334 THE MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAM- BERS ON THE 6TH DAY OF APRIL 1931. AT THE HOUR OF 8 O'CLOCK P. M. M Mayor Hatmerl called the meeting to order with Aldermen Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Wettin and Lacey answering to roll call. Alderman Knabb and Enzenbacher being absent. Alderman Collet moved that the minutes of the Regular meeting held March 16th, 1931, those of the Special meeting held March 23rd, 1931 and those of the Adjourned meeting held 25th, 1931 be approved as written. Alderman Ahbe seconded this motion and the same carried by vote of acclamation. The report of the Police Dept. for the month of March 1931 was read and referred to the Police and License Committee. Village Clerk, Des Plaines, Cook Co., Ill. Dear Sir: Within a week their have come to me two letters by what is known as the Illinois Local Improvement Bond Association, a group of people organized to make some changes in the Local Improvement Act of Illinois. As Chairman of the important Committe on Mun- icipalities to which such proposed legislation will prob- ably be sent if introduced in the Senate, I desire to secure information from the Legislative bodies of Munici- palities, and from their engineers and attorneys. if, therefore, you will kindly answer the following questions and return this letter to me, 1 shall be greatly obliged. 340 1: lhat changes in the Local Improvement Act does your legislative body, your attorney or engineer recommend? 24 Do you have any past -due Local Improvement Bonds? 3: What is the average price at which Local Im- provement bonds issued by your community are now selling? 4: A prompt reply will be greatly appreciated, Yours very truly, Arthur A. Hinetsch Jlderman_Ahbe moved that the letter be referred to the Attorney and Engineer for their recommendation. Alderman Knabb seconded this motion and the same carried by vote of Acclamation. The following letter was presented at this time: - April 2nd, 1c31. Construction Route 62, Section 116 President of the Village board Des Plaines, -Illinois Dear Sir: Permission is requested to make necessary connections to manholes of the Village Sewer System on Algonquin Road at Lee Street, Jeannette, liargaret, and Second Avenue, Webster Street and 1CCO feet west of Webster Street, for the purpose of draining Route 62 which will be constructed this season. The state will construct catch basins to trap sediment from entering Village sewers and connections between state catch basins and Village manhole will be constructed with a 15 inch running trap to permit escape of gases. Lamb District Engineer Engineer% Jenkins stated that he would recommend that the request be granted, with the following reservation that the Gity still main- tain the right to connect to these catch basins at a future date pro- viding this should be desired. Alderman Knabb moved that the recommend - dation of the Engineer be accepted and that the request of the high- way Dept. be granted. Alderman Collet seconded this motion and the roll was called with the following result. Ayes Alderman Collet, Ahbe, Heesch, Muster, hinder, Schlagel, ymettin, Lacey, Knabb and Enaenbacher. None voting Naye the Layor declared the motion carried. The following Letter was presented to the jouncil at this time. March 31st, 1934.. River Road. President and Board of 'Trustees, Village of Des Plaines, Illinois. Gentlemen: - I am forwarding to you a set of plats for the improvement of River xoad, from Keeney Street to Hand Road, within the corporate limits of the Village of lies Plaines, for your Approval. I am also enclosing a resolution that we desire passed by the Board of Trustees of the Village of Des Plaines and signed by the president and clerk, and ret.rr.ed to this office. I remain Thanking you for your cooperation, Yours very truly, Geo. A. ,uinian, Superintendent of Highways, Cook County, Illinois. 341 The following resolution was also presented at this time. R E S- OLUTI 0 N .WHEREAS, the Superintendent of Highways of and for Cook County, Illinois, has submitted clans for the improvement of a highway known as River Road within the corporate limits of the village of Des Plaines , and WHEREAS, the improvement of said highway serves the public convenience and necessity. THEREFORE, BE IT RESOLVED,' the Board of Trustees of the Village of Des -Plaines , that the said plans be and they are hereby approved; that the County of Cook be andis hereby authorized and empowered to proeeea L the work of construction in accordance with said plans. BE IT FURTHER RESCLVED, That the Village of Des Plaines undertake and it hereby agrees (1) to construct that portion of the work and improvement described, mentioned and set forth in the said plans to be constructed and improved by the Village, and (2) to furnish all and any necessary rights of way as.shown ay said plans, and (3) to furnish, place and maintain barricades and signs; (4) to provide and maintain necessary and proper detours during the construction of the highway. BE IT FURTHER RESOLVED, That the County of Gook be and it is hereby relieved and discharged of any and all liability for any and all damages to property and for any and all damage done to or sustained by the pavements within the village by reason of the detouring of traffic, or the ahuling of material, or from any other cause incident to the improvement of the high- way aforesaid. 342 BE IT FURTHER RESOLVED, That the Village shall and it hereby agrees tb' provide and ina.air ta in necessary and suitable,. drainage for the highway aforesaid. BE IT FURTHER RESOLVED, That the Village shall and it hereby agrees to perform that portion of the work in their specifications and that the supervision of this work while under construction shall be under the Superintendent of Highways. Approved and passed by the .board of Trustees of the Village of Des Plaines , at its regular meeting held on the day of , 1931, at PRESIDENT OF THE VILLAGE CLERK OF THE VILLAGE Engineer Jenkins reco ;rnendbd that the letter of Mr. George A. uilliaa Supt. of Highways be answered by sending him a copy cf the letter and resolutior recently sent to the County -board requesting that changes be made in the plans and specifications oro ally prepared for this improvement. Alderman Knabb moved that the recormendation of the Engineer be accepted and that the City Clerk be instructed to write the County Supt. of Highways accordingly. Alderman Ahbe seconded this motion and the same carried by vote of acclamation. The following letter was presented to the City Council at this time. April 1, 1931. Mayor and City Council of the City of Des Plaines, Des. Plaines, _Illinois. Gentlemen: Inasmuch as the statute gives your body the power to appoint Judges and Clerks of election, the Peoples Party will appreciate your making a fair and impartial appointment of such officers. Should you desire any suggestions as to persons to be appointed on behalf of the Peoples Party, Alderman George Kinder is authorized to make such suggestions. Thanking you, we are Very truly yours, PEOPLES PARTY BY J. P. Young Chairman C. A. Bevans Secretary. Same was palced on file. Alderman Enzenbacher stated that the 2o1ice Department should be congradulated on the manner in which they handled the Funeral a week ago Saturday March 28th, 1931. He reported that the Police Department handled an extra large furneral to a perfec- tion andthat the members of the furneral party had wished him to express a vote of Thanks in their behalf. He further moved that the City Council extend a vote of Longradulations to the Police Department for their work, and requested the newpaper reporter to make note of this item. Alderman Collet seconded this motion and the same carried by vote of acclamation. Alderman Heesch presented a matter regarding a report received from the County Treasurer on Special Assessments Collections for the year 1930. Following considerable discussion the matter was referred to the City Attorney for investigation on motion of Alder- man Heesch seconded by Alderman Collet and carried by vote of acc- lamation. Alderman Enzenbacher reported that several property owners were dumping Garbage and Rubbish on west Thacker Street and recommend- ed that Ralph Davis TheBngineer at Cater Well be appointed a Stecial Police Officer and given pgvrer to arrest people who were committing this nustnce. He further stated that the Police Committee would recommend this appointment. lie then moved that Ralph Davis be appoint. ed as a Special Police Officer with power to arrest parties using west Thacker Street as a Public dump. Alderman Wettin seconded this motion and the roll was called with the following result Ayes Alder- men Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Wettin, Lacey, Knabb and Enzenbacher. None voting klaye the Mayor declared the motion carried. Mayor Hammerl then appointed Ralph Davis as a Special Officer for the purpose of watching Thacker 6treet and Algonquin Rd. in order that these Streets might not be used as a public dump. Alderman Knabb moved that the appointment be confirmed. Alderman Schlagel seconded this motion and the same carried by vote of accla- mation. The following report of the Wire Committee was presented at this time. April 6th, 1931. the Mayor & City Council: Your `'ommittee on Fire has investigated the above and has found: that the request for fire hose is very ergent. We your Committee on Tire therefore recommedd that advertisements be inserted in the Suburban limes for 2000 feet of r'ire Hose as per specifications attached. Edd R. Schlagel H. Heesch G. W. Kinder Signed Committee. Alderman Schlagel moved that the recommendation of the Colimittee be accepted and that the City Clerk be directed to prepare the proper advertisement. Alderman Wettin seconded this motion and the roll was called with the following result Ayes : Aldermen Collet, Ahbe, Heesch, Suster, Schlagel, Wettin, Kinder, Lacey, Knabb and Enzenbacher None voting Naye the Mayor declared the motion carried. Alderman Heesch then presented the Auditors report on the accounts of the City Collector May lst, 1929 to March 15th, 1931. Following the reading of the report Alderman Heesch moved that same be accepted and placed on file. Alderman Knabb seconded this motion and the roll was called with the following result. Ayes Aldermen Collet, Ahbe, Heesch, Suster, Schlagel, Kinder, Lacey, Wettin, Knabb and Enzenbacher. None voting 14aye the Mayor declared the motion carried. 344 Alderman Heesch stated that, the matter of the settlement of the shortage with the City Clerk had not as yet been arranged and that the Clerk had offered him a proposition for consideration which he thOught necessary to take up before the council as a committee of the whole. Mayor Hammerl stated that thought this matter shduld be taken care of as soon as possibki and that he was willing to meet with the Finance Committee or the entire City Council to consider this matter any time that a meeting might be called. Alderman Ahbe suggested that a meeting be held imme&4atelly after the regular Council meeting. Kinder's Sons 3.05 Alderman .nzenbacher moved that the resolution be adopted and that the Mayor and City Clerk be authorized to issue the proper warrants. Alderman Ahbe seconded this motion and the roll was called with the following result: Ayes Alderman Ahbe, Coi1et, Heesch, Suster, Schlagel, Kinder, Lacey, Knabb and Enzenbacher. None voting %aye the Mgyor declared the motion carried and directed that the bills be paid. M=ayor Hammerl at this tiTe called the Council's Attention to the fact that the 1929 Tax Bilis were in collection at the present time. He further stated that a year ago this -matter was up and the Councilhad discussed the matter of protesting the tax bills as a group. He further stated that in many cases the City Council was being blamed for the high Tax Rate and that the other taxing -bodies were more at fault than the City Council. He questioned whether any alderman or Citizens might have anything to say regarding this matter and Mr. 'William Wicke took the floor and stated that in his estimation the tax payers should have some recourse in the tax matters tither through the City Council or the City Attorney without any cost to the individaal. He stated that in his estimation the various taxing bodies should be called to gether and if necessary should fight increased taxes and the proper time to do this was now. Attorney Jialoney stated that a year ago he suggested the appointment of a committee to consider this matter and that in some cases other townships were given a reduction. However he could see no relief for the 1929 bilis unless the individuals had filed objections with the board of review a year ago. He stated that at the present time.;you might file objections to the 1930 bilis but could not say if this would help matters or not. Uonsiderable discussion from the various Aldermen followed and Mr. Maloney sug- tested that in order to bring the matter to some consideration the Mayor appoint a Committee to maKe a study of the tax problem and make a report at a later meeting. It was suggested that this dtudy would have to be made by districts. Their being no further business to core before the City Council at this time on motion of Alderman .Lacey seconded by Alderman Collet same adjourned. Mayor Hammerl called the meeting to order with Alderman Collet, Heesch, and Suster answering to roll call. Alderman Ahbe, Schlagel, Kinder, Lacey, Ciettin, Knabb and Enzenbecher being absent.
