The meeting was called to order by Mayor Hammerl with
Aldermen Ahbe, Collet, Suster, Pflughaupt, Kinder, Huxmann, Lacey,
Wettin, Enzenbacher and Meinshausen answering to roll call.
The Judiciary and Assessment Committee had no report to offer.
The Clerk then read the report of the Police & License
Committee recommending the adoption to the" sticker type" license emblem.
Alderman Ahbe, chairman of the Committee however, stated that since
there is still some question as to whether or not these stickers are -
really desirable, he prefers to give the matter further thought.
Alderman Collet, chairman of the streets and sidewalks
Committee reported that several holes in streets and sidewalks have
been repaired, and that a number of trees and bushes along the streets
still need trimming.

The Clerk then read the following report of the Nater
REPORT OF TEE '. ATER COMMITTEE TO
TEE CITY COUNCIL OF DESPLAII1ES.
OF SEPTEMBER 21st , 1931.
The motion was made by Alderman Lacey and seconded by Alderman Kinder
that the above report be accepted and that the Plater Committee be
authorized to employ Mx. Robinson and preceed according to the
committees recommendation of September 21st, 1931. The roll was called
on the motion with the following result: Ayes; Aldermen Ahbe, Collet,
ster, Pflughaupt, Kinder, Iluxmann, Lacey, 'Wetin, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared the motion
carried.
The Buildings & Plats Committee had no report to offer.
Alderman Wettin, chairman of the Sewer, Drainage & Sanity
ation Committee reported that inasmuch as the fence at the Incin-
erator and City Dump is almost completely destroyed, and inasmuch
as a new fence would be tpo expensive•at this time the committee has
decided to postpone buying this fence, until some future date.
The Fire Committee had no report to offer.
The Band Committee had no report to offer.
Alderman Wettin suggested that the West side streets, which
need cleaning, be given a thorough cleaning. The motion was made by
Alderman Kinder seconded by Leinshausen to refer this matter to the
Streets and Sidewalks Committee, for action. The motion was voted
upon by acclamation, whereupon the Mayor declaredthe motion carried.
Alderman Wettin also called the Councils' attention to the
fact that there are several streets on the West Side on which the pavement
is badly cracked. The motion was made by Alderman Huxmann and seconded
by Suster that the Streets and Sidewalks Committee be instructed to
employ several men to repair these streets. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
The Clerk then read a petition signed by Clinton 0. Thompson
as Petitioner, and as Att'y and Agent for Gus J. Spier, Property Owner.
The Petiiton ask that of the parcel of land lying between and bounded
by, Mannheim, Rd.. on the East, Everett Avenue, on the North, Pine Street
on the West, and Prospect Avenue on the South, Mannheim Rd., Prospect
Ave. and Everett Ave. be restricted for business purposes.

The motion was made by Alderman Enzenbacher and seconded by Suster to
commit the petition to the Zoning Board of Appeals with the recommen-
dation that the request be not granted. The roll was called on the
motion with the following result: Ayes; Aldermen Ahbe, Collet, Suster,
Pflughaupt, Huxr ann, Kinder, Lacey, 's;'ettin, Enzenbacher and Meinshausen.
Nays: None. The Mayor thereupon declared the motion carried.
The Clerk then read the following letter:
To the Mayor and City Council
City of Des Plaines, Illinois
_September 19, 1931.
Gentlemen:
On April 7, 1930 the following offer was made to yours
honnrable body:
"I hereby agree to prepare for the City of Des
Plaines four complete Atlases showing,all subdivisions,
streets, alleys, public highways, easements, and build-
ing lines, in fact all_that is of record in the office
of the recorder of deeds of Cook County, same to be
prepared in sheet approximately 24" x36" on the scale
of 100 feet in the inch. Such Atlas sheets will be
prepared on white paper and mounted on cloth ready for
binding. When all sheets are complete, one proper bin-
der. such as the Clerk may select, and neatly embossed
on gold with the name of the city and the words
"official At7.as", *ill be provided; the other three
Atlases to be bound in heavy paper.
"Each Atlas will consist of thirty.six, eighty(80)
acre sheets and one ndex map of the whole, and no atlas
sheet will show the data outside of the city limits.
"All of the above work will be done for the sum of
Two Thousand Nine Hundred and Fifty ($2950.00) Dollars; •
payments on account to be made as sheets are delivered."
The offer was accepted and work immediately begun on
t j e Atlas.
On Saturday, September 12th, the last sheet of the
Atlas was delivered to you.
The letter of the agreement has been more than lived
up to .in that information immediately outside of the city
limits has been included on many of the sheets, and, in
attition, all of the Atlas Covers have been furnished
in the most substantial and best appearing material possible.
The binding of the sheets has been so selected that
any sheets may be removed or replaced without damage to
any others.
Gentlemen, permit me to say that no town can boast
of an Atlas more accurate in data or better in physical
appearance than the one now is your hands.
I am submitting herewith a statement of the account
in this matter;
Original offer as of April 7th, 1930 $2,950.00
' Paid on account, June 6th, 1931 700.00
Balance due this date - 2,250.00

I will appreciate any effort that you may make to
provide early payment of this balance.

The motion was made by Alderman Huxmann and seconded by Lacey that this
letter be referred to the Finance Committee. The motion was voted
upon by acclamation whereupon the Mayor declared the motion carried.
The Mayor then announced the appointment of Walter L. 241
Dopheide to the 'Mice of Special Police. The motion was mage by
Alderman Suster and seconded by "Wettin that this appointment be con-
firmed. The motion was voted upon by acclamation, whereupon the
laayor declared the motion carried, and the appmintment confirmed.
The Clerk then read the following; letter:

Deur Sir:
We enclose herewith a transcript of
our account with the City of Des Plaines from June
15, 1927 at which time the account was balanced,
showing the amount of $80.00 still due us.
As we have no memo of the numbers of
your vot.chers, it will be impossible to show to
which your various remittances apply. We have no
doubt that, upon checkingupj the statement, you will
*be able to determine where the items apply.
We render our bills on the first of each
month, and if you will see that a vounher is issued
and a check sent us Immediately, it would avoid the
account falling into the state in which i now is in.
If this cannot be done, we are afraid that we shall
be obliged to insist on the payment of the filing
fee when new cases are filed and for certified
copies when delivered.

Enzenbacher and Meinshausen. Nays: Ione. The Mayor thereupon declared

Upon the suggestion of Cit r Engineer, Carter 3enkins, the
matien was made by Alderman Pflughaupt and seconded by Ahbe that.the
Clerk be irstrutted to write District Engineer G. N. Lamb, calling
his attention to'the'fact that a wale be provided on the east side
of the -Rand Road bridge over the Maine Townsh4p Drainage Creek,.as
well as on the wet side of this bridge as`shown on the state plaus.
The motion was voted upon by acclamation whereupon the Miayor declared
the motion carried.
City engineer, Carter Jenkins then called the Councils
attention to a new law, whichgives cities the choice of either,
maintaining state route streets and being reimbursed by the State,
or turning the responsibility of maintaining these streets over to

the State. The motion was made by Alderman Ahbe and seconded by Lacey
to refer this matter to the Streets & Sidewalks Committee. The -motion
was vated upon by acclamation, whereupon the Mayor declared the motion
carried.
Upon a suggestion by engineer Carter Jenkins, the motion
was made by Alderman Kinder and seconded by Collet that Mr. Jenkins
continue his efforts to have Oakwood Street pavement put in so as to
conform to traffic lanes. The motion was voted upon by acclamation,
.whereupon the Mayor declared the motion carried.
Alderman Wettin Called the Council's attention to the
fact that the area west of•the Soo Line tracks does not have an
-adequate number of traffic outlets. He suggested that inasmuch as
the Soo Line expects to elevate its tracks these tracks should be raised
high enough to permit a street subway as an outlet for the Wesi Side.
Tie motion was made by Alderman Kinder and seconded by Lacey that
this matter be referred to the Aldermen of the Fourth Ward, jointly
with the Streets and Sidewalks Committee to present a plan of procedd-
ure. The,motion was voted upon by-acc4amtion whereupon the Mayor
declared the motion carried. -
The motion was made by Alderman Kinder and seconded by
Huxmann that the Streets and Sidewalks Committee be instructed to
inspect the railfoad crossings of the city and put them in good
condition. The matter was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
Alderman Pflughaupt reported that he has investigated the
Aged and Adult Charities, as instructed at the last meeting of the
Council and finds them a worthy charitable organization. The motion
was therefore made by Alderman Pflughaupt and seconded by Suster to
grant this organization the privilage to tag commutors at the North-
western Depot during their annual tag day on October'l5th, 1931.
The motion was voted•upon by acclamation, whereupon the Mayor declared
the motion carried.

Alderman Huxmann called attention to the fact that inasmuch as there
seem to be several large insurance bills this matter should be given
further consideration, in an effort to get a better rate on the in-
surance. The motion was made by Alderman Wettin and seconded by
Meinshausen that the insurance bills be withheld and referred to the
Judiciary and Assessment Committee. The roll was called on the motion
with the following result: Ayes; Aldermen Pflughaupt, Huxtnann, Kinder,
Lacey, Wettin, and Meinshausen. Nays; Aldermeh Ahbe, Collet, Suster,
and Enzenbacher. The Mayor thereupon declared the motion carried.

Alderman Enzenbacher stated that gasolinetanks had ))ben
installed on the Radlein property .on South Des Plaines Ave;, and.that
therefore the wooden refreshment stand on the same premises dues not
cp ply with the Fire Ordinance. The motion was then made by Alderman
Enzenbacher and seconded by. Suster to stop the - work on the Radlein
Property until the owners comply with the Fire Ordinances. The roll
was called on the motion with the Following result: .Ayes1 Alderman
Aube, Collet, Suster, Pflughaupt, Huxmann, Kinder, Lacey, Wettin,
and Enzenbacher. Nays; Alderman Meinshausen. The Mayor thereupon
