394 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS ON THE SIXTH DAY OF JULY, 1961. AT THE HOUR OF 8 O'CLOCK P. M. The meeting was called to order oy mayor hammerl, Alder- men Ahbe, Collet, Suster, kflugnaupt, Wettin, Lacey, Kinder, hux- mann, Knzenbaoher and Aeinsnausen answering to roll cali. The report of Christ A. Wegner, chief of Police, for the month of June 1931 was read and referred to tree Finance Committee by the Mayor. The motion was made by Alderman Auxmann and seconded by PflUghaupt that In tfte future Chief of kolice be asked to show in his report, what desposition was made of each arrest case. The motion was voted upon oy acclamation, wnereupon the mayor declared the motion carried. The report of (into Aexses City Treasurer showing ba/ances on hand June 34th, was read by the Clerk and referred to the Yin - ante Committee by the Mayor. Alderman Huxmann rendered the report of the Jud. & Assess. Committee stating that The Judiciary and Assessment Committee had asked the bonding company to change the bonds of the Clerk and Treasurer to require conpiiance with the Ordinances of the City, but that the Surety companyinsiated on adhering to their standard bond, without alterations. A motion was therefore made by Alderman Flux - mann and seconded by Suster that the bonds of the City clerk and City Treasurer be approved as written. The roll was tailed on the motion with the following result: Ayes: Ahbe, Collet, Suster, Pflu.. ghaupt, Huxman, Kinder, Wettin, Lacey, Knzenbacher and4Leinshausen. bays; None. The Mayor therefore declared the -motion carried and the bonds approved. Alderman Huxnan of tne Judiciary Committee then reported that the proposed contract witn Carter Jenkins, City Engineer, had been studied, and discussed with r. Jenkind, who agreed to a reduction on fees for special Assessment work. Alderman Huxmann further reported that instead of a regular fee for abandoned special Assessment, Mr. Jenkins salary would oe a *Reasonable Compensation* to be agreed upon by Mr. Jenkins and tfte council. The motion was made by Alderman Huxnann and seconded by Suster that the Judiciary Committee be given more time to rewrite this contract. Tne motion was voted upon by acclamation, whereupon the mayor declared the motion carried. Alderman Ahbe, Chairman of the Police Uommittee reported that ne had just received notice that one of the Cites squad cars had been wrecked. and one of the officers sligntAy tadured‘ Alderman Collett, Chairman of the otreets & Sidewalks Committee reported that he has Aired several men to cut weeds in the parkways. The following letter was then read by the clerk and re- ferred to the Streets & Oidewalks committee by the Mayor: Des Plaines, 111. To The City Council June, 25th, 1931. Des Plaines, I.11. Gentlemen: - ABA The limbs of trees along the parkways, hang so low in many instances that it makes the travel of the carriers very unconfortable, especialy during wet seasons, Any- thing that you can do to remedy tnis.condition will be greatly appreciated both by my carrier and myself. Carter Jenkins, City Engineer reported tnat a sewer on Des Plaines Ave. is too small and should oe reconnected -so as to empty into the lover rather than into tne larger Main which is r really not large enougn. he stated that there is a most affortune time to make tne change inasmucn as Des Plaines Ave. is now torn up for paving. the motion was made by Alderman hinder and seconded by Collet to refer this matter to tne sewer Committee with power to act. The motion was voted upon oy acclamation whereupon the mayor declared the motion carried. The following letter was then read by the Clerk and re- ferred to the Finance Uommittee by the mayor: Mr. Edgar J City of Les Des Plaines Dear Sirs - Friedrich, City Clerk Plaines Illinois. 911 Church 4treet Evanston, Illinois June 17,J931. As requested by you, this is to advise that we have discontinued the burning of 268 - 2b0 candle power ornamental street lights, burning from dusk to 1:00 A. K. in Des Plaines Terrace, Des Plaines Venter and Homerican Villas Subdivision and that we have installed 1b3 100 candle power ornamental street iignts, miring from dusk to daylight in the three suodivisions as directed. These lights started to burn on June 15, 1931. and will be billed in accordance with our regular street lighting contract with you. Very truly yours, S. W. Alderman hulmann chairman of the wand Uommittee reported that regular band concerts nave been given in the City's business section, and that future concerts will be giventhe residential die- trtets if tie varaops wards. City Attorney Maloney reported on the bill of *2650.00 submitted to the City by r'rantc Zaleski for legal services in con- nection with opening of 8llinwood St. from Lee 5t. to Graceland Ave. He recommended that Mr. zalesKi be invited to attend the next meeting with the council and attempt to agree on a settlement'of the bill. Mr. Maloney, City Attorney also reported that he is anx- ious to affect a settlement with Fayette 0. Merrill Former City Clerk, as soon as possible to avoid further complications. The followlag proposed ordinance increasing the number of members of the Board of Health was then given second reading by the Clerk=0 396 - AN ORDINANCE - AMENDING ARTICLE III, ENTITLED 'BOARD OF HEALTH* OF CHAPTER 4 OF THE CODE OF THE CITY OF DES PLAINES AS ADOPTED ON MARS 28, 1928. The motion was made oy Alderman wettin and seconded by Lacey that this ordinance be adopted, the roll was called on tie motion With the following result: Ayes; Anbe, Collet, Suster, Pflughaupt, wett n, Lacey, i;nzenbacher and Meinshausen. says: none. The Mayor there- fore declared the motion carried and the resolution adopted. The motion was then made by Alderman Kinder and seconded by Collet that the bids on 2000 ft. of fire -hose be opend. xhe motion was voted upon by acclamation, whereupon the mayor declared the motion carried. The Clerk tnen read a report of the xiaance Committee regarding the proiosed ordinance reducing tne City Collector's salary from 2% to 1* of all moneys collected. The report recom- mended that tne ordinance oe not passed out tnat tne Collector receive as compensation a commission of 2 7, of the moneys collected on account of Special. Assessments, in a sum not to exceed 45000.00 per year. In a supplemental report also read ray the Clerk, the Finance Committee recommended that an ordinance oe passed providing for combining the duties of tne Collector and tne 'treasurer under one person to be appointed oy tne Mayor with tne approval of the City Council. The motion was made by Alderman Huxman and seconded by Kinder to postpone consideration of this report until the next regular meeting in order to give the Aldermen time to give the matter more thought. The Clerk then read petition signed by twenty tour Miner Street property owners requesting the Council to set a date for a hearing regarding the matter of a rotate on the "pecial Assessment for the improvementof Miner St. The motion was made by Alderman Kinder seconded by Wettin to refer tnis matter to the Finance Com- mittee,uthe City Engineer and the City Attorney, to report at the next regular meeting or as soon thereafter as possible. The matter was voted upon by acclamation, whereupon the mayor declared the motion carried. The Cleric then read a letter from City Attorney Maloney informing the council that U. N. Lamb, District Engineer of the State Highway Department has recommended approval by the State of the construction by the State of the Curb on Des Plaines Ave. The letter was ordered placed on file by the Mayor. The Clerk then rea4 a letter from U. N. Lamb District Engineer of the State highway Dept. stating that the State will make connections on Algonquin Rd. with Jeannette Ave. Margaret St. and Second Ave., also tnat the tate plans for widening of rousse highway includes a paved connection with Mason Lane. This letter was ordered placed onfiie by the Mayor. RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK ARE AUTHORIZED TO ISSUE THE PROPER WARRANTS IN PAYMENT OF SAME. Alderman wettin inquired as to which council committee has juresdiction over the Thistle 6ommissioner, wnerupon the Mayor assigned supervision of the Thistle 0ommissioner to the Streets and Sidewalks Committee. Ralph Davis 'Thistle Commissioner thew( addressed the Council ask4ig what he is to do in cases where lot owners fail to cut thistles whenn notified. The motion was made by Alderman Enzenbacher and seconded by Ahbe to ask the Commissioner to report such cases to the Chairman of the Streets and sidewalks Committee, who will employ men to cut the thistles. The motion was toted upon by acclamation, whereupon the Mayor declared the motion carried. Alderman Enzenbacher chairman of tne :Finance Committee requested the Council to transfer 41000.00 from the Vehicle rund of the Jpecial Purpose Account to the Police iund of General Corporate Account. The motion was made by alderman hinder and seconded by ate* that the transfer be made and that Attorney Malongy be instr- ucted to prepare the proper resolution authorizing such transfer for the next meeting. The motion was voted upon oy acclamation, where- upon the Mayor declared the motion carried. 1e.
