THE MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF DES
PLAINES HELD IN THE COUNCIL CHAMBERS ON THE
17th DAY OF NOVEMBER A. D. 1930. AT THE
HOUR OF 8 O'CLOCK. P. M.
Mayor Hammerl called the meeting to order with
Alderman, Collet, Ube, Reesch, Suster, Schlagel, hinder, Lacey,
and Knabb answering to roll call. Alderman Wettin and Enzenbacher
being absent.
Alderman moved that the minutes of the meeting
November 3d, 1930 be approved as written. Alderman Ahbe
this motion and the same carried by vote of acclamation.
The Tudiciary and Assessment Committee had no report to
make at this time.

The Police and License Committee had no report to make
at this time.
The Streets & Sidewalks Committee had no report to make
at this time.
The Public Works, Fire, building and City Plats Committee
had no report to make at this time.
The Sewer, Drainage and Sanitation Committee had no report
to make at this time.
Alderman Schlagel Chairman of the Fire Committee requested
the reporter to caution people about giving the correct street name
and number when reporting fires to the Telephone Operator.
Alderman Suster brought up the matter of the flash signals
that had been installed on several cornors and requested ikmeeting
of the Council as a whole to consider some action regarding same.
Following some discussion a Meeting of the City Council as a Committed
of the whole was arranged for Wed. evening NOT. 19th, 1930.

Alderman Schlagel moved that the ordinance be passed as read.
Alderman hnabb seconded this motion and the roll was called with

declared the motion carried and the Ordinance passed as read.
Alderman Enzenbacher and Alderman Wettin arrived and took
their seats at this time.

for the past few years, there has been an item of
4500.00 as of June 1st, 1939 and 4500.00 as of
June 1st, 1930, We wish to be reasonable and fair,
but feel that some arrangement could be made to at least
give us that which was due in June 1929. Our fiscal
year ends at the close of our next meeting on :November
18th, and a voucher issued in our favor, on or before that
date will surely be greatly appreciated.

Alderman Knabb moved that the comgtunication be referred to the fire
Committee with power to act. Alderman seconded this motion and the
same carried by vote of Acclamation.
Mayor Hammerl declared a rescess at this time to discuss
the question of anexation with property owners .North of Rand Rd.
Upon calling the City Council to order again Alderman
Heesch moved that $500.00 be transfered from the Water fund to the
Public works, Fire, Juilding and City Plats fund. Alderman Schlagel
seconded this motion and the roll was called with the following result

the motion carried.
Alderman xeesch then moved that 1300.00 be transfered
from the Judiciary and Assessment Fund to the Streets & Sidewalks
Fund. Alderman Ahbe seconded this motion and the roll was called

AND WHEREAS, said judgments and claims aggregate the
total sum or Fifty-two lhousatd wine Dollars and Seventy-six
Cents ($52,009.76) .
WHEREAS, said City Council has also found that said
judgments'and claims against the City of Des Plaines have
materially affected and injured the credit of the said city '
and depreciated the value of property within the said City.
and has materially increased the expense of the operation of
the government and interferred with tIte progress and develop—
ment of said City; and increased the cost to the property
owners for improvements constructed within the said City; and
7 IEREAS, the market value of bonds issued by said
City of Des Plaines has been materially lessened by reason of
the said outstanding judgments and claims; and
WHEREAS, the failure to liquidate the sadi judgments
and calims by bond issue will materially increase the taxes
for the next several years; and
WHEREAS, liquidation of said judgments and claims by
a bond issue will be more economical and not produce any
noticeable increase in taxes; and
WHEREAS, it is to the best interests of the taxpayers
of the City of Des Plaines that the taxes for the next
several years be kept at a minimum; and
WHEREAS, the City Council of the City of Des Plaines
is of the opinion that a substantial saving can now be made
by settling said judgments and claims for cash in the event
a bond issue is authorized by the legal voters of the said
City of Les Plaines; and
WHEREAS, the matter ofliquidating the said judgments
and claims by bond issue has been thoroughly investigated
by a duly and properly organized committee known as "the
Property Owners and Citizens Committee of the City of Des
Plaines"; and
WHEREAS, THE said Property Owners and Citizens
Committee of the City of Les Plaines, After said investiga-
tion agreed that it would be for the best interests of
said City of Des Plaines and the taxpayers thereof that the
City Council of the (ity of Des Plaines take steps to issue
and sell bonds for the purpose of liquidating said out-
standing judgments and claims ; and
WHEREAS, the said City Council' of the city of Des
Plaines hereby finds that it is for the best interests of
the City of Des Plaines and the taxpayers therof that
bonds be issued and sold for the purpose of liquidating said
outstanding judgments and ciaims and that siad City of Des
Plaines has ample bonding power for such purpose.
HOW, THEREFORE, BE IT, AND IT IS HEREBY RESOLVED
by the City Council of the City of Des Plaines, Cook County,
Illinois;
SECTION 1: That David B. Maloney be and he hereby
is authorized to prepare and ordinance presiding for the
issuance and sale of bonds of the City of Des Plaines to
the amount of Forty-eight Thousaad (4148,000.00) Dollars,
and an ordinance providing for the holding of a special
election for the purpose of submitting said bond ordinance
to the legal voters of the City of Des Plaines for their
approval.
14ECTION 2: That in the event the legal voters of
said City of Des Plaines Approve said bond ordinance at
said election, that said bonds be sold and the proceeds
thereof used for the purpose of liquidating said judgments
and claims.
SECTION 3t That the City Council of the City of
Des Plaines Hereby recommends to the legal voters of the
City of Des Plaines that said bond ordinance be approved
at said election.
SECTION 4: That all resolution or parts of resolu—

Mayor Hammer/ then addressed the Council on the matter
of the registration of the unemployed. Following considerable
discussion regarding the employemeet by the City of those registered
in the Streets & Sidewalks Department or the Water Department
Mayor Hammerl appointed a Committee to work on the matter of
providing employment. Those named on the Committee were: -
