The meeting was •called to order by Mayor Charles Harffmerl,
with Aldermen Ahbe, Collet, Suster, Pflughaupt, Hu mann, Kinder,
Lacey, Wettih, Enzenbacher and Meinshausen responding to the roll
cavil.
The following reports for the calandar month of September
1931 were read by the Clew and referred to the Finance Committee by
the Mayor
The Report of Chief of Police C. A. Wegner,
The report of City Colector, Walter Tallant
The report of City Clerk, E. J. Friedrich
The report of City Treasurer, Otto Rexses
Alderman Suster Chairman of the Judiciary and .Assessment.
Committee reported that in the matter of the city's insurance, re-
ferred to,ais committee, he recommends that there be no change in
insurance companies. Ald erman Huxrnan urged that the polices be made
to expire at the end of the fiscal year, to which Alderman. Enzenbabher
replied that the policies should be written for a full year. He ex-
plained that the Finance Committee would consider the matter at the
end of the fiscal year and arrange the policies so that they will.
expire simultaneously at the end of each fiscal year. The motion
was then made by Alderman Suster.and seconded by Lacey that the in-
surance premiums disallowed in the regular C:buneil meeting of_Septem-
ber 21st, 1931, be approved for payment. The roll was called on the
motion with the following result:. Ayes; Alderman Ahbe, Collet, Sus_ter,
Pflughaubt, Kinder, Lacey, Wettin., Enzenbacher and Meinshausen. Nags;
Alderman Hu mann. The Mayor thereupon decla. red the motion carried.
The motion was teen made by Ald erman Kinder and seconded
by Pflughaupt to refer the matter -of insurance to the Judiciary and
Assessment Committee, with instructions to compile a record. of all the
City's insurances policies, showing what each policy covers and the
date of expiration of eadh policy, arrange to have all policies expire
simultaneously on December 31st, the end of the fiscal year, and to
report to the Council. as soon as possible; and with instructions to the
City Clerk to supply the Committee with a list of the insurance policies
in force. The roll was called on the motion with the following result:
Ayes; Alderman Ahbe, Collet, Suster, Pflughaupt, Huxnnnn, Kinder, Lacey,
Wettin, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon
declared the motion carried.
Alderman Ahbe Chairman of the Police 'and. License Committee
requested the Clerk to read his report which was then read by the
Clerk as follows:
To the Mayor and City Council:
Your Committee on Police & License has investigated the above and
has found that all neighborhood communities are again adopting the
metal license tag in preference to the sticker type. Investi-
gation has developed they are not as perishable and in no way 'ob-
struct the vision.
We, your Committee on Police &License therefore recommend the
continuance of the old style metal tag and recommend that we
advertise for bids on these metal platesl -Round Plates.

The motion was then made by Alderman Huxman and seconded by Meinshausen
that the report be accepted and the recommendations concurred in. The
motion was voted upon by acclamation whereupon the Mayor declared the m
motion carried.
Alderman Collet chairman of the Streets_and Sidewalks Comm-
ittee reported that the cleaning of streets and the tarring of cracks in
the same, referred to his committee at the September 21st, meeting
of the council is well under way. He further, reported that the
street crossings at all railroad tracks are being put into good con-
dition, which was substantiated by a letter from the Soo Line Rail-
road dated September 24, 1931 read by the Clerk, promising the City
that the Soo Line street crossings will be repaired at once.
Alderman Wettin suggested that the Clerk write a letter to
the'°Belt Line"r`equesting the railroad to install warning signals at
the intersections of Thacker Street, Oakton Street and Algcnquin Rd.
and the Belt Line Tracks.
City Engineer, Carter Jenkins, reported that there was a.
discrepancy in terms in the proposed agreement regarding state main-
tanence of state routes, namely Lee Street and Keeney Ave., and that
he has therefore returned the agreement to the State Highway Depart-
ment for correction.
'The Buildings and P1.. is Committee had no report to offer.
Alderman Huxman then read a letter from Mr. Walter Amaden
Attorney for Mrs. Bertha C. Radlein, dated October 5, 1931 asking the
Council to grant Mrs. Radlein permission to _1 roceed with the install-
ation of a filling station in accordance with permit #531 issued on
September 9, 1931. The motion was then made by Alderman Huxmann and
seconded by'Suster that inasmuch as the matter is,a legal -one, it be
referred to Attorney Maloney for an opinion. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.
The ':eater Committee had no report to ,offer.
The Fire Committee had no, report to offer.
`Alderman Huxmann chairman of the Band Committee reported that
the Band has requested permission to purchase two sets of music books,
at a total cost of Approximately $12.00. The motionw as then grade
by Alderman Huxmann and seconded 1)y Buster that inasmuch as the Band
has Shown a eplendid Spirit of loyalty, the Band Committee be author-
ized to purchase thes books. The roll was Balled on the motion with
the following result: Ayes: Aldermen Ahbe, Collet, Suster, Pflughaupt,
Huxmann, Kinder, Lacey, Wettin Enzenbacher and Meinshausne. Nays; None.
The Mayor thereupon dedlared the motion carried.
Alderman " ettin, Chairman of the atwar, Drainage and San-
itation Committee, reported that the Committee recommends the aopoint-
ment of A. J. Kohfeldt to the office of Special"police to guard the
City Incinerator and Dump and see that the dumping is done properly.
The motion was then made by Alderman Wettin and seconded by Suster that
Mr. Kohfeldt be allowed 50% of all dumping permits fees collected by
-him, as his salary, the remaining 50% to go the the City. The roll
bras called on the motion with the following result: Ayes; Aldetrman
Ahbft, Collet, Suster, Pflughaupt, Huxmann, Kinder, Lacey, Wettin, Enzen-
bacher and Meinshausen. .Nays; None. The Mayor thereupon declared the
motion carried.
The notion vias then made by Alderman Ahbe and seconded by
Wettin that A. 3. Kohfeldt be,appointed as special police to guard
the Incinerator and Dump. The motion was voted upon. by acclamation,
whereupon the Mayor declared the motion carried.

The Mayor then announced the a dointment of A. J. Kohfeldt
to the office of Special Police. The motion was.made by Alderman
Enzer:bacher and seconded by Wettin that the a oointnent be confirmed.

I received from 1Ar. Tallant, City C011ector, letter dated
September 22, 1931 from Joseph B. McDonough, County .
Treasurer, which letter requested the City to advise him
whether or not the City desired anst of the 1931 special
assessments forfeited or whether the city desired the same
withdrawn.
Inasmuch as the property in Des Plaines which has not paid
its assessments will come up for sale within the near .future
I desire instructions from the City Council as to whether
or not it desires the property withdrawn from sale in the
event there are no bidders.

The motion was made by Alderman Wettin and seconded by Lacey, that
Mr. Maloney be instructed to withdraw property in Des Plaines which
has not paid its Special assessments after it has been offered for
sale, in the event there are no bidders. The r.oll was called on the

Pflu haupt, Ruxmann, Kinder, Lacey, Wettin, Enzenbacher and Meinshausen.

Alderman Susted stated that he had instructed the police to
get a stove for the Felice room. This matter ` eferred th ' the Build-
ing and Plats Committee by the Mayor.
The Clerk then r ead a message of appreciation sent to the

sent to the family at Mr. Browns 4eath.

I have heretofore advised you that certain bondholders have
filed a motion in the County court of Cook County to vacate
an order of reduction made as to certain property on River
road.
This matter recently came on for hearin in the County Court
and the court, after the matter had.been continued for a number
of times, finally directed the entry, of an order providing for
the vacation of the order of reduction originally entered
cancelling the assessments as to certain property on River Road
and inli•eu the'reor, 'entered an order reducing the original
to each lot its pro rata share of the total amount paid by the

State of Illinois for the paving of River Road. This amounted
to approximately a 50`o reduction on the assessment of River
Road frontage. It will restore to the roll and teduce the de-
ficiency in this case between 05000.00 and $6000.00. This,
however, leaves a very substantial deficiency in the case which
can only be paid by supplemental a ssessment.

The motion was made by Alderman Kinder and _seconded =by Wetti.n, to
refer this letter to the Fiaance Committee with instructions to
report at the Council's next regular meeting. The. motion was voted
upon by acclamation whereupa.n the Mayor declared the motion carried.
At this point Alderman Pflughaupt i.nqui-red whether or not it
is true that coal dealers are under no circumstances- permitted to drive
over curbs, walks and parkways - to deliver coal where there is no
driveway accross the parkway. He was informed however that -the Ordin-
ances of the City prohibited driving accross parkways in any event.
Alderman Pflughaupt explained that the extra charge of 75 cents or
one dailar per ton for is a burden to many citizens at this time.
Alderman Pflughaupt then made the motion which was seconded by Hux-
mann to have the police relax in enforcing the ordinance regarding
driving accross parkways until further orders from the Council, but
that 'coal dealers must take proper planking precaution to protect the
curbs and,walks. The roll was called on the mation witht he- following
result: Ayea; Alderman Ahbe, Collet,' Suster, rflughaupt, Kinder, Hux-
mann, Lacey, Wettin, Enzenbacher and T.einshausen. mays none. The

The motion was made by Alderman Lacey and seconded by
Collet that City Attorney Maloney be instructed to draft an ordinance
declaring Prairie Ave. a through street from First Avenue to-the�
Belt Line Railroad tracks,and providing for the enforcement of
Stopping at stop signs. The roll was called on the notion` with the
following result; Ayes; Aldermen Ahbe, Collet, Suster, Pflughaupt,
Huxnann, Lacey, '-tettin. Nays; Aldermen Kinder, Enzenbacher, and
Meinshausen. The Mayor thereupon declared the motion carried.
City Attorney haloney stated that he has a letter from
Fayette O. Merrill stating that he is -unable to pay the City the one
thousand dollars $1,000.00) as agreed in his agreement with the City
for making restitution for his shortage while holding the office of
City Clerk. Upon the request of "I:r. Maloney'the Clerk read the follow-
ing.
RESOLUTION
'AREAS, since the passage of an ordinance pro#iding for
the executicn of documents in connection with receipt ofmoneys
in payment of the i> errill indebtedness, the said Fayette 0.
Merrill has failed to fulfill hia portion of the'agreement;
BE IT RESOLVED that David B. Maloney' be and he is. hereby
authorized and directed to make demand upon the surety company
for immediate payment cf the sum of Two Thousand ( 2000.00
dollars, the sun provided under the durety bond.
BE IT PiJRTPIUR RESOLVED that -the Mayor and City Clerk be
and they are.hereby authorized and empowered to make and execute
a full release of the surety Company upon the payment of the
said surety company tc the City of Des Plaines the said sum of
Two Thousand ($2000.00) dollars.

Carter Jenkins, City :ineer- reported that .the State Hihway Depart-
ment has •agrLed to provide at its expense a walk .on both sides of the
recor:strucded Rand Rd. bridge over the Maine Township drainage creek,
and also to modify the superelevation at that point, as requested .by
the council. •

. The engineer further reported.that upon the suggestion of the
Mayor the Monroe Electric Co. was instrucded to install larructr*Tiort in
Deli Plaines Ave. retaining wall -electrical conduit for future ins-
tallation of .ornamental light standards. The matter of cost of in-
stallation -as submitted to county Commissioner Homer J. Byrd, .who
agreed to report the :-_.atter to .the County Board in a favorable light.
. Mr. Jenkins further .rpported that the State Highway ay Depart-
ment is .now proceeding Frith the .re-des-ign of the ':olf-Golf Road Tab -
ray structure in Cumberland, .and that District Engineer Lame has re-
Guested .that the City supply .him with the proper sidewalk grades on both
sides of Golf Road in order to rop erly .design the retaining walks. It
was exti.n :ted that the cost.of prepatins this information will .be about
