THE MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
DES PLAINES HELD IN THE COUNCIL CHAM-
BERS ON THE 18TH DAY OF MAY A. D. 1
AT THE HOUR OF 8 O'CLOCK P. Y.
Mayor Hama.erl Called the meeting to order with Alder-
men Collet, Ahbe, Suster, Pflughaupt, Mnder, Lacey, Huxman, Wettin,
Meinshausen and Enzenbacher answering to roll call.
Upon the request of Alderman Kinder who insulted that
the members of the Council had not had sufficent time to properly
examine the minutes of the previous meeting, approval of the minutes
of the old Council meeting of May 4th, as well as the minutes of the
new Council meeting of May 4th, and May llth, 1531 were posponed in-
definately by general consent of the memoers of the Council.
The report of the City Collector covering Collection of
Special Assessments from April 27th, to 14ay 16th, 1531 was read
and referred to the finance Committee, by the Mayor.
The report of the Police Department was read which set
forth the total number of arrests etc.for the month of April 1531.
and was ordered placed on file.
Alderman Collet Chairman of the 6ts. & Sidewalks Committee
reported that several complaints had come to him ix regarding the
piles of sands and other materials piled on the park way near the
corner of XXXiiaximutsxAmoaxixt Oakwood Ave. and Lee Street by the
Des Plaines Lumber and Coal Co., he also reported a similar cmplaint
regarding a steel tank lying in the park way infront of the Melzer
Auto sales on Pearson Street. After considerable discussion a motion
was made by Alderman Ahbe seconded by 'o11et that the Clerk be in-
structed to write these two firms and order them to clear their
park way. The roll was called with the following result Ayes=
Aldermen Collet, Ahbe, Suster, Lacey, Wettin and Enzenbacher.Nays:
Aldermen Huxman, Pflughaupt, Kinder and Mineshausen. thereupon the
Mayor declared the motion carried.
Alderman Meinshausen chairman of the Building and Plats
Committee submitted a Plat of H. M. Cornell Co's Cumberland No. 1
being a subdivision of part of the W. Fractional - of Section 7 T.
41 N. R. 12E of the 3rd P. M. Cook county Illinois. City Engineer
Carter Jenkins made several explanitory remarks regarding this plat
and informed the Council that the plat had been approved by the
City Plan Commission and recommended for the approval of Mae Council.
A motion was made by Meinshausen seconded by Lacey that the Plat Ice
approved. The roll was called with the following results- Ayes:
Alderman Collet, Ahbe, Suster, Pflughaupt, Kinder, Huxman, Lacey,
Wettin, Meinshausen and 1nzenbacher, lone voting Naye.T'h.e mayor
declared the motion carried.
The Clerk then 'resented aletter from A. W. Conover
comander of the local *oat of the American Legion asking the Council's
permission to conduct the sale of popies on the"Annual Poppyilay"-
May 22nd. Upon a motion made by 'Uollet and seconded by Lacey the
American Legion was granted permission to conduct a Poppy day as.
requested.
Another letter was presented by the Clerk from A. W.
Conover comander of the local post of the American Legion, in -1
viting the geouaeil to participate in a body in the MemorialD y
parade and program sponsored by the American Legion. On a motion
made by Kinder and seconded by Meinshausen the American Legion's
invitation was thankfully accepted.

A letter was read by the•Llerk from the Committee on
City Adminstration of the Maine tax payers Association, inform-
ing the Council that the Maine Tax Payers Association has been
organized with the purpose in mind of having its sub Committees
confdr with the various taxing bodies in an effort to reduce fur-
ture taxes.Upon a motion made by Huxman and seconded by Buster
the Clerk was instructed to acknowledge this utter and assure
the Maine Tax Payers Association that the Council will be grateful
for any advise wk eh this Association may offer and that their
cooperation in an effort to reduce taxes will be most welcome.
Alderman Wettin Chairman of the Sewer, Drainage and
Sanitation Committee suggested a cleanup, week in which all
citizens would be entiled to free hauling of rubbish by the City.
Alderman Wettin ppinted out that all property owners are con-
tributing to the upkeep of the u arbage Equipment and operation
through taxes and are entiled to at least one pick-up of rubbish
per year, even though they do not take advantage of the (%ittes
regi service. Rpm A motion made by Alderman Kinder seconded
by Ahbe to refer the matter of a free clean up week to the Bever,
Drainage and Sanitation ,%ommittee with the understanding that
this committee work out a plan and report bo the next Council
Meeting Was voted upon by acclamation, whereupon the mayor
declared the motion carried.
The following Ordinance was given second reading: -
AN ORDINANCE
DESIGNATING mcI:ERS OF A BOARD OF LOCAL INPROVE-
EENTS FOR THE CITY OF DES PLAINES, COOK COUNTY,
ILLINOIS, AND DESIGNATING THE MEMBERS THEREOF.
Alderman Huxman moved that the Ordinance be passed as read. Alder-
man Lacey seconded this motion.The roll was called with the follow-
ing result:- Ayes , Aldermen Collet, Ahbe, Suster, Pflughaupt,
Kinder, Huxman, Lacey, Wettin, Meinshausen and Enzenbacher. Mayes,
Nobe. Whereupon the Mayor declared the motion carried and the
ordinance passed as read.
Alderman Human Chairman of the Bandgommittee asked the
Council's permission to have the band play for the Legion Memorial
day program. Upon a motion made by Alderman Huxman seconded by
Alderman Collet the barb was permitted to take a part in the program
as recgues ted.
The following Ordinance was read by the Clerks -

A motion was made by Alderman Enzenbacher and seconded by £ladrman
Collet be put through for passage. The roll was called with the
following result:- Aldermen Collet, A»e, 5uster, Pflughaupt,
Kinder, Huxman, Lacey, Wettin, Meinshausen and Lnzenbacher voting
'`}ye. Nays, None. 'thereupon the Mayor declared the motion carried.

• A motion was made by Collet seconded by Lacey that
this ordinance be passed as read. Alderman Euxman_however amended
the motion to change the bond of the Collector from One thousand
dollars to not less than 50 thousand dollars ($50,C00.00). The

and read by the Clerk.
RESOLUTI0 N
BE IT RESOLVED by the Mayor and City Council of the
City of Des Plaines, Cook County, Illinois, that Marjorie
Collet be and she is hereby employed as a stenographer for
the City of Des Plaines at a salary of .eighty (E0.00)
dollars per month, payable semi-monthly; that the duties
of the said Marjorie Collet shall be to assist the chair -
ten of the Committees of the City Council in the obtaining
of information and data requested by the said chairmen, prepar-
ation of reports as requested by the chairmen of committees
and obtaining the approval of members of the Finance
Committee for the bills and expenditures made under the
authority of the City Councii,:and asisting the said
committees in any way as may be requested by the chairman
of any of the said Committees. The said Marjorie shall
also, if and when requested by the City Clerk, assist the
City Clerk and sahll perform such other duties in the
office of the City Ulerk as may be requested by him.
BE IT FURTHER RESOLVED that the said Martorie Collet
be and she is hereby required to make and execute for the
benefit of the City of Des Plaines a proper bond with surety
to be approved by the City Council, in the sum of Two
Thousand ($2,000.00) Dollars, the premium of which bond shall
be paid by the City of Des Plaines, providing that the said
Marjorie Collet shall account for ary and all moneys received
by her and shall turn over Aka deliver to the proper officer
of the City all moneys or properties of the City of Des Plaines
which may come into her hands while in the employ of ;:he City.
BE IT FURTHER RESOLVED that this Resolution shall be
in full force and effect from and after its passage and the
approval thereof.

adopt the Resolution as read. The roll was called with the follow-

and Enzenbacher. Nays, Aldermen Huian;, Pflughaupt, Kinder and
%inskaussn. Whereupon the Mayor declared the motion carried and
the resolution adopted.
First reading of: -
AN ORDINANCE
BE IT ORDAINED by the Mayor and City Council of the
City of Des Plaines, cook County, lllihois;
SECTION 1: That David Maloney be and he is hereby
employed and retained as attorney for the City of Des Plaines
under and subject to the conditions of a contract, copy of
which is hereto attached and made part of this ordinance.
SECTION 2: That the Mayor and City Clerk of the City
of Des Plaines be and they are hereby authorized and em-
powered to execute contract to the said David B. Maloney,
copy of which is hereto attached.
SECTION 3: That all ordinances or parts of ordinances
in conflict herewith, be, and the same are hereby repealed.
SECTION 4: That this ordinance shall be in full
force and effect from and after its passage and approval
according to law.

A motion was made by `'`lderman Huxmann and seconded by Alderman
Pflughaupt that eac* member of the Council We furnished with a copy
of a Contract referred to in flee above Ordinance. The motion was
voted upon by Acclamationy whereupon the Mayor declared bjpe motion
carried.
Otto Rexses newly elected Treasurer and E. J. Friedrich newly
elected City Clerk submitted their respective surety bonds to the
Council for approval. Attorney Maloney, after examining the bonds,
stated that he thought it advisable to include clause in the bond
providing that iir40 ersons under bond must comply with ordinances
of the city. A motion was then made by Hinder s<conded bac Alder-
man Collet that the bonds of Mrs. Rexses and Ar. Friedrich be
approved with the provision that the clause suggested by Mr. Maloney
demanding compliance with City Ordinances be inserted into the :fond.
The roll was called on this motion with the following result:- Ayes,
Alderman Collet, Ahbe, Suster, Pflughaupt, Kinder, duxriarin, Lacey,
Wettin, Meinshausen and Enzenbacher. _Nays, none. Whereupon the
Mayor declared the motion carried and the bonds approved. The Mayor
then referred the matter to the Judiciary Committee for action.

The en read a nate in which ite stated that several represenatives
of the village of Niles had inquired as to the per ton price of
burning Garbage, provided the collection and hauling of Garbage Qo
the lies Plaines incinerator is done by the Village of Niles. A
motion was made by Alderman Wettin seconded by Alderman Lacey to
refer this matter to the Sanitation Committee with power -to act.
The motion vas voted upon by Acclamation, whereupon the Mayor
declarg4fiatter referred to the committee on 6anitation.
The Clerk then read a letter received from the Chicago
u Northwestern Railroad Company expressing doubt regarding the validity
of the City's Oddinanee prohibiting excessive whistling of trains
while passing through lithe City. Upon a motion made by Alderman
Huxmann seconded by Alderman Pflughaupt the matter was referred to
the Judiciary Committee by a vote of acclamation.
A letter from the Park Ridge Fire Dept. expressing their
thanks for the $50.00 Check received in appreciation of services
recently rendered in connection with the Central school Fire was
ordered placed on file by the Mayor, after a motion made by Collet
seconded by Lacey,:** voted upon by acclamation, and carried.
City Engineer Carter Jenkins called the Councilts attention
to the fact that somthing must soon be done with reggrd to making
arrangements with the Public 6ervice Company of Northern Illinois,
for the lighting of lies Plaines Center, DesPlaines Terrace, Homerican
Villas, and Cherry Highland when the present arrangment &terminates,
which will be in the near future. £ motion was made by Alderman
Stader seconded by Alderman Ahbe that this matter 4e referred to the
Committee on Sts. & ►sidewalks and to the City Engineer. The motion
was voted upon lay acclamation after which the Mayor declared the
motion carried, and the matter referred to the Committee on Sts &
Sidwalka.

A motion made by Alderman Wettin and seconded by Alderman Lacey to
instruct the attorney to draw up an Ordinance increasing the number
of members on .the Health board from three to five members and that
the two additional members be Mrs. N. A. Stemmermann, and Mrs. L. A.
Willer the roll was called' with the following result:- Ayes, Alder-
meh Collet, Ahbe, Suster, Pflughaupt, Huxmann, Kinder, Wettin, Lacey,
Meinshausen and Enzenbacher. Nays, none. Whereupon the Mayor de-
clared the motion carried.
On motion of Alderman .Lacey and seconded by Wettin mcz
matimuct the roll was called that all the appointments including
the two additional on the Bard of Health be confieds Ayes,
Alderman Ahbe, Collet,Suster,.Lacey, Wettin, and Enzenbahcer. Nays,
Aldetman Pflughaupt, Kinder, Huxmann, and Meinshausen. Whereupon
the Mayor declared the motion carried and the appointments, confirmed.
RESOLVED THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR ANN -
CITY CLERK BE AUTHORIZED TO ISSUE THE
PROPER WARRANTS IN PAYMENT OF SAME.

A motion was made by Alderman 'ettin seconded by Collet that the
above resolution be adopted and the necessary biodaixbaxpair vouchers
be drawn to pay the bills. Lhe roll was called with the following

Whereupon the Mayor declared the motion carried, the resolution
adopted and ordered the Clerk to prepare the necessary warrants.

A motion made by Alderman Viettin and seconded by Alderman
Lacey to Etztxxximicka confirm the above Special
Police appointments. The roll was called with the following result:-
Ayes;Aldermen Collet, Ahbe, Suster, Lacey, Wettin, and Enzenbacher. .
Nays;Aldermen Kinder, Pflughaupt, Huxmann, and Yeinshausen. thereupon
the xayor declared the motion carried and the appointments confirmed.
At this point Mr. hnzenbacher introduced Mr. Milburne of
Milburne Brothers who holds aproximatly 610,C0C-.00 worth of coupons
due on Assessment number 140,Mr. Milburne stated that he would like
to have the coupons paid and would even consider subordinating the
bonds themselves to the coupon. A motion was made by Kinder seconded
Alderman Meinsh.ausen that this matter be referred to tke City
attorney who is to report on the matter at the next regular Council
meeting. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
A motion was made by Alderman Collet,seconded by Alderman
Lacey t®adjourn. The motion was voted upon by acclamation, whereupon
the Mayor declared the Council meeting adjourned.
