MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCILL OF DES PLAI ES,
HELD IN THE COUNCIL CHAMRS, ON
THE 16TH DAY OF NOVEMBER A. D. 1931.
AT B'O'CLOCK P. M.
The meeting Inas called to order by Mayor Hammed, with
Aldermen Ahbe, Collet, Suater, Pflughaupt, hinder, Lacey, Wettin,
Lnaenbacher and M.einshausen responding to tree roll call. Alderman
Huxman was absent.
The Clerk read the following report of Otto Rexses, City
Treasurer:.

I hereby acknowiedge receipt of tnree checks, received
of Edgar J. Friedrich, City Clerk, as follows:
One check of 02000.00 from the Aetna Casualty & Surety Co.
Two checks from Payette 0. Merrill, former City Clerk, one
for 022b.O0 and one for 0100.00, total of 02,32b.UO.
This amount rias been distributed as recommended by the
Frazer and Toroet Auditors report,

The communication was referred to the Finance Committee oy the Mayor.
The Judiciary and Assessment Committee nad no report to offer.
Alderman Ahte chairman of the Police and License Committee
reported tnat Officer Edw. Meyer nad been siigntly injured in an
accident, in which his motorcycle was also damaged. He reported how-
ever that the matter was fully covered by insurance.
Alderman Collet, Chairman of tne Streets and Sidewalks
Committee reported that the general program of street repairing is
still in progress. He further reported tnat tne City is about
to begin laying the Lllinwood St. sidewalk between Lee Street and
Graceland Ave., and also that the right of way has been secured for
the placing of an overhead light in cherry highlands.
Alderman Wettin chairman of the Sewer, Drainage and San-
itation Committee reported that the sewer department took advantage
of the low water level in the river, and gave the sewer outlets into
the river a thorough cleaning and repairing.
The Water Committee had no report to offer.
The Fire Committee had no report to offer.
The Clerk then read the following Letter:

Whereupon Mayor Hammer' instructed.the Treasurer to reply, stating
that there are'no available funds in. the assessment at this time.
The Clerk then read the following petition

We, as Citizens of Des Plaines, located on the East Side of
River Road from Whitcomb Avenue of Oakton Street, wish to
call your attention to the paving of the Sidewalk on the.
Est side of the above mentioned road. This matter was
brought up at the last meeting of the Council, but was
turned down, and we, as Citizens of this Community feel
that -this matter should be given further consideration.
Therefore, we will ask you as our Mayor, to fondly have
it brought up at the next meeting and see if 'we can't
secure favorable action on same.

The motion was made by Alderman Lacey and semonded by Collet to
instruct City Attorney Maloney to draft an ordinance for laying this
sidewalk, and present it at the next regular meeting of the coucnil.
The motion was voted upon by acclamation, whereupon the Mayor declared
the motion carried.
The Clerk then read the following letter:

Members of the City Council,
Des Plaines, Illinois.
Gentlemen:
b ovember 16, 1931.
By order of the Board of Commissioners of
the De W1aines ]dark District, 1 have been directed to advise
you that two parcel:t of property, located in the Cumberland
area, one, at the intersection Wolf and Golf Roads, in
the shape of a circle, the other at the entrance to Cumber-
land Park, in the shap of a triangle and which contains the
flag staff, have been maintained by this District. This property
was originally dedicated to the City of Des Plaines for street
purposes.
Therefore if the said property is to be
maintained as a park by the Park District in the future, it
will be necessary for your Honorable body to convey title to
the Des Plaines Park District, or make such other arrangements
as you may deem advisable.

the City of Les Plaines in further oeautifying the city, and
we await your advise of the dispositdnn of tnis matter, we are

The motion was made by Alderman Pflug Zaupht and seconded by Collet
to instruct city Attorney Maloney to prepare the neccessary papers
to comply with the above request of tne Des Plaines Yaax District
commissioners. The roll was c.ailed.on the motion with tne following
results Ayes; Aldermen Ahbe, Collet, Suster, Yflugnaupt, Hinder,
Lacey, Wettin, Enzenbacner and Meinsnausen. ways; none.
The Mayor thereupon declared the motion carried.
The following letter was then re ad by the clerk:
November 14,.1931.
To the Honorable City Council,
City of Des Plaines, Illinois.
Gentlemen:
The Lions Club, the 'Nurse & Welfare Committee,
and others have endorsed the organization of a free Employment
Bureau in Des Plaines.
A great deal of good can do doubt be accomplished
during these times by the reduction of unemployment.
An employment committee has been organized, con-
sisting of the following personnel: A. W. Collignon, chairman,
Edgar Freiderichs, secretary, Mayor Chas. Hammerl, Leonard
Manuel, E. R. Selleck, Dr. A. M. Purvis, .Fred A. .eulle, and
Herman 13auske.
At the request of Chairman Collignon 1 am
addressing this leoter to you. The committee is ready to
function. Tey request that your honorable body furnish desk
space in the City Hail for a headquarters for the Employment
Bureau, that the City Clerk and others authorized to do so
might take applications for work And for work to be done, and
that the committee be officially recognized in their capacity
as an employment committee.
We trust that this information and these
requests will meet with your approval.

The motion was made by Alderman Ahbe and secondee► by Wettin that
the above request be complied with and that the Council co-operate
in the organization to the said free employment bureau. The motion
was voted upon by acclamation, whereupon the M yor declared the
motion carried.
At this point Alderman Huxmann came into the meeting.
The Clerk then read the following letter;

To the Honorable Mayor and City Council
City of Des Plaines
Des Plaines, 111intis.
Gentlemen:
On the 19th of 6eptember, 1 wrote your

honorable body statjtng that 1 had made complete
delivery of the Official Atlas of the City of
Des Plaines in accordance with my agreement of
April 7th, 1930. 1 further stated that the
balance due me on account at that time was
$2,250.CO.
inasmuch as the City is seriously hampered
by lack of cash, 1 hereby offer to accept pay-
ment for the work done in the form of antiaipa.-
tion warrants or vouchers.
If your honorable body lees fit.to• make
payment in this mnanner,_1 request -that two
vouchers be issued, one in, the amount of $182.50,
and the other in the amount of 02,067.50, which
totals $2,250.00.'

The motion was made by Alderman Wettin and seconded by Lacey to
refer this matter to the Finance / Committee and City attorney
Maloney to prepare the neccessary warrants referred to in the above
letter, and -report at the next meeting of the Council.' The roll was
called on the motion with the following result: Ayes; Aldermen
Ahbe, Collet, Suster, 1flughaupt, Huxmann, Kinder, Lacey, Wettin,
Enzenbacher and Meinshausen. 1Vays: none. The Mayor thereupon
declared the motion carried.
The Mayor announced that a large bill is due the Public
Service Co., of ltiorthern Illinois, and that this corporation has asked
that it be given $4000.00 in 1530 anticipation warrants as a part
payment on account. The motion was made by Alderman `wettin and
seconded by Collet to refer this matter to the Finance Committee and
City Attorney 1aloney for report and recommendation at the next
meeting of the Council. The roll was called on the motion with
the following result: Ayes; Aldermen Ahbe, Collet, buster, Pflughaupt,
Kinder, Huxmann, Lacey, W'ettin, Enzenbacher, and Meinshausen. Nays;
None. The Mayor thereupon declared the motion carried.
.The Mayor then stated that several serious., ace1d;ents at
the "dead end" of Algonquin Rd. on Lee St.. seems to indicate that some
kind of warning signal is neccessary at the intersection to prevent
accidents. Alderman Ahbe stated thata similar condition exists at
the juncture of Miner St. and Busse Hi:hway. The motion was therefore
made by Alderman wettin and seconded by Ahbe, that inasmuch as the
streets mentioned are under State supervision the Clerk be instructed
to write the tate Highway Department, asking that some form of warn-
ing signal be placed at each of the above mentioned junctions. The road
was called on the motion with the following result; Ayes; Aldermen
Ahbe, Collet, Suster, rflughaupt, Huxmann, Kinder, Lacey, Wettin,
Enzenbacher and Meinahsusen. Nays; none. L'he mayor thereupon aeclared
the motion carried.
Alderman Wettin inquired as to whether there has been apy
response to the City's request to the Belt Line R. R. regarding the
matter of providing crossing protection at Oakton treet, Thacker St.
and Algonquin Rd, and was informed that up to the present there has
been no response.
The Clerk then read a bill in the amount of $685.55 from
the Des Plaines Publishing Co. addressed to the Board of LocaI Impro-
vements. This bill was referred to the .Finance Committee and City
attorney Maloney for investigation and report.

Mayor Hammerl and Oity Sng ine er Carter Jenkins cal led
the Council's attention to several very poorly maintained North-
western Railroad crossings in the city, special mention being
made of the Des Plaines Ave. crossing and Ellinwood bt.•crossing
over the side track serving the Lagernausen Lumber & Coal Co. The
mation was made by Alderman Huxmann and seconded by Pflugnaupt that
the Clerk notify the Chicago & iortn western Railroad et the condition
of its crossings in Des Plaines,.and unsammet requested that` -they oe
improved; also that a copy of the letter be sent to the btate Highway
Department. The roll was called on the motion with the t'oiiowing
result: Ayes; Aldermen Ahbe, Collet, buster, Pflughaupt, Huxmann,
Kinder, Lacey, Wettin, Enzenbacnet and•Meinshausen. Nays.; none.

Alderman Meinshausen raised the question as whether the City
is obliged to issue free peddling permits on free business licenses to
ex -service men as has been the practice in tne past. Chief of Police
C. A. Wegner and Alderman Anzenoacner replied that according to
American Legion officials cities must issue such free licenses to
ex -service men. The motion was made by Alderman Huxmann and seconded
by wettin to ask the American Legion to submit to the Council its
basis for contending that ex -service men must be given free business
or peddlers licenses by the City. The motion was voted upon by
acclamation, whereupon the Mayor delcared the motion carried.

The motion was made oy Alderman Wettin and seconded oy Collet that
this resolution be adopted and the bills oe paid. The roil was caned
on the motion with the following result: Ayes; Aldermen Anbe, Collet,
Pflughaupt, Huxmann, Kinder, Lacey, 'i`ettin, .Enzenbacher and Meinsnausen.
Nays; None. The Mayor thereupon declared tne motion carried and the
resolution adopted.
Alderman .Anzenoacher informed the Council that occassionally
after private parties at Riverview Hall, the City finds that the ouild-
ing has been damaged considerably. 'Phis he stated, nas Happened time
and again, and eaon time the City had to go to tne expense of malting
the necessary repairs. Tne motion was tnen made by Alderman Enzen-
bacher and seconded oy .einsnausen that tne Lierx be instructed and
directed to demand a cash deposit of 110.00 in additmori tnbhe reguilr
fee; tne 4fl.0400 deposit to be refunded provided, tnat in the estimation
of the City no damage nas been done tne Ouild111; and in case tne
building rias been damaged an amount equal to the cost of repairs
shall be% retained oy tne City. Tne roil was called on the motion
with the following result: Ayes; Aldermen Ahbe, Collet, rflughaupt,
Huxmann, Kinder, Lacey, Wettin, Enzenbacher and Meirisnausen. Bays;
None. The Mayor thereupon declared tne motion carried.

Lacey that a police be required by and assigned to every public dance
held within the City. The roli was called on the motion with the follow-
ing result: Ayes; Aldermen Abbe, Collet, l-flughaupt, Huxmann, Kinder,
Lacey, Wettin, Enzenbacher and Meinshausen. Bays; hone. 'the' Mayor
thereupon declared the motion carried.
The motion was made by Alderman Kinder and seconded by Wettin
to adjourn. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried'and the Council regularly
adjourned.
