05/22/1931 Special Meeting373 • MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE OFFICE OF THE CITY CLERK, MAY 22, 1931, at 7430 P. M. The meeting was called to order by Mayor Hammerl, Alder- man Ahbe, Collet, Suster, Huxmann, Wettin, Meinshausen, Kinder, and Enzenbacher answering to roll call; Alderman Pflughaupt and Lacey being absent. Tlie following resolution was then read by the Clerks RESOLUTION WHEREAS, tke City Council of the City of Des Plaines has heretofore passed an ordinance authorizing the issuance of tax anticipation warrants by the City of Des Plaines in an amount not to exceed seventy-five per eent (75%) of tte total taxes levied for the year of 1930, payable in 1931; and WHEREAS, it is necessary that the City of Des Plaines issue tax anticipation warrants authorized by the said ordinance. RN IT, THEREFORE, RESOLVED that the Mayor of the City of Des Plaines, and the City Clerk of the City of Des Plaines be and they are hereby author- ized and directed to execute three (3) tax antici- pation warrants Two(2) for the sum of Five Thou- sand Dollars, ($5,000.00) each, and One (1) for the sum of Two Thousand Dollars, ($2,O00.00) dated , A. D. 1931, bearing interest at the rate of six per cent (6%) per annum, copies of which anticipation warrants are hereto attached, and that they be authorized to sell and dispose of the said warrants for a sum not less than par, plus accrued interest. A motion was made by Alderman Enzenbaeher, and seconded by Alderman Ahbe to adopt the resolution. Tke roll was called with the following results Ayea; Aldermen Ahbe, Collet, Suster, Huxmann, Meinshausen, Wettin, Enzenoacher and Kinder. Nays: None. Whereupon the Mayor declared the resolution adopted. A discussion arose regarding the safekeeping of bonds and important documents in the custody of the Clerk and Treas- urer, inasmuch as present vault facilities are not.. fully fire- proof. A motion was made by Alderman Huzmann and eeconded by Alderman Kinder that this matter be referred to the Judiciary Committee for investigation with the understanding that the Committee is to report on this matter in tke next regular meet- ing. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. The Clerk then read the following letters Des Plaines, Illinois May 19, 1931 hon. Chas. Dear Sir: We have the honor to request that the fol- lowing described property be zoned for business. 374 That portion of lots 2,3,4, and 5 block 1, lying East of the East line of Hamilton St. in Sec. 28 Twp. 41 N R. 12 E. of 3rd &.M. being Bart of Arthur T. McIntosh & Cots Addition to Riverview. Also all land, not now zoned for business, lying East of the East line of Hamilton St. and North of the center line of howard Ave. for a distance of 207.42 feet of that part West of the West line of Des Plaines River xd. of the S. 537 chains of E. of N.* S. 28 T. 41 R.12. A motion was made by Alderman Huxmann and seconded by Alder- man Ahbe to refer the matter to the Zoning Board of Appeals with the recommendation that any change in the zoning of this tract, be made so.as to make it conform to the zoning of adjacent property, and that the rezoning line extend not more than 125 ft. West of the westerly line of Des Plaines Avenue. The roll was called with the following result: Ayes; Alder- man Ahbe, Collet, Suster, Huxmann, Meinshausen, Wetting Enzenbacher and Kinder. Nays; .None. whereupon the Mayor de- clared the motion carried. (-- mr. Otto Rexses, newly elected City Treasurer appeared before the Council and informed its members that owing to the chaotic condition of the books of the City Treasurer, it is almost impossible to furnish holders of special assessment bonds with any correct information regarding the financial condition of the particular assessment until a complete audit has been made. A motion was made by Alderman iiuxmann and seconded by Alderman Kinder to have the Finance Committee consult Frazier and Torbet asking them to report the status of their audit of special assessment accounts. Also what their understanding was as to the scope of the audit they are to, make, whether their audit of special assessment accounts has been com pleted, and if not, how soon it can be completed, and at what additional cost. The roll was called on this motion with the following result: Ayes; Aldermen, Ahbe, Collet, Suster, H u't- j mann, Meinshausen, Wettin, Enzenbacher, and K'.11uar. ,'ays: None. \ Whereupon the Mayor declared the motion carried. Alderman Huxmann introduced the following ordinance which was given first reading: ORDINANCE BE IT ORDAINED by the Mayor and City Council of the City of Des Plaines, Cook County, Illinois;; SECTION 1: That the compensation of the City Collector for the City of Des Plaines be and is hereby fixed at a sum equal to one per cent (1%) of all monies collected by him on behalf of said city and duly paid by him to the City Treasurer of the said city. SECTION 2: That all ordinances or parts of ordinances in conflict herewith, be, and the same are hereby repealed. SECTION 3: That this ordinance shall be in full force and effect from and after its passage and the approval according to law. PASSED this day of May, A. A motion was made by Alderman Huxman and seconded by Alderman Minder to instruct the Clerk to•iotify the Collector of the introduction of the alcove ordinance, and ask *iia to submit to the Council a statement of his salary received during the past year, as well' as the expenses deductable for cost of conducting the office. The motion was voted upon hg accla- mation, whereupon the Mayor declared the motion carried. Regular adjournment followed;
