D. 1931 AT THE, HOUR OF 8 o'CTACK ?SM. Mayer HAmmerl Balled the meeting to order with Alderman Collet, Ahbe, Heesch, Supter, Kinder, dehlagel., Wettin, Lacey, Knabb and Engenbaeeer answering to roll Sall. of Alderman Collet moved that the minutes/the regular meeting held &pyil 6th, 1931, those of the regular meeting held April 20th, 1931, and those of the adjourned meeting help April 22nd, 1931 be approved as;written. Alderman hnabb meoonded this motion and the same carried by vete of acclamation. The report of the City Collector Eovering collections from April 20th to April 25th inclusive was read and referred to the Finance Committee. _ The ''nea#.**a-Judiciary and Assessment Committee had no re- port to make at this time. The Pelee and License Committee diad na report_ to make at this time. The Streets and Sidewalks Committee had no report to make a this time. The Public Works, Fire, Building and City Plats Con ittee hat no report. to make at this time. The Sewer, Drainage and Sanitation Committee had no report to make at this time. The'It Committee had no report to mate at this time. The Fire Committee presented the. foll-owig °report•;' Des Plaines, Illinois April 27th, 1931 To the Mayor and City Council Year Committee on Fire has investigated the above and has found: the bids to vary so greatly in price that it would be difficult to select from bids as submitted. Believing farther that as- cording to inforz,ation gleaned fro various manu- facturers that better prices may be obtained. Your Committee therefore recommend that the bids be rejected. EDD. R. SCHIAACEL HENRY HEESCH Signed, Committee, Alderman Schlegel moved that the report of tee Committee be accepted and the bids rejected. Alderman Suitor seconded this. motion. Alder- man Kinder objected to this report and questioned if he was not a member of the Fire Committee and when the Committee held its meeting and decided to reject these bids. Alderman Schlegel stated that the meeting had been held on Monday aftermoea. Following this discussion the roll was Balled with the following result: (AYES) Alderman Celle Ahbe, Heesch, Suster, Schlegel, Wettin, Lacey, Babb and Jnzenbacher. Alderman Kinder voting Nags. Whereon the Mayor declared the motion carried and the report accepted. The following letter from the Ceunty Superintendent of Highways was presented at this time. Alderman Incessenended this motion and the same carried by vote of acclamation. Alderman Suster seconded this notion 'and -the roll was galled with the following results Aye's Alderman Collet, Akio., Heeseh, Suster, Kinder, Schlage, Limey, Wettiu, Knail, and Eazenbacher. None voting Maya the Mayor declared the motion earried. Alderman Heesch, Chairman of the Finance Committee, pre- sented the following resolutions R-ESOLUTION WHEREAS, the City Council of the City of Des Plaines has heretofore passed an ordinance author- ising the issuance of tax anticipation warrants by the City of Des Plaines in an amount not to exceed seventy-five per cent (75%) of the total taxes lev- ied for the year of 1,50, payable in 1!31; and 355 WHEREAS, it is necessary that the City of Deb Plaines issue tax anticipation warrants authorised by the said ordinance. BE IT, THEREFORE, RESOLVED that the Mayor of the City of Des Plaines, and the City Clerk of the City of Des Plaines be and they are hereby authorized and directed to execute two (2) tax anticipation war- rants for the sung of Five Thousand Dollars ($1600040) each dated April 2,th, A.. D. 1931, hearing interest at the rate of six per Bent (6%) per annum, copies of whish anticipation warrants are hereto attached, and that they be authorized to sell and dispose of the said warrants for a sum not less than par, plus ac- crued interest. Alderman Heesch moved that tae resolution be adopted as read. Alderman Ahbe seconded this motion and the roll was called with the following results AYES: Alderman Collet, Ahoe, Heesch, Suster, Kinder, Scklagel, Lacey, Wettin, Knabb and ignzenbacker. None voting .Nage the mayor declared the motion carried and the resolution adopted. The following ordinance was presented for first readings AN ORDINANCE ADDING ARTICLE II. OF THE MUNICIPAL CODE OF THE CITY OF DES PLAINES OF 1928. Same was laid over for second reading, The following letter was presented to the City Council April 22, 1931 Honorable Mayor and City Council City of Des Plaines Des Plaines, Illinois en t l emen s I am enclosing herewith four bills for ser- vices reddered during the past months, whish I believe should be brought to your.; attention at this time. You will note that one of these bills is for work done on the official atlas of the City of Des Plaines, making a total amount due me for this particular work of $1966.60. Mone toting Naye the Mayor declared the motion carried. 356 Mayor hammerl appointed Alderman Kinder, wettin and Collet as a Committee of three to canvass the vote cast at the annual City election held April 21st, 1931. Alderman Knabb seconded this motion and the roll was called with the following result: Ayes: Alderman Collet, Ahbe, Heesch, Susters 6chlagel, Kinder, Lacey, Wettin, Kimble and Enzenbacher. 357 Mayor har merl then declared that Charles Hammerl was elected Mayor by vote of 2,271; that Edgar J. Freidericks was elected City Clerk by vote of 993; that Otto Rexses by vote of 1684 was elected City Treasurer; that Hobart Ahbe was elected Alderman of the First Ward by a vote of 456; that Walter Pflughaupt was elected Alderman of the second ward by vote of 494; that Paul Hnxmann was elected Alderman of the third ward by a Tote of 314; that Victor Lacey was elected Alderman of the fourth ward by a vote of 385; that Louis Meinshausen was elected Alderman of the Fifth Ward by a vote of514. The following letter was presented to the Council at this time. The schools of Des Plaines, including the Riverview, St. Mayy's, InmAnuel Lutheran and the Des Plaines Public Schools cordially invite you and your City Council to a Child Health Program, to be held in the Immanuel Lutheran auditorium on May 1st, at 7:45 P.M. Signed The Burse and Welfare Committee and Health Dept. of the Des Plaines Public Schools. Alderman Enzenlaeher moved that the Members of the City Council accept this invitation and if at all possible attend the Health Program, Alderman Wettin ,seconded this motion and the same carried by vete of acclamation. The following letter from the Des Plaines Lions Club was presented to the Council at this time. Des Plaines, Illinois April 27, 1931 Mr. Charles Hammerl, City Hall, Des Plaines, 111. Dear Mayor Hammerl: The Des Plaines Lions Club extends to you and the present City Council, and the new aldsr- msn recently elected, a cordial invitation to be our guests at our meeting on April 28th, at 6:15 P.M., at the Lutheran School, 800 Les Street. The speaker will be Mr. T. Frederick Ahlborn, Manager of the Chicago -Headquarters of the Los Angeles Chamber of Commerce. None voting i aye the Mayor deelared the motion carried, the resolution adopted and further dir- eeted that the Clerk prepare the necessary warrants in payment of the bills. Alderman Schlagel as Chairman of Fire Committee, moved that the City Clerk be instructed to prepare a warrant in the amount of $50.00 payable to the Park Ridge Fire Department for services r.n- dered in assisting the local department at the fire in the Central Scheel. Alterman Heesch seconded this motion and the roll was Balled with the following result: Ayes: Alderman Collet, Ahves Heessk, Sumter, Kinder, Schlagel, Lacey, Wettin, knabb and Enzen- aahes. None voting Naye the Mayor declared the Motion carried and directed that the proper warrant be drawn. Alderman Heeseh, Chairman of the Finance Conm►ittee, re- ported that several meetings of the Council as a Committee of the whole had been Balled to discuss the matter of accepting the proposition of settlement offered by the City Clerk. At these meetings the entire Council sad never been present and he requested that. Council Members not attending these Committee Meetings be given a chance to express themselves on the matter. Alderman Suster stated that in his estimation the Couneilk should not release the Clerk from the obligation. Mr. l►aloney, City Attorney, stated that the only question to be settled by tlae City Council was that of Civic Liability and teat in no ease could they determine or act on the matter as a matter of oria- inallfability. Alderman Wettin questioned the matter of settle- ment being sufficient to cover the obligation. Alderman Enzen- backer stated that in his estimation the settlement was reason- able and that nothing could ae gained by the sell- City Preferring 'Charges. Alderman Schlagel stated that he was in favor of the preposition and in his estimation the obligation was sufficiently well covered that the Council should me satisfied. Alderman Knabb stated that he was in favor of considering the proposition and could see no reason why it should not be accepted. Alder- man Sehlagel moved that the Attorney be direeted to prepare the proper papers to carry into effect ttae-preposition as offered by City Clerk Merrill. Alderman Knabb seconded this motion and the roll was called with the following result: AYES: Alderman Collet, Ahbe, Heesch, :tinder, Schlagel, Laney, Knabb and Enzen- bacher. Mays= Alderman Vvettin. Alderman Suster did not vete upon the matter. Whereon the Mayor declared the notion carried and directed the City Attorney to prepare the proper papers.
