05/04/1931 (2)361 THE MINUTES OF THE REGULAR Mw7T INC OF THE NEW CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON THE 4th DAY OF MAY AD. 1!31AT THE HOUR OF 8 O'Ciock P. M. Mayor Hammerl ca.11e& the meeting to order with Alder- man Collet, Ahbe,uster,Pflughaupt, Kinder, Huxmann, Wettin, Lacey, ieinshausen and Enzenbacher ansmeting to roll call. The following ordinance was given second reading: - AN ORDINANCE Amending Article I1 OF THE MUNICIPAL CODE OF THE CITY OF DES PLAINES OF 1928. Alderman Enzenbacher moved that the Ordinance be passed as read. Alderman t Collet second the motion. Alderman Huxman stated that the ordinance as presented is entirly acceptable with the exception of Sections 54 A and 54 B., dealing with the creation of the Office of Deputy city Clerk. The motion was made by Alderman Kinder and seconded by Huxman that. the motion be amended so as to empower the City Clerk to appoint the Deputy City Clerk rather than the Mayor. The roll was Calle& on the amendment with the following resultsAyes Alderman Pflughaupt, Huxmann, Meinskausen, and Kinder. Nayes Alderman Ahbe, Collet, Buster, Wettin, Lacey, and Enzenbacher. The Mocor then ordered the roll called on the main motion the result of the roll call being as ftliowss- Ayes Aldermen Ahbe, Collet, Suster, Wettin, Lacey, and Enzenbacher. Nayes Alderman Pflughaupt, Kinder, Huxmann, and Meinshausen. Whereon the Mayor declared the motion carried. Alderman Huxman called the Mayor's attention to the fact that the Statutes of the State of Illinois requires a two thirds majority vote to create a new office, such as the Office in question. Mayor Hamm.eri however over ru/lled Alderman Huxmann's objection declaring that his decision would stand, and that any further objections would have to take their natstral course. Alderman Buster reported considerable objection to the wooden shed recently erected on the Tom Thumb coif Course on Lee Street and inquired whether it complied with the zoning Ordinance. Alderman Pflughaupt showed that such a strueture is not permissable according to Sect. 745 of the revised Ordinance of 1928. It was then roved by buster and seconded by Pflugkaupt that sht shed be permited provided the owners move it back and brick it in, to comply with the Ordinance. Mayor H ammerl then announced the following appointments: Finance Committee, - Aldermen Police Committee, - Alderman Jud. & Assess. Comm.- Alderman Fire Committee, Alderman Water committee, - Alderman Sew. & Drain. Comm.- Alderman Build. & Plats Comm. Alderman Streets & Side. Comm. Alderman Band Committee - Alderman Enzenbacher, Pflughaupt and Ahbe. Abbe, Buster, and Collet. Suster,Huxmann, and Lacey. Kinder, Wettin, and Huxmann. Lacey, Kinder, and Enzenbacher. Wettin, Ahbe, and Kinder. Meinskausen, Laney, and Collet. Collet, Enzenbacher, & Pflughaupt Huxman, Meinshauden and Vlettin. Custodian of Riverview hall,- Herman Jannusck. 362 A motion was made by Alderman Enzenbacher and seconded by Alderman Collet that these appointments be confirmed. The roll was called with the following result :- Ayes: Alderman Ahbe, Collet, Suster, Pflughaupt, Kinder, Huxmann, Wettin, Lacey, Meinshausen, and. Enzenbacher. Nayes; none. Whereon the Mayor declared the motion carried and the appointments confirmed. First reading of: - AN ORDINANCE DESIGNATING MEMBERS OP A BOARD OF LOCAL IMPROVEMENTS FOR THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS, AND DESIGNATING THE MEMBERS THEREOF. Same was laid over for second reading. Mayor Hammerl raised the question of the amount of Bond to b furnished by the City Clerk, as well as the matter of outltheinOlan of accounting proceedure for the City Treasurer. Mr. Maloney,Attorney, explained that the method int and proceed- ure which have been used in the past in the Treasurer's Office are entirely inadiquate, and should be thoughly revised. A motion was made by Alderman Huxman and secondedby Alderman , Kinder that the finance Committee together with an auditor prepare a plan of procedure for the treasurer's books and that an ordinance be drawn defining the duties of the treasurer' office. Tke roll was called with the following result. Ayes: Alderman Ahbe, Collet, Suster, Pflughaupt, Kinder, Huxmann, wettin, Lacey, Meinshausen and Enzenbacher. Nayes None. whereon the Mayor declared the motion carried. A motion was made by Alderman Wettin and seconded by Alderman Collet that the City Clerk furnish a *5,poo.00 bond, to be written by a reliable Surety Co., Ammat The roll was called with the following result. Ayes: Alderman Ahbe, Collet, .Suster, Huxmann, Kinder, Lacey, tettin, Pflughaupt, Meinshauden and Enzen- bacher. Mayes: none. Whereon the Mayor declared the motion carried. Alderman Wettin called the Mayor's attention to the appointment of a thistle inspector, stating that their were many thistle multiplying within the City limits which should be kept from spreading. Mayor Hammerl referred the matter to the Judiel- ary Committee for their consideration. Adjournment followed upon a motion by Alderman Enzenbacher seconded by Alderman Collet.
