OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES HELD IN THE COUNCIL
CHAMBERS ON THE 14TH DAY OF JULY
1931.
The meeting was called to order oy Mayor Aammerl, Alder-
men, AAbe, Collet, Suster, rfIugnaupt, hinder, nuxmau, Wettin and
Meinshausen responding to the roil call. Alderman Lacey and Enzen-
bsci[er were aosent.
The Clerk then read the following letter.

Mayor and City Council
of tne City of Des Plaines,
Des Plaines, Illinois.
Gentlemen:
I am in receipt of letter advising me that the request
of tne City of Des Piainee, that tne County and State
restore tne euros on River Road and that the same be
placed abutting tne forty foot; pavement, has been ap-
proved. -
The chief engineer of Division of M.ignways of the State
of Illinois has approved tne resolution of the County
providing tnat the construction of tnis euro auutting
tne forty foot pavement.
The state has requested, however, that the City pass a.
Na -Parking ordinance on tne forty foot pavement. 1 wouid,
tnerefore, suggest, tnat tne City clerk be instructed to
forward to tne State Hignway Department copy of sucn an
ordinance.

attorney Maloney prepare a *Ba Parking ordinance as suggested in
the soove letter. The Mayor ;nen called the roil on this motion
with the foiiowing results Ayes; Aldermen Anne, Coiiet, Suster,
Pflughaupt,H uxman,Wettin and Meinshausen. ivayes; none. The Mayor
therefore declared tne motion carried.

Gentlemen:
On July 2, 1931, we caused to oe entered
in the County Court of Cook County an order for the
possession of property sought to oe condemned for the
opening of Prairie Avenge.
Notice was mailed to eacn of tne persons
shown to be the owners of tnis property and tne ap-
plication of tne City for tne order of possession.
I enclose nerewitn a copy of tne order that
was entered on July 2nd, and would suggest that this
copy of tne order be forwarded to tne Assessor of
Maine township, advising nem tnat tnis property is
now in tne possession of the City of Des Plaines for
street purposes, and requesting tnat the assessments

against tne property for taxing purposes oe corrected
to conform to tne order of condemnation.

The motion was made oy Alderman ,wipe and seconded oy Collet that
the letter oe placed on rile and the copy of tne order mentioned in
the above letter be forwarded to tne Assessor of Maine Township.
The motion was voted upon by acclamation, whereupon tie mayor de-
clared the motion carried.
Attorney Maloney then reported on tne matter of tne
shortage of former City Clerk layette 0. Merrill.. he explained
that since the State Bank wnich was to act as trustee, nad closed,
a new trustee would have to oe appointed. The difficulty, he ex-
plained, is klm1 not to find a suitable trustee blab tepopewlit

deeds now in possession of the State Bank.
Alderman Huxman expressed the opinion that the City ought to de-
mand the $20e0.00 cash from the surety company as quickly as
possible before other cosications'arise, to which Attorney Mal-
oney replied that if t.nis were done, the surety company would
immediately attach anything Mr. Merrill has, leaving nothing fur-
ther for the City to attach. After considerable discussion a
motion was Made by Alderman Ahbe and Seconded by duster that this
be done. The Mayor However did not state the motion and there-
fore did not bring it to a votd. it was generally agreed upon how-
by the Council to have Mr. Maloney draft the necessary papers to
dispose of this matter, with the Continental Illinois Trust Co. of
Chicago, as trustee. Alderman huxmann stated that he insists that
he expressly understood, that whatever cash is derived fro* Mr.
Merrilis bonding Company, or from any other property of Mr. MerrilIs
it must be considered as a payment on account. until final settle-
ment has been made.
Mayor Hammer' then announced the following appointments=
Mrs. N. A. Stemmermann and Mrs. L. wilier as the two addition-
al members of the health yoard. The motion was made by Alder-
man Pflughaupt and seconded by Wettin that these appointments be
confirmed. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried and the appointments confirmed.

Please appoint Raymond Hammer= Sergeant of Police. He is to
be in charge during the chiefs vacation and when the cheif is
off duty.

Whereupon the motion was made by Alderman Sumter and seconded by
Collet to accept this report. The motion was voted upon by accla-
mation, and the Mayor declared the motion carried. The Mayor then
announced the appointment of Raymond rammer' as Police sergeant as -
requested in the above report. The Motion was made by Alderman
nsenbached and seconded by Voliet to approve this appointment.
Upon the inquiry of Alderman huxmann Alderman Ahbe reported that
the Police Committee Mended to increase Sergeant hammer=s salary
Ten dollars 410.00) per month. Alderman huxman and t=inder objected
to the increase, stating that they strennously object to any in-
crease in salary during this timeof depression, and urged strict
economy in all departments. Alderman Buster Stated that 'in the
past, police sergeants received the same salaries as other officers.

Alderman Enzenoacner expressed the opinion that tnere is no use in
advancing a man in rank unless his salary can oe advanced also.
Tie motion was voted upon oy acclamation and tne Mayor declared the
motion carried:

The roll was called on tne motion witn tne following result; Ayes;
Alderman Pflughaupt, liuxinann, hinder and Meinahausen. +ays; Alder-
men Ahbe, Collet, Suster, wettin, and Aunzenbacher.. There being a
majority opposed to tne motion, the mayor declared the motion lost.
The Mayor then referred tne matter of Qergeant riammer is salary -to
the Police Committe to report when ready.
Mayor liammerl then introduced tne matter of the bill from
Frank Zaleski for legal services in connection with the openning of
E1iinwood Street, from Lee St. to vraceland Ave. Mr. Zaleski ap-
peared before the Wouncil in person stating that he had put in
about 4000 hours, and that he had employed ueo. Mason to assist him
in the proceedings. In as much as Mr. Mason recently• received *500.00
for this work Mr. Zaleski insisted that ne is alio entitled to a
reasonable compensation. io action was taxer in the -matter.
The mrltion was made by Alderman Buster and seconded by
Pflughaupt to adjourn. The motion was voted upon by acclamation
whereupon the Mayor declared the meeting adjourned.
