Tne meeting was called to order oy Mayor Cnaiies hammers,
with Aldermen Anoe, C•oliet, Suster, Pflughaupt, ± uagman , minder,
Lacey, Inzenbacner, and Meinsnausen responding to the roil call.
Alderman Wettin was absent.

The Mayor then called upon tne chairmen of tne various
standing committees of tne Council tor reports. The only Committee
Chairman to render a report nowever was Alderman Collet tor tne
Streets and 'idewaixs Committee, who asked the advice of the Louncil
regarding the island at juncture of irist Ave. and Lee st. Tne
motion was made by Alderman nuxmann and seconded oy Collet to remove
this island and move the Street light from the island to some other
practical spot. ine roll was called ou the motion witn the following
result: Ayes; Aldermen Anoe, Collet, ,Juster, Pflugnaupt, nuxrnann,
kinder, .Lacey, inzenoacner and Meinsnauseu. mays: hone. i'he Mayor
thereupon declared tn:e motion carried.
Shortly after this ro i call Alderman vettin entered the
meeting.
mayor Hammers then called for consideration of the proposed
settlement of Assessment iso. 95. Attorney L. i. Maloney, as well
as W. L. clew and otner property owners discussed the proposed settle-
ment. After a lengthy discussion as to tree liability of the sureties
of tne various treasurers involved, and tne liability of the City,
the propferty owners informally agreed to a supplemental assessment
of $4500.00 to be spreaa over five years. The motion was made by
Alderman ouster and seconded by nzenoacner to instruct Mr. Maloney,
attorney for the City to draft a proposed ordinance authorizing
settlement of Assessment ivo. 95, cased upon tne statement presented,
and autnorizing a supplemental assessment of *4500.00 to oe spread
over a period of five years. The roll 'was called on the motion witn
the following result: Ayes; Aldermen Anoe, Collet, ouster, rflUghaupt,
Huxmann, Kinder, Lacey, Wettin,-nzenbacner and Meinshausen. ways;
None. The Mayor tnereupon declared the motion carried.

Gentlemen
Our L1ub has had tne pieasure of hearing a very
impressive talc on the subject of Pub11C Safety. Our members
believe that a movement to promote greater safety in our
community would oe an essential civic activity.
We recommend therefore tne organization of a local
Safety Commission to consider the question of safety and
recommendations pertaining to safety in our streets, on the
sidewalks, and eisewnere.
Commissions of tnis type nave accomplished great
results in other cities. iviany of them nave received assistance
from tne National Safety Council, a nation-wide organization
to further the interests of Safety. Membership in this
Council, wnicn costs only O2t) would be a great benefit to our
Commission, and is tn.erefore recommended.
The.sugge*tion in regard to tne personnel of a
Commission is tnat it consist of about ten memuers, five of
wnicn will be city officials and the remaining rive to ue
representative citizens appointed uy tne Lions Club. City
officials could be as Follows: the Mayor as cnairmau, ex-orrieio,
tne City Engineer, tne Chairman of the atreets & Sidewalks
Committee, the Chief of l'oliee, aua tne -ire Chief. Tne Lions
Cluu would appoint suety rnern as our School Superintendents, and
other men naving an economic interest in a Safety movement.
There are many proulerns to consider a making a
Safety Survey at.G in putting on a Safety Campaign aua the .
results tnat can and rio donut will ue attained will make them
eminently wortn wniie.

cerning the Cater contract and tne litigation pending was
recently rererred to your Committee.
Your Committee together with tne Attorney for the City ana
tne Mayor met with oeuator Artnur A. :nueuscrh, Attorney .for Mr.
Ce.ter and discussed the various matters in controversy relat-
ing to tne contract anti tree question as to tne water funds
and aiso the positions of tne City relating to tne water con-
tract.
Your Committee endeavored to impress upon tne attorney forMr.
Cater tne necessity of reducing tne water rate Oo the City of
Des Plaines and of providing for improvements sucn as a
reservoir ana airation and also tne necessity of proviaing a
limitation on tne reverse required to is provided in the

per tnousand gallons, your Committee finds twat the only
direct expense wnicn Mr. Cater rias in connection with the
well is the cost of power ana capital expense on tne iuvestiment.

gallons. Your Committee is of the opinion that tne said

stole sum to pay for water. Your Committee is of the opinion

amount wnicn should oe allowed for said water.
Your Committee tnererore recommends that an orainarlce ue

water from its well at 'n.Sniaua Avenue ana +'fiver road to the
readouaoie capacity of the saia well, ana to take water
from tne iuorma Weil and trie cater ellrespectively in
quantities to oe fixed in tne said orainarlce. Your committee
is of tne opinion tnat tne said quantities should oe such
as will produce tne required amount of water at tne least
expense for power cnarges.
Your Committee furtner recommends tnat tne said orainarlce

not to exceed 100 per tnousand gallons wnicn your committee
