Mayor. Hammerl called the meeting to order with Alderman Collet, Ahbe, Heesch, Suster, Kinder, Lacey, Wettin, Schlagel, and Knabb answering to roll call. Alderman Enzenbacher being absent. error Hammerl stated that this was a special meeting being held by the City Council pers' u*nt to the following notice: March list, 1931. Dear Sir: - At the request of Mayor Hammerl and Alderman Heesch I am calling a Special Meeting of the City Council to be held Monday evening March 23rd, 1931 at the hour of eight O'Clock P. M. The meeting will be held in the City Clerk's Office, first floor City Hall. The meeting is called for the purpose of consider- ing the Annual Apprppriation Ordinance for the year 1931, the passage of an Ordinance authorizing the issuance of tax Anticipation warrants for the Lublic Library, and such other business as might come before the council at this time. Alderman Heesch moved that the rules of the City Council be supended and the above ordinance be put on passage on first read- ing. Alderman Knabb seconded this midite* and the roll was called with the following results Ayes Alderman Collet, Ahbe, Heesch, Suster, Schlagel, Wettin, Kinder, Lacey and Knabb. None voting Naye the Mayor declared the motion carried and the Ordinance before the council for passage. Alderman Knabb moved that the Ordinance be passed as read. Alderman Buster seconded this motion and the roll was called with the following result. Ayes Aldermen Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Wettin, Lacey, and Knabb. bone voting Nae the Mayor declared the motion carried and the Ordinance passed as read. Alderman Heesch presented the following resolutions 327 RESOLUTION SAS, the City of Des Plaines has passed an or- dinance providing for the issuance of tax anticipation warrants payable out of the Tax Levy for the Year of 1930 for the necessary and ordinary expenses for the maintenance of the City Public Library. BE IT, THERE RE, RESOLVED: i`hat the Mayor and City Clerk of the `'ity of Des Plaines be and they are hereby authorized and empowered to issue toe certain tax anticipation warrants for the sum of Three Thousand and no/100 each, copies of which are hereto attached. BE IT FURTHER RESOLVED that the Mayor and City Clerk be and they are hereby empowered to sell the said tax anticipation warrants or either of them for a sum not less than par. BE IT FURTHER RESOLVED that this hesolution shall be in full force and effect from and after its passage and the approval thereof according to law. PASSED this day of , A. D. 1931. Second reading of: AN ORDINANCE AMENDING SECTION 180 OF ARTICLE III OF CHAPTER 5 OF THE MUNICIPAL CODE OF THE CITY OF DES PLAINES OF 1928 Alderman Kinder moved that the ordinance be passed as read. Second reading of: 328 AN ORDINANCE AMENDING CHAPTER 3 OF THE MUNI C IPAL CODE OF THE CITY OF DES PLAINES OF 1928 BY ADDING THERETO ARTICLE X, ENTITLED 'CITY COMPTROLLER*. Alderman Knabb moved that the ordinance be passed as read, providing for a salary of Twenty Dollars 020.00) per week. Alderman Schlagel seconded this motion and the roll was called with the following result: Ayes: Alderman Collet, Ahbe, 11eesch, Suster, Kinder, 'Schlagel, Lacey, Wettin, Anabb and Enzenbacher. Alderman Schlagel moved that the ordinance amending Section 180 of Article 3 of Chapter 5 of the Municipal Code of the City of Des Plaines of 1928 be published in the next issue of the Suburban Times according to law Alderman Knabb seconded this motion and the roll was called with the following results Ayes Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey, Wettin, Knabb and Enzenbacher. done voting 1aye the Mayor de- clared the motion carried. Alderman Knabb moved that an Ordnance Amending Chapter 3 Of The Municipal Code of the City of Des Plaines of 1928 by Adding Thereto Article X, Entitled '*City Comptroller*, be pub- lished in the next issue of the Suburban Times according to law. Alderman Lacey seconded this motion and the roll was called with the following result: Ayes: Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlegel, Lacey, Wettin, Knabb and Enzenbacher. None voting baye the Mayor declared the motion carried. r'irst reading of: AN ORDINANCE MAKING APPROPRIATIONS TO DEFRAY THE EXPENSES OF THE CITY OF DES PLAINES FOR MUNICIPAL PUR- POSES, DESIGNATED THE "ANNUAL APPROPRIATION BILL*, FOR THE FISCAL YEAR C0MMgNCING JANUARY 1, 1931 and ENDING DECEMBER 31, 1931. same was laid over for second reading. Alderman Kinder brought up the matter of when the contrac- tor was to finish work on the Miner Street bridge. Engineer Jenkins reported that work had started this Morning and no doubt would continue until the contract was completed. Alderman Enzenbacher seconded this motion and the roll was called with the following result: Ayes Alderman Collet, Ahhbe, Heeseh, Suster, Itinder, 6chlagel, Lacey, Wettin, gnabb and Enzenbaeher. one voting 4aye the Mayor de- clared the motion carried. There being no further business to come before the City Council at this time Alderman Kinder moved that sage adjourn to meet again in an adjourned meeting to be held in the City Clerk's office Wednesday evening March 25th, 1931 at the hour of a o'clock P.M.
