09/14/1931 Adjourned Meeting424 MINUTES OF AN ADJOURNED MEETING OF THE CITY SIL OF T. CITY OF DES PLAINES HELD IN THE COUNCIL. C., ES, ON MONDAY SEPTEMBER L4th, 1931, A. D. at 80*ClockP. IQ The meeting was called to order by Mayor Chas. Hammers, with 4 dermen Ahbe, Collet, Pflughaupt,.Huxmann, Kinder, Wettin, Lacey, Enzenbacher and Meinshausen responding to the roll call. Alderman Suster was absent. Upon request of the Mayor, the Clerk read the following proposed ordinance:- . AN ORDINANCE PROVIDING FOR LEVYING AN ASSESSMENT OF.TAXES FOR THE FISCAL YEAR 1931-1932 FOR THE CITY OF DES PLAINES, COUNTY OF COOK AND STATE OF ILLINOIS. The motion vas made by Alderman Wettin and seconded by Huxmann the amount to be included in tax levy under Article 1., Section III Item #11, 1e changed from $3,000.00 to $2,000.00 The roll was called on the motion with following result: -Ayes; Aldermen Ahbe, Collet, Pflughaupt, Huxmann, Kinder, Lacey, Wettin, Enzenbacher andMeinshau- sen. Nays; None. The motion was made and voted upon was declared carried by the Mayor. • The motion was theg,.. by Alderman Wettin and seconded by Hu Harm titi_reduestlit ded in tax levy under Article 1., Section "T., Item #1, from $1800.00 to $1200.00; also that the amount included in tax levy under Article 1, Section 1', Item 3, be redtced from $4020.00 to $3500.00. The roll ams.called on the motion with the f oll.ar ing result: Ayes; Aldermen Pflughaupt, Huxmann, Kinder, Ietten, Lacey, Enzenbahher and Meinshauden. Nays; Alderman Abbe and Collet. The Mayor thereupon declared: the motion carried. The motion was then made by Alderman Kinder and seconded by Alderman Hamann that the amount included in tax levy under Article 2, Section ;T Item #3, be reduced from $1500.00 to $1000.00. The roll. was called an the motion with the following result: Ayes; Aldermen Ahbe ,gxiiet, Pfluahaupt, Kinder, Huxmann, Lacey, Wettin, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupond.ecle,red the motion carried, The motion*. as made_ by Alderman Huxmann and seconded by Meinshausen to make the amount included in tax levy under Article 3, Section II Items #1 and 12, $4000.00 and $800.00 respectively, thus making the totalievy,for Incinerator and Equipment Bonds $4800.00. The roll was called on the motion with the following result: Ayes; Aldermen Ahbe, Collet, Pflaghaupt, Ho nn, Kinder, Lacey, Wettin, Enzebacher and Meinshausen. Nays; None. The Mayor thereupon de- clared the motion carried. • The motion was made by Alderman Huxmann and seconded by Kinder to reduce the entire tax levy for corporate purposes, and all items in it 15%. Alderman Huhn: contended that the proposed levy ordinance was purposely increased because a large percentage of delingencies are expected. He contended fi' urther that by enforcing 'the license ordinances the difference of I5X could easily be raised from other sources. The roll was called on the motion with the following result: Ayes; Aldermen Pflughaupt, Huxmann, Kinder, and Meinshausen. Nays: Aldermen Ahbe, Collet, Lacey, Wettin and Enaen- bacher. The Mayor thereupon declared the motion lost. The motion was then made by Alterman Ahbe and seconded by Enzenbacher to put the proposed revised tax levy ordinance on for passage: The rollwas called on the motion with the following, result: Ayes; Alderman Ahbe, Collet, Kinder, Huxmann, Lacey, Wettin, tnzen bacher and Meinshausen. Nays; Alderman Pflaughaupt. The Mayor there- upoh declared the motion carried. 425 The motion was then made by Alderman Ahbe and seconded by Collet ti .t the tax levy ordinance for the year 1931 to 1932 be passed as revised. The roll w as called with the following result: Ayes; Aldermen Ahbe, Collet, Pflughaupt, Huxmiann, Kinder, Lacey, Wettin, Enzenbacher and Meinshausen. Nays; None. The Mayor thereupon declared the motion carried, a. nd the ordinance passed as revised. Alderman Pflaughaupt reported that a request had come to him from The Aged and Adult Charities asking for permission to con- duct a'Tagdaye in connection with their tag day in Chicago on the first Monday in October. Tagging is not to be citywide, but merely at the railroad station. The motionwas made by Alderman Pflughaupt and seconded by Huxnaann that the Council grant this request. The Mayor however referred the matter to Alderman Pflughaupt as a Comm- ittee of one, to get more information regarding this particular tag say. Alderman HuTnn then introduced the following: Resolved, that the City Clerk of the City of Des Pia: ines be and he is hereby directed that in all eases where appli- cation is made of him for a permit to build or erect any st ua- ture or building or any addition or remodeling thereof, that he, said City Clerk require the applicant for such permit and the contractor doing the work to enter into an agreement in writing that all persona employed, in the work to be done under the permit shall be bonafide residents of the City of Des Plaines, for not less than ninety (90) days previous to the issuing of such permit; Provided however that the owner of any Ion a»tying for permit tobuild a resideneial struc- ture by his awn personal labor shall not be bound by the pro- visions of this resolution. The motion was made by Alderman Huxmann and seconded by Meinshausen to adopt this resolution. The roll was called on the motion with the following result: Ayes; Alderman Ahbe, Collet, Pflughaapt, Kinder, $, Lacey, Wettin, Enzenbacher and Meinshausen. Nays; None. The Magor thereupon declared the motion carried and the resolution adopted. The motion was then made by Adlerman iquxmann and seconded by Pflughaupt that the Clerk be instructed to deliver a copy of the above resolution to the Bhief of Police, with instructions to enforce the resolution; and that the resolution be printed for disbribution among contractors, and published in our local paper. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. The Clerk then read the following resolution: RESOLUTION WHEREAS, the city Council of the City of Des Plaines has heretofore passed an ordinance authorizing the issuance of tax anticipation warrants by the City of Des Plaines, in an amount not to exceed seventy-five per cent (75%) of the total taxes levied for the year 1930, payable in 1931; and WHEREAS, it is necessary that the City of Des Plaines issue tax anticipation warrants authorized by said ordinance; BL IT, THEREFORE, RESOWED that the Mayor of the City of Des Plaines, and the City Clerk of the City of Des Plaines be, and they are hereby, authorized ani directed to execute twelve (12) tax anticipati:anwarrants, numbered one(1) to twelve 612), both inclusive, each for the sum of One Thousand Dollars 1,000.00), dated A. D. 1931, bearing interest at the rate of six per cent per annum, which anticipation warrants shall be substantially in the form hereinafter set forth, and that they be atthorized to sell and dispose of the said warrants for a sum not less than par, plus accrued interest. Warrant No. I shall be payable out of the tax levied for the year 1930 for general corporate purposes. Warrants No. 2-7 inclusive shall be payable out of the 426 tax levied for the year 1930 for bonded indebtedness and in terest thereon. !arrants Nos 8-10 inclusive shall be payable out of the tax levied for the year 1930 far collecting and disposing of garbage. Warrants Nos. 11 and 12 shall be payabl e out of the tax levied for the year 1930 for fire protection. The motion was made by Alderman Ahbe and seconded by Lacey to adopt this resolution. The roll was then called•on the motion, Whereupon the Mayor declared the motion carried and the resollttion adopted. The motion w as then made by Alderman ]Enzenbacher seconded by Lacey that the Council adjourn. The motion was voted upon by ace- la,tion, whereupon the Mayor declared the motion carried and the Council regularly adjourned.
