OF THE CITY COUNCIL OF THE CITY OF
DES PALINES FELD IN THE COUNCIL CHAM-
BERS ON THEl6th, DAY OF MARCH 1931.
AT THE HOUR OF 8 O'CLOCK P. M.
Mayor Hammerl called the meeting to order with Alder-
man Collet, Ahbe, Heesch, Suster, VettUn, Kinder, Schlagel, Lacey,
Knabb, 8&Enzenbacher answering to roll call.
Alderman Knabb moved that the minutes of the last meeting
be approved as written. Alderman Kellet seconded this motion and
the same carried by vote of acclamation.
Three reports from the City Collector covering collections
of Special Assessments through the County Collector's Office from
December 1st to 31st, 1930, Collections through the County Collector's
Office January lst, to 31st, 1531 and collections through the City's
Collector's Office March lst to March 15th, 1931 were read and re-
ferred to the Finance Committee.
The Judiciary and Assessments had no report to make at
this time.
The Police & License Committee had no report:.to make
at this time.
The Streets & Sidewalks Committee had no report to make
at this time.
The Public tiiorks, Fire building and City Plats Bomm.ittee
Had no report to make at this time.
The Sewer, Drainage and Sanitation Committee had no
report to make at this time.
The Fire Committee had no report to make at this time.
Thy Water Water rains Committee had no report to make
at this time.
Alderman Knabb brought up the matter of painting and
repairing all fire hydrants within the city at this time. This
matter was left for the consideration of the members of the City
Council.
The following Statement of Axel D. rettersen was presented
to the City Council at this time.

Alderman Enzenbacher was of the oppinion that the dirt had not
been removed but suggested that the matter ride until the following
meeting.

We, the undersigned, being members of the Zoning Board of
Appeals of the City of Des Plaines, Cook County, Illinois, des-
ignated by your Honorable Body as a Lommission or Committee to
hold a public hearing, consider and to mace cur recommendations
concerning a petition heretofore referred to us by your honorable
Body asking that the classification of the following described
real estate, viz:
The frontage on the west side of desPlaines
Avenue from the North line of Perry Street to
the northerly limits of the City of DesPlaines,
excepting therefrom the property 11Lich is now
classified as Commercial District, Area District
C"; and
The frontage on the -Last side of Des Plaines
Avenue from the south line of Lot ten (10) in Lee's
Subdivision of Lots ten (10) eleven (11), twelve
(12) and thirteen (13) of nodge's Subdivision, in
Sections sixteen (16) and seventeen (17) Township
forty one (41) North, Mange twelve (12) East of
the Third Principal :Meridian, to the northerly
limits of the City of Les Plaines, excepting there-
from the property which is now classified as Com-
mercial District, Area District "c",
be changed from "Residence District, Area District "A" to "Comm-
ercial District, Area District "C", having held a public hear-
ing as provided by law, are of the opinion that it is for the
best interests of the public and the City of Des Plaines that the
classification of said real estate be changed form "Residence
District, Area District "A" to "Commercial District, Area Dis-
trict '0'".
This Board, therefore, recommends to the City council that
the classification of said real estate be chanes f rom "Residence
District, Area District 'A" to "Commercial District, Area Dis-
trict 'C'", and that said real estate be zoned and classified

ordinance, a copy of which is hereto attached and made a
part hereof amending the zoning ordinance of said City of
Des Plaines by changing the classification of said real estate fro
from "Residence District, Area District "A" to "Commercial

City Council of the City of Des Plaines.

To the Honorable Mayor,
& Members of the City Coundil,
-yes Plaines, Illinois.
Genelemen:
We accept witty a great deal of gratitude,
and apfreciation, the passing of a resolution, at
your last council session, providing for the
emijoyment of a day -time fireman. Phis was brought
to our attention at our last meeting, Tuesday March Std,
and after studying Mad conditions of our departments,
the writer was regiested to present the unanimous opinion
of all Firemen present.
We wish to offer the following suggestions:
That the resolution remain as is, so that, should an
urgent need arise, we might have such an employ with-
out any unforseen delay, for we contemplate that a sal-
ary has been provided for, in the resolution, That the
appointment to such a position be with -Held until such t
time when we feel a greater need, which we estimate to oe
about October 1st,
We request that the appropriated salary
be used for the purchase of Hose. .1t is just suffic-
ient to secure three lengths per month of the same Hose
you bought a short time ago, and the six months delay in
the appointment would provide us withan additional SO0
feet. his anticipation, along with the 2300 feet on nand
would still leave us 800 feet short of the 4000 feet wnicn
the insurance under -writers demand. However; with :5200 feet
on hand, and two men, as of October lst, we will oe almost
within the requirements of the underwriters and in fairly
good shape for the hazardous winter months to fi�i art.
Assuring you that our suggestions are offered,
within only the thought and best interest of our com-
munity, at heart, and that the acceptance of tn.ese sug-
gestions, will aid, in this era of practical economy,
thanki2g you most Heartily for your past co-operation, we are

partment so that there is now one man on duty at the fire

recommendations presented to you at the time of our last
inspection of the fire defenses of Des Plaines.

ted to obtain estimates on cost of .vire Hose. Alderman Knabb second-

The following resolution was presented at this time.
RESOLUTION
WHEREAS the City Council of the City of Des Plaines,
Illinois, has heretofore employed the firm of Frazer &
Torbet to examine and audit the books and records of said
City, and
WHEREAS certain of the books and records of said City
are in the possession and under the control of the City
Treasurers

NOV, THEREFORE, IT IS HEREBY RESOLVED by the City
Council of 'the City of Des Plaines, ;Lllinois, that the
City Treasurer of said City of Des Plaines be, and he
Is hereby, ordered and instructed to immediately turn
over and deliver all books and records of said City
now in his possession or control to said Frazer It
Torbet, or any representative of said Frazer & Torbet,
for examination and audit.
Alderman Collet moved that tha resolution be adopted as
read. Alderman Lacey seconded this motion and the same carried

Alderman Heesch, Chairman of tkc ;.A.ance Committee, re-
ported that the auditors report on the audit of the City Clerks
books had been presented to him prior to the meeting and that
he had not had time to go over the report carefully. he could
only stay that the shortage according to the report showed as
Seven Thousand Eight Hundred Panty One Dollars and Eighty one
cents ($701914.81). Following this report the following letter
was presented the City Council

It had been my intention and earnest hope
that following the report of the Auditor to -night 1
would be able to present the proper check covering
the amount of the shortage in my accoutts
Although partial arrangements have been

care of the amount and i should appreciate it very
much if your honorable body would grant me -two weeks
time to have this matter properly adjusted, 1 feel
satisfied that within this period of time the proper
arrangements can be made to settle this matter to the
entire satisfaction of all concerned.

Alderman Suster stated that the matter should be left to the
attention and recommendation of the Finance'Committee with the
understanding that if they should deem it necessary they might
call a special meeting of the City 0ounci1 to take care of this
matter. Alderman Kinder moved that the report and letter be
referred to the Finance Committee for recommendations. Alder-
man Knabb seconded this motion and the roll was called with the
following result: Ayes, Alderman Ahbe, Collet, Heeseh, Suster,
Kinder, Sehlagel, Lacey, Wettin, Knabb and Enzenbacher. Axone
voting nage the Mayor declared the motion carried and referred
the matter to the Finance Committee.
Alderman tieesch brought up the matter of the bonds unpaid
in Special Assessments .Numbers 81 and 8311 and stated that supp-
lementals to cover the over -drifts in both these assessments
had been passed and were in collection. ne further stated that
the City Treasurer had been applying the collections from the
supplemental. to the over -draft in each assessment and he wished
to make a motion to the effect that the City Treasurer be auth
orized to disregard the over -drafts in each of these assessments
and pay outstanding bonds which might be presented for collection.
Alderman Collet seconded this motion and the roll was called with
the following result: Ayes:Alderman Ahbe, Collet, tieessch, Suster,
Schlagel, Kinder, Lacey, Wettin, Knabb and 1nzenbacher. bone
voting Kaye the Mayor declared the motion carried and directed
that the City Treu.kurer be notified of this action.
Alderman Enzenbacher moved that the City Officials make an
effort to have the house numbering on all streets south of Keeney
Avenue to 0akton Street checked from White Street east to Des
Plaines Avenue and the property owners having incorrect numbers
be requested to obtain correct numbers for their property.
Alderman Knabb seconded this motion and Alderman Schlagel sug-
gested that the same proceedure be used on Webford Avenue.
The motion carried by vote of acclaiation.
The Finance Committee presented the following resolutions
RESOLVED THAT THE FOLLOWING BILIS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND
CITY CLERK BE AUTHORIZED TO ISSUE THE

Alderman Schlagel moved that the resolution be adopted and that
the Mayor and the City Clerk be authorized to issue the proper
warrants. Alderman Ahbe seconded this motion and the roll was
called with the following results Agrees Alderman Ahbe, Collet,
Hees ch, Buster, Schlagel, *minder, Lacey, Wettin, inabb and En-
zenbacher. hone voting itaye the Mayor declared the motion carried
and directed that the proper warrants be issued.
Alderman Heeseh introduced the follSeing resolution and
mored its adoption:
RESOLUTION
WHEREAS, the City Council of the City of Des
Plaines has heretofore passed an ordinance author-
izing the issuance of tax anticipation warrants by
the City of Des Plaines in an amount not to exceed
seventy-five per cent (75%) of the total taxes
levied for the year of 1930, payable in 1931; and
WHEREAS, it is necessary that the City of Des
Plaines issue taste anticipation warrants authorized
by the said ordinance.
BE IT, THEREFORE, RESOLVED that the Mayor of
the City of Dee Plaines, and the City Clerk of the

City of Des Plaines be and they are hereby authorized
and directed to execute one (1) tax anticipation
_warrant for the sum of Five Thousand Dollars ($5,000.00)
_dated April 1st, A. D. 1131, bearing interest at the rate
of six per cent (6l} per annum, copies of which anti-
cipation warrant are hereto attahcsd, and that they
be authorized to sell and dispose of the said warrants
for a sum not leas than par, plus accrued interest.
Alderman Wettin seconded this motion to adopt the resolution
and the roll was called with the following results Ayes Alder-
man Collet, Ahbe, Heesch, auster, 3chiagel, Kinder, l acey,Wettin,
Knabb, and Enzenbacher. Bone Toting Nage the Mayor declared the
motion carried.
There being no further business to come before the City
Council at this time on motion of Alderman Knabb seconded by
Alderman Wettin and carried by vote of acclamation the City
Council adjourned.
