne iuorma Weil and trie cater ellrespectively in quantities to oe fixed in tne said orainarlce. Your committee is of tne opinion tnat tne said quantities should oe such as will produce tne required amount of water at tne least expense for power cnarges. Your Committee furtner recommends tnat tne said orainarlce snouid proviae tnat after the aate of tele oraivauce, the city pay to Mr. Cater for water ootaineaf'fom the tater Weil a sum not to exceed 100 per tnousand gallons wnicn your committee feels is a reasonaule sum as oetweeu Cater and tne City for water wnicn may ue taken from the saia Cater well.
