Carter Jenkins, City Engineer, arose at this point and ex- plained to the Council that as the City Engineer he is called upon frequently to spend time in meetings or conferences, or to give aer- vice to citizens for which he receives no remuneration. He explained further that it is for this reason that he included in his contract , special charge for this kind of service. Alderman Huxmann made the motion, seconded by Wettin that the City pay Mr. Jenkins one hundred dollars 4100100) on accoun.t.of nis services rendered. Alderman wettin reported tnat many citizens were taking advan- tage of free dumping at tne-City dump. and called attention to the tact that there are stili few weeks availaole for free dumping. The Clerk then read tne following letter: Des Plaines, 111. June 13th, 1951. To the Honorable Mayor and 4ity Council City of Des Plaines, 111. Gentlemen: We the undersigned property owners wisp to call your attention to Sidewalks damaged by the Hilburn bros. eo. 387 at several places along Dee Plaines Avenue between Miner Street and Rand Road. There are; two points we wish to mention speci- fically. One is in front of tne property of E. %. Priebe, 565 Des Plaines, Ave. The other is the sidewalk at the alley entrance on the Eaeet„ side of Des Plaines Avenue, just North of Perry Street adjoining the property of L H Ells and IR Krahl. At these points the sidewalks were ripped up by the steam snovel, undermined and cracked. Thevalk at the alley entrance was further damaged by the heavily loaded trucks of tne Milburn Bros. Co. We trust that the City Council will take proper action to have these and similar damaged sidewalks repairedoy the contractors before releasing them from responsibility. Yours very truly, J. H. The Clerk then submitted a bill from Zaleski & Zaleski atttorne s at Law in the amount of twenty six hundred and fifty dollarg {$265©.40) for legal services in connection with the litigation in the matter of opening of Ellinwaod Street from Lee Street to Graceland Avenue. A motion leas made by Alderman Baumann and seconded by Collet to refer the matter to City Attor- ney Maloney for an opinion. The motion was voted on by'acclaims- tion whereupon the Mayor deeiared the motion carried. The following letter was then read by the Clerks June 6, 101 To the Honorable Mayor and City Council City of Des Plaines Cook County, Illinois Sentlemens I have been informed in meriting by ir. S. N. Iamb of the State Higfiws Department that the State expects to proceed shortly with the widening of Busse Highway pave- ment to a° total width of forty feet. I have asked that the return connection between the State pavement and the City pavement on Mason Lane be included in the State plans and that the cost thereof be borne by the State highway Depart- ment. In connection therewith, I note that there is a small piece of land which should be secured in°order to extend Masan Lane for its full width to a connection with Busse Highway. This small parcel of land is a part of Lot 15 of the County Clerk's Division of Unsubdivided Lands in Section 21, being a triangle approximately eight feet on each side. I recommend that your body order a survey of this small parcel from which a proper description may be written so that it can be secured by the attorney. Lambe, District hngr, State Highway Department Courtier -News Building Elgin, Illinois dune 6, 1931 Dear Sirs - Your letter of June 4, 1931 relative to the establishing of the stop sign after tne widening of Busse Highway has been received. I wish to thank you for your attention in this matter. When the plans for tne widening of Busse Highway are drawn, I trust that you will'find it com- patible with tne policy of tne Highway Department to include the construction of a connection between your pavement and that of the City now existing on Mason Lane. The dietrance between tne edge of your widened pavement and tne end of the City pavement will be ex- tremely short. I feel certain tnat this cost will bit negligible provided it is includedattne time the whole contract is let. The City will appreciate any efforts that you may make to assist them in this matter. State Highway Department Courier...hews building kigin, Illinois Dear Sirs - Several years ago tne City of Des Plaines construc- ted pavement on Jeanette, Margaret, and Second Amenues, terminating on or about the Korth line of Algonquin Road. Algonquin Road is now under contract for improvement by the State :Highway Department, and I am wondering whether the policy of your department will permit the construction of thenecessary connections oetween your standard pavement width and tne end of tne City pavement. At the Margaret and Jeanette intersections I believe that your Algonquin pavement is forty feet wide, which will leave an opening of approximately thirteen feet between the end of the City pavement and the edge of your pavement. I do not know the width, to be constructed at Second Avenue, but suppose it will be somewhat less than forty feet. If it is within the jurisdiction of your depart- ment to have these connections constructed, the City of Des Plaines will appreciate any action that you may take to.. assist it. There being a majority the Mayor declared tne motion carried and the resolution adopted. Alderman Huxmann stated that he had been approached by members and officers of the Maine Township Tax Payers League and had been told that the Tax Payers League had been left under the impression that the Mayor and City Council intended to appoint a Council Committee to cooperate with the League. The motion was • therefore made by Alderman HHummann and seconded by 'Stettin that the Finance Committee be appointed as a committee of the Council to - cooperate with the Baine Township Tax Payers League in their effort - to lighten the tax burden. The motion was voted upon by acclaima- - whereupon the Mayor declared the motion carried. Alderman Wettin stated that the Soo Line Trains Ejmed to be whistiing exceptionally loud and long while passing through Des Plaines, and requested the Clerk. to send the Soo Line a copy of the ordinance prohibiting excessive whistling within the City limits. The Clerk was then instructed to read a letter from the South Side Civic Association of Des Plaines under date of June 12, 1931 in which the Association condemned the employment of David B. Maloney as City Attorney under contract when a mere appointment would have been sufficient. The Association in this letter also • condemned the appointment of a City Engineer under the terms of a proposed contract now before the Council. The U Association also urges the Council to pass the ordinance MMS without. delay, regarding the reduction of tne City Collector's Salary. The Mayor discussed this letter at considerable length and orderelthe letter placed on file. It was moved by Alderman Wettin:,and seconded by Lacey to adjourn.
