MINUTES OF THE ADJOURNED MEETING OF
THE CITY COUNCIL OF TBE.CITY OF DES
PI INES HELD IN THE CLERIt!S OFFICE
AT THE HOUR. OF 8:00 P. M.. ON AUGUST
21st, 1931. A. D.
The meeting was called to order by Mayor Rammerl.
Aldermen Ahbe, Collet, Pflughaupt, Lacey, Wettin, Enzenba:r3her and
Meinshausen were present. Aldermen-Suster, Kinder, & Huxinann were
absent.
City Attorney Maloney then reported on the legality of
the Park Boards buying the City's anticipation warrants. Mr. Maloney
stated that inasmuch as he -is City Attorney he prefers to have some
other•attorney give an apinion, but offered to get the opinion for
the Park Board for approximately $100.00. The motion was made by
Alderman Enzenbacher and seconded by Lacey to authorize Attorney
:Maloney to get •an 'opinion from some other attorney. The roll was
called on the motion with the following result; Ayes; Alderman Ahbe
collet, Pflughaupt, Lacey, Wettin, Enzenbacher and Meinshausen. Nays;
None. • The Mayor thereupon declared the motion carried.
The matter of issuing a permit for remodelling and enlarg-
ing the residence o'f Herbert Haedicke on Thadker St. was discudsed,
and referred to the Building and Plats Committee by the Mayor.
Alderman Lacey Chairman of the Water Committee then re-
ported upon the• recent request of the Croation Orphanage to be
granted a reduction in their water rate. The matton was made by
Alderman Lacey and seconded by Meinshausen to grant the Orphanage
the following special rate: 40 cents per 1000 gallons for the first
50,000 gallons, 30 cents per 1000 gallons for the second.' 50,000
gallons and 25 cents per 1000 gallons thereafter. The roll was called
on the motion with the following result: Ayes; Alderman Ahbe, Collet,
Pflughkupt, Lacey, Wettin, Enzenbacher and Meinshausen. Nays; None.
The Mayor thereupon declared the motion carried.'
Alderman Lacey chairman of the Water Committee then re+
ported on the matter of changing the doors on the Water Works,
stating that he is getting prices on various types of doors. The
motion was made by Alderman Enzenbacher and seconded by Collet to
refer this matter to the Water Committee with power to act. The
motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
,ttorney Maloney then stated that the auditors report
of the Treasurers books shows that the interest accounts of the
Special Assessment Fundis overdrawn $94,000.00 and upon Mr. Maloneys
suggestion the motion was made by Alderman Pflughaupt and seconded
by Enzenbacher to instruct the Treasurer to use the interest money
in the Special Assessment Fund to take up coupons rather than
to use it for reimbursing the overdrafts in the interest account.
The roll was called on the motion with the following result: Ayes
Alderman Ahbe, Collet, Pflughaupt, Lacey, Wettin, Enzenbacher and
Meinshausen. Nays; None. The Mayor thereupon declared the motion
carried.
City Attorney Maloney then reported that he is still
gathering information in order to give an opinion regarding the
liability of other city officials in connection with the Merrill
shortage. The motion w as therefore made by Alderman Enzenbacher
and seconded by Lacey to recommit this matter to Mr. Maloney for fur-
ther report. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.

The Clerk then read a letter form Reverend Mr. R. H.
Hooker, president of the building committee of the First Christian
Reformell Church asking that the Council valve the b&tlding permit
fee for the church's new building. The motion was made by Alderman
Lacey and seconded by Enzenbacher to grant Pastor Hooker's request
and waive the permit fee. The Motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
Alderman Wettin chairman of the Sewer, Drainage and San-
itation Committee then submitted the following report which was read
by the Clerk.
To the Chairman Sewer, Drainage & Sanitation Committee, at the
meeting of the City Council, held Aug. 17, 1931. the following matter
was referred to your committee; The complaint of Mrs. Sol. Garland
regarding unsanitary sewer conditions on Garland Place.

To the Mayor and City Council:
Your Committee on Sewer, Drainage and Sanitation has investigated
the above and has found: The complaint of Mrs. Sol. Garland well
founded.
We,• your Committee on Sewer, Drainage and Sanitation, therefore
redommend: That the City Clerk be instructed to send notices to all
property owners on Garland Place and on Miner Sts. as directed by
Mr. hells, that they must connect with the City Sewer system within
four weeks. As after the expiration of that time the City Shall
prosecute for violation of ordinance.

The motion was made by Alderman/and econded lby Alderman Lacey to
adopt the report. The motion was voted upon by acclamation where-
upon the Mayor declared the motion carried.
City Attorney Maloney reported that he is working on the
1931 tax levy ordinance.
The motion was made by Alderman Collet and seconded by
Meinshausen to adjourn. The motion was voted upon by acclamation
whereupon the Mayor declared the Council adjourned.
