Alderman Collet moved that the minutes of the last meeting

The monthly report of the Police Department was read and
ordered placed on file.
The report of the City Collector covering collections to
March 2nd, 1.951 was read and ordered placed on file.
The Judiciary and Assessments Committee presented the follow-
ing report: -

To the Mayor and City Council:
Your Committee on Judiciary and Assessment has investigated the
above and has found: That there are about fifty families
living in this community and that they are put to a great
inconvience in coming to the present polling place and as
this part of the city is growing rapidly we therefore re-
commend that t seperate precinct be established for all voters
west and north of the Des Plaines valley Line of the C. & N. W.
Ry Co., and that same be in the Real Estate Office of the
H. M. Cornell do., at Golf Road and The Northeast Highway.
We, your Committee on Judiciary and Assessments there-
fore recommend and present the proper ordinance covering
same and recommend its adoption by the council.

and the Ordinance be put on passage. Alderman Schlagel seconded this
motion and the roll was called with the following results Ayes Alder-
men Collet, Abbe, Heesch, Schlagel, Binder, Wettin, Lacey, Knabb and
Enzenbacher None voting Naye the Mayor declared the motion carried
and the ordinance placed on passage.
Alderman Collet moved that the Ordinance be passed as read.

The following letter from the City Engineer was presented to
the City Council at this time.

Gentlemen:
In addition to the information given you in
my letter of .r'ebruary 16th, regarding the State High-
way department placing warning signs at Cumberland
circle, I am able to report that several times in
the past.l have mentioned to the tate engineers
the desirability of properly illuminating the stop
signs placed by the State on Ellinwood and Miner Streets
at Lee Street.
1 have been informed that it is the policy
of the Highway Department to depend upon the lights
of automobiis to illuminate such signs. In muni-
cipalities where local conditions have necessitated
the erection of signs beyond the reach of automobile
lights, the municipalities, in many instances, have
illuminated these signs so that the penalty for
running through them at night may be legally en-
forced.
I feel certain that the members of your body
have seen, on numerous occasions, cars drive through
the two intersections mentioned. 1 beleive that the
eaf �3 ez pense necessary to properly illuminate these
signs may be made up several times during the ensu-
ing heavy traffic season.

The Fite committee submitted the following report.
March 2nd, 1931.

Your Committee on fire has investigated the advisability of
adding another fireman for full time duty. .he increasing
demand for better protection makes .this move imperative.
We, your Committee on fire therefore recommend: that Mr.
Alvin Kuhlman be appointed City Fireman effective as of March 16th
at a salary of *165.00 per month.

Following a short discussion Alderman Collet moved that the Mayor

Alderman Enzenbacher moved that the City Clerk be instructed
to write Paschen Brothers Construction Co., requesting them to
clean up Oakton Street and the Soo Line crossing where dirt had
been falling from their loaded trucks. Alderman Lacey seconded
this motion and the same carried by vote of Acclam.abion.
Alderman Heesch presented two bills of the Des Plaines
Publishing Company amounting to 0187.50 and being for advertising
in the resent $48,000 Bond issue. Alderman Heesch moved that these
bilis be paid out of the balance of monies advailable from the
sale of the $46,000 in bonds, and that the City Treasurer be instr-
ucted to issue the proper check and charge same to the bond issue
account. Alderman Lacey seconded this motion and the roll was called
with the following result: Ayes Alderman Collet, Ahbe, Heesch, Kinder,
Schlagel, Wettin, Lacey, Knabb and Enzenbacher. None voting Naye
the Mayor declared the motion carried.

WIDENING NORTH OF C&Iy RAILWAY
North of the railroad, the plans propose the removal
of the existing pavement and curb, constructing in its
place a standard 40 foot highway, without curbs.
1 note on the east side of thestreet adjacent to the
railroad tracks, that a short length of curb and gutter is
to be destroyed, solely for the purpose of constructing a
strip of pavement only 3 feet wide.
North of the railroad the same typical cross-section,
with earth shoulder and open ditch, is propsed, with the
expeption that the bottom of the ditch is, in this location,
only from 1' to 2' distant from the walk edge.
RETAINING WALL.
As a part of the improvement, there is proposed a
retaining vall 500 feet /(long extending from approximately
the south line of Thacker Street produced, to approxi-
mately the south line of Lfllinwood Street, produced,
leaving a gap of approximately 100 feet between the
north end of the wall and the abut:ner.t of the railroad
bridge. This wall is located so that its westerly face
is only 3.feet east of the east edge of the pavement.
This location will not permit the construction of a
sidewalk along the easterly side of the street, nor will
there be sufficient room for the future construction of
municipal aciu public utilities required by the normal
growth of a municipality, except by constructing same at
a great expense by tunnelling longitddinally under the
pavement.

The following letter was presented to the Council at this time.
Feb. 28th, 1931.
To The -Honorable Mayor and City Council
City of Des Plaines
Des Plaines, Illinois.
Gentlemen:
In accordance with your suggestion, 1 have made a
careful examination of the County pians for the widening
of Hiver Road (Des Plaines Avenue), between iseeney Ave.
and Weller Creek Flume, by the Cook County highway De-
partment. The follwoing information will give you an
idea of what the County proposes to do in this construc-
tion project.
GENERAL.
As an item of expense which will accrue to the City,
1 find the following notation: pall municipal structures
such as hydrants, water and gas mains, buffalo Boxes,
light poles, trolley poles, etc. falling within the
limits of this improvement shall be moved to their new
location if necessary by the municipality in which this
work occurs. The expense necessary for the removal shall
be borne by the municipality, the County not bearing any
of the cost.*
I note taitt the cost of mere adjustment of structure*
will be borne by the County, as evidenced by the fo.Llow-
ing notation: *Cost of adjusting and rebuilding drainage
structures such as inlets, catchbasins, manholes, etc. to
the established shoulder, pavement, or ditch grade, as the
case may be, to be included in the price bid for class a exca-
vation.*
41DIX II' G SCUM OF C&N1 r Railway.
To work south of the Northwestern Railway proposes
the removal of existing curb on both sides of the street
from the railroad to Keeney Avenue, with the exception
that the curb on the west side of the street from Oakwood
Avenue to Ellinwood Street will not be touched. After
the curb is removed, strips of pavement of variau e width
will be constructed so that the completed width of pavement
will be 40 feet.
The plans and estimate of quantites do not indicate
that any of the curb removed will be peplaced, or that
new curb will be built.
The typical cross-section of the completed improve-
ment shows that earth shoulders will be constructed between
the edge of widened pavement and the sidewalks where exist-
ing, including the construction of a ditch adjacent to the
sidewalk, the bottom of which will be from 12* to 18" below
the sidewalk elevation. Where shown, the bottom of the
ditch is 2' to 3' from the walk edge.
Were the sidewalk is too close to the edge of the
pavement, the ditch has been omitted. This will cause
storm water to drain along the pavement edge, and it may
be splattered by passing traffic upon pedestrains using the
sidewalk.
