THE MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
DES PLAINES HELD IN THE COUNCIL CHAMBERS
ON THE 16th, DAY OF FEBRUARY 1931.
AT THE HOUR OF 8'O'CLOCK P. M.
Mayor Hammerl called the meeting to order with Alderman
Collet, Ahbe, Heesch, auster, hinder, Schlagel, Lacey, Wettin, Knabb
and Enzenbacher answering to roll call.
'Alderman Knabb moved that the minutes of the last meeting
be approved as written. Alderman Collet seconded this motion and
the same carried by vote_ of acclamation.
The following report of the Judiciary and Assessment
c*imtittee.was presented at this time.
To the Chairman Judiciary & Assessment Committee, at the
meeting of the City Council held February 2nd, 1931. the
following matter was referred to your committee:
The attached renewal of the Middle States telephone Co.,
bond
Des Plaines, 111. Feb. 16th,1931
To the Mayor and City Council:
Your Committee on Judiciary & Assessment has investigated the
above and has found: the attached renewal bond is in proper
form.
We your Committee on Judiciary & Assessment therefore
recommend; the acceptance of same.

Alderman Suster moved that the report be accepted and the renewal
be placed on file. Alderman Lacey seconded this motion and the
same carried by vote of acclamation.
The Police & License Committee through/its Chairman
recommended the appointment of Dick Harmmer as Patrolman for the
City of Des Plaines from February 16th, to April 30th, 1931.
Alderman Collet moved that the report be accepted. Alderman Knabb
seconded this motion and the same carried by vote of acclamation.
Mayor H ammerl then appointed Dick Hammer as a patrolman
for the period February 16th, to April 30th, 1931. Alderman Knabb
moved that the appointment be confirmed. Alderman Lacey seconded
this motion and the roll was called with the following result. Ayes
Alderman Collet, Ahbe, Heesch, Suster, Kander, Wettin, Lacey, Knabb
and amitiralipmdtter. Alderman Schlagel voting Naye Whereon the Mayor
declared the motion carried and the appointment confirmed.
The Streets & Sidewalks Committee had no report to make
at this time.
The Public Works, Fire, building and City Plats Committee
had no report to make at this time.
The Chairman of the Police & License Committee moved that
the City Clerk be instructed to write the National Street Lighting
Constructors requesting them to remove the various traffic signals
that had been installed by their company at various corners in
Des Plaines. Alderman Heesch seconded this motion and during the
discussion which followed Alderman Wettin moved that the motion be
amended requesting the Company th restore the park ways and Sidewalk
to the same conditions as found prior to the installation of these
signals. Alderman Ahbe seconded this motion to amend the original
motion and the roll was called with the following result. Ayes:
Alderman Collet, Ahbe, Heesch, Duster, Kinder, Schlagel, Wettin,
Lacey, nnabb and Enzenbacher. hone voting Nays the Mayor declared
the motion carried. The original motion as amended was then called
for and the same carried by vote of acclamation.

AN ORDINANCE
AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO
CLASSIFY, REGULATE AND RESTRICT THE LOCATIONS OF
TRADES AND INDUSTRIES AND THE LOCATION OF BUILD-
INGS DESIGNED FOR SPECIFIED USES: TO REGULATE AND
LIMIT THE INTENSITY OF THE USE OF LOT AREAS AND
TO REGULATE AND DETERMINE THE AREA OF YARDS, COURTS
AND OTHER OPEN SPICES WITHIN AND SURROUNDING SUCH
BUILDINGS, AND TO ESTABLISH THE BOUNDARIES OF DIS-
TRICTS FOR THE SAID PURPOSES AND PRESCRIBING PEN-
ALTIES FOR THE VIOLATION OF 1TS PROVISIONS"
Alderman Schlagel stated that in his mind it was a question of
changing the zoning rather than of changing the Ordinance and he
moved that the Ordinance be referred to the Board of Appeals for
further consideration with the recommendation that they consider
changing of the zoining rather than changing of the Ordinance.
Alderman Kinder seconded this motion and the roll was called with
the following result. Ayes: Alderman Collet, Ahbe, lieesch, Suster,
Schlagel, Kinder, Lacey, Wettin, xnabb and Enzenbacher. None voting
Naye the mayor declared the motion carried and the same referred to
the Board of Appeals.
The Streets & Sidewalks Committee had no report to
make at this time.
The following request from the Standard Oil Company
was taken up at this time.

Gentlemen:
Confirming conversation with our Mr. Head,
we are desirous of re -arranging our bulk station as
per plans attached.
The Principal change we are interested in making
is to increase our storage to six tanks, We have in mind
constructing these tanks in concrete dikes, the walls of these
dikes to be 12" think and each dike to have a capacity
sufficiently large to hold one and one half times the'
capacity of each tank (state regulation). The type of
construction which we 'will use here will be similar to the
way our storage tanks are at our Jefferson Bulk Station
on the N8rthwest Highway, Chicago.
if you are not already familiar with our construc-
tion at Jefferson rark we will be very glad to have Itou
inspect this property alone, or we will furnish a respesen-
tatiTe to accompany you.

The Building and Plats Committee in submitting their report rela-
tive -to this request recommended that the Standard Oil Company
be allowed to make this change. Alderman Buster moved that the
recommendation of the Committee be accepted and the request be
granted. Alderman K.nabb seconded this motion and the question was
open for discussion, Alderman Enzenbacher objected to the con-
struction of tanks above ground. Alderman Heesch was unfavorable
to the changing of tanks in any way. Alderman Kinderalso questioned
the matter of allowing them to inlarge and improve a bulk station
at this location. Fol owiiip�g the discussion Alderman Suster withdrew
his motion nd Alderman ERdrew his second/to same. Alderman
Sch1agel then moved that the matter be tabled. Alderman Lacey second-
ed this motion and the same carried by vote of acclamation. Alder-
man Kinder voting no.

Gentleman: -
In accordance with the suggestion of Mr.
Fayette 0. Merrill, city clerk, I have secured
from the Progress Press, map printers, a
price for the reproduction on a small scale
of the present large Des Plaines city map.
This firm is the same one which in the past
has provided the small printed copies used
for general distribution.
The price quoted for the first thousand
printed copies, without color, is 0117.U.
For each additional thousand copies and price
022.50.
Inas much as the clerk's supply and my
own supply have been exhausted, 1 would re-
commend that a new supply be obtained.

Illinois.
Gentlemen: -
I am attaching to this communication a
copy of a letter written to M:r. G. i. Lamb
district engineer, as well as his reply,
relative to traffic conditions at the traffic
circle in Cumberland.

Inasmuch as the State will place sign
boards indicating approach to the traffic
circle, I consider it highly desirable that the
City erect just above the present red reflect-
ing units, a red reflecting arrow showing the
direction for ail traffic to turn on entering
the circle.
1 believe that these arrows will also
add to the efficiency of the present red re-
flectors in that they will add considerable
more area for refledting lights form approach-
ing automobiles, tending to act both as as a
warning and as a direction guide.

Dear Er. Lamb -
it seems to me that traffic is somewhat
confused bythe absence of signs indicating
proper direction of travel at the traffic circle
in Cumberland Subdivision, Des Plaines.
Very recently the City erected red re-
flector warning signs in order to eliminate
driving across the circular parkway as has
been done to a considerable extendt. 1 have
recommended that they place just &tove these
reflectors a red arrow, or some other device
which will show direction that traffice should
take in passing through the intersection..
1 think, however, that it would be of
considerable assistance should your department
erect signs denoting the approach to the traffic
circle and the fact that all traffic should con-
tinue around the circle until the route which
it is desired to take is reached.
If the subway structure for Uolf Road,
Route 58, Is built this year this intersection
will be subjected to intense traffic, and 1
feel certain that some steps towards improving
the conditions are necessary.

Gentlemen: -
The Board of Education dAktrtet faat a recent meeting,
discussed the propability of obtaining water for theschools from
the City gratis.
The Board of Education believes that the money collected
by it from taxes should bespend for educational purposes and that
the City Water Department is collecting revenue from the homes of
nearly all public school children. it, therefor, seems proper and
logical that the City furnish water gratis to the Public Schools
of this district.
This Board is hereby asking you to furnish water for
the Public Schools in District 62 free of charge and trusts that
you will grant this request.

PETITION
To the Honorable Mayor and Aldermen:
We the undersigned, ail being voters in the City of
Des Plaines residing in the subdivision known as Cumberland, arec
called on to travel all the way to the polling place located at
1496 Miner Street to cast our ballots.
We believe that we are entitiled to a precinct to cover
our subdivision and may we suggest that such a precinct be
created, locating the polling place at the intersection of
Golf Road and _Northwest Highway in the building new known as
The H. M. Cornell Real Estate Office.

Feb. 7th, 1931
You may be interested to know that at our last regular
Village board meeting, a Resolution was adopted objecting to
elimination of our Township Assessors for the opinion of our
Board of Trustees, such a move would be inimical to the best
interests of the Villages located outside of the City oe f
Chicago in Cook County for the reason that it would deprive us
of our elected Assessor 'who is responsible to the Citizens of
the respective townships and Villages.
Enclosed you have a copy of a resolution for your con-
sideration and if you approve it might be passes by your
village Board and sent to your Representatives in the Ueneral
Assembly at Springfield.
Any action should be taken before-'ebruary 16th, for its licit
full effect, as the legislature convenes on that date.

Legislation, with advocates desiring to abolish the
Board of Assessors of Cook County and the thirty Township
Assessors of Cook County, and substitute a single Assessor
instead, would if accomplished, deprive Maine
Township of its local Assessor and the last vestige of local
representation in tax assessing.
The City Council of Des Plaines in session Fetruary 16th,
1931 by motion duly carried resolve that all our local State
Representatives be advised that we are utterly opposed to
any law designed to deprive us of our local assessor and tax
representation.
We feel that in justice to our large population, that
it warrants the establishing of a local assessor to represent
us, with such authority and powers as would be co -extensive with t
that now vested in the Cook county board of Assessors.
There is approximately 20% of all general taxes collected
in Maine Township represented by taxing interests outside
of the Kownship who seek by legislation to deprive us of local
representation, when we are according to the taxes we pay,
entitled to 80% of self government in taxation matter's,

Alderman Kinder moved that the resolution be adopted. Alderman
Knabb secnded this motion and considerable time was spent in dis-
cussing the duty of the local tax assessor. Several of the Alder-
men seemed to feel that the local assessor could do considerable
for the local tax payers. Other members of the council were of the
opinion that a considerable saving would be affected if the local
assessor was combined with the Bounty Board or the County Board of
Assessors. The roll was then called with the following result:

Knabb and Enzenbacher. Alderman Lacey and Wettin voting Kaye
Whereon the Mayor declared the motion and instructed the City Clerk
to'send copies of the resolution to the various Senators -and Rep-
resentatives.
The following letter from the Pittsnurgh Des Moines
Steel Company was presented to the Council at this time.

This will acknowledge your letter of
January 31st, advising us that there are no funds
sufficient to pay the coupons that were due on January
1st.
We also wish to make mention of the
fact that in addition to the coupons we are holding
three $1,000 bonds which should also have been paid on
their maturity date, January 1st,
it is very unfortunate that the City does
not have sufficient funds. However, we would appreciate
hearing from you be return mail as to the prospects of
early payment of the bonds and coupons. if possible
will you please advise us just how soon you expect to
take care of this matter.

Alderman-Schlagel in speeking of the Petition was of the opinion
that it should be denied. Alderman Suster questioned the matter
of rent and suggested that an arragement could not be considered
without rent being paid. Alderman Wettin moved that the petition
be referred to the Building and Plat Lommittee for their recommend-
ation. Alderman Ahbe seconded this motion and the same carried
by vote of acclamation.
Alderman Lacey introduced the following resolution: -
WHEREAS, there is now existing in the Uity of
Des Plaines a growing dissatisfaction occasioned by
the unreasonable, inequitable, unjust and confiscatory
tax levy of 1926.
WHEREAS, The reassessment reduced the valuation of
loop property 4380,000,000 and shifted the burden to out
lying communities. -
WHEREAS, There is an extimated loss of 156,000,000
annually caused by lack of economy and efficiency in the
maintenance of more than 400 local taxing BODIES in
Cook County.
WHEREAS, the depreciation in real Estate in book
County, since the 1928 revaluation is estimated to be
in excess of •4-,000,000,000
WHEREAS, real -'state has depreciated in some
local cases to bOA of its former value -Rents are
unpaid and taxes are mounting -
WHEREAS, there now exists in our Lity and through-
out the Country a vast amount of unemployment, want and
suffering.
WHEREAS, the 1929 taxes are due and payable on
April 1st, 1931 and the 1930 taxes are due and pay-
able December 1st, 1931.The taxes of 1931 are due and
Payable October 1932
BE IT FURTHER RESOLVED That this City Council be
constituded a Committee of the whole to investigate
and compare the 1927 & 1928 Values and to devise ways
and Means to effect a reduction in the taxes and that
each Alderman be authorized to form Sub Uomr:ittees from
his ward and report back to the City Council.

Alderman Abbe moved that the resolution be adopted, and that
the City Clerk be instructed to issue tne proper Warrants.
Alderman Collet seconded this motion and the same carried by vote
of acclamation. whereon the mayor declared the motion carried
and directed that the proper Warrants be issued.
The matter of Parking in the Center of Ellinwood
Street West of Lee Street was discussed at this time following
which Alderman heesch moved that the matter be referred to the
Streets & Sidewalks Committee for their recommendation. Alder.
man Ahke seconded this motion and the same carried Dy vote of
Acclamation.
There being no further business to come be fore the
Council at this time same adjourned.

vote of acclamation.
Mayor hammer' directed: that the roll be ' called with. following
results present Alderman. Cpllet, Ahbe, neesch, Schlegel, Kinder, Lacey,
Wettin, Knabb and =nzenbacher. Alderman Suster being absent.
Alderman Collet moved that the minutes of the last meeting
be a-pproved as written, Alderman Wettin seconded the motion and the
sane carried by vote of acclamation.
The monthly report of the Police Department was read and
ordered placed on file.
The report of the City Collector covering collections to
March 2nd, 1531 was read and ordered placed on file.
The Judiciary and Assessments Committee presented the follow-
ing report: -
Des Plaines, 111. February 26th,
1931.
To the Mayor and City Council:
Your Committee on Judiciary and Assessment has investigated the
above and has found: That there are about fifty families
living in this community and that they are put to a great
inconvience in coming to the present polling place and as
this part of the city is growing rapidly we therefore re-
commend that t seperate precinct be established for ail voters
west and north of the Des Plaines Valley Line of the C. & N. .
Ry Co., And that same be in the Real Estate Office of the
H. M. Cornell 60., at Golf Road and The .I orthieet Highway.
We, your Committee on Judiciary and Assessments there-
fore recommend and present the proper ordinance covering
same and recommend its adoption by the council.

Alderman neesch moved that the report of the Committee be accepted
Alderman Enzenbacher seconded this motion and the same carried by
vote of acclamation.
The following Ordinance was presented for first reading: -
AN ORDINANCE
DESIGNATING A POLLING PLACE AND FIXING THE HOURS FOR
THE OPENING AND CLOSING THEREOF IN THE CITY OF DES PLAINES.
Alderman Collet moved that the rulea of the City Council be mipeddmid
and the Ordinance be put on passage. Alderman Schlagel seconded this
motion and the roll was called with the following results Ayes Alder-
men --Collet, Ahbe, Heesch, Schlegel, Kinder, Wettin, Lacey, Knabb and
Enznnbacher None voting Naye the Mayor declared the motion carried
and the ordinance placed on passage.
Alderman Collet moved that the Ordinance be passed as read.
Alderman Lacey seconded this motion and the roll was called with the
following result Ayes Alderman Collet, Ahbe, Heesch, Schlegel, Kinder
Lacey, Wettin, Knabb and Enzenbacher. None voting Naye the Mayor
declared the motion carried and the Ordinance passed as read.
