09/15/1930THE MINUTES OF THE REGULAR MEETING OF THE CCITY COUNCIL OF THE CITY. OF DE3 PLAINES HFT,1) IN THE COUNCIL CHAMBERS ON THE 15th DAY OF SEPTEMBER A. D. 1930 AT THE HOUR OF 8 o'clock P. M. Mayor Hammerl called the meeting to order with Alderman Collett, Chbe) Heesch, Suster, Schlagel, Kinder, Wetting Lacey, Knabb and Enzenbacher answering to roll call. Alderman Collet moved that the minutes of the regular meeting held September 2nd, 1930 and those of the adjourned meeting held September 8th, 1930 be approved as written. Alderman Knabb seconded this motion and the same carried by vote of acclamation. The Judiciary and Assessments Committee had no report to make at this time. The Police and License Commitbet had no report to make at this time. The Streets and Sidewalks Committee had no report to make at this time. The Public ':;forks, Building, and City Plats Committee had no report to make at this time. The Sewer, Drainage and Sanitation Committee had no report to make at this time. The Fire Committee had no report to make at this time. The Watt/. Committee had no report to make at this time. The following ordinance was presented for second reading: AN ORDINANCE PROVIDING FOR LEVYING AN ASSESS1cENT 02 TAXES FOR THE FISCAL YEAR 1930- 1931 FOR THE CITY 02 DES PLAINES, • COUNTY OF COOK, STATE OF ILLINOIS. Alderman Knabb moved that the ordinance be passed as read. Alder- man Lacey seconded this motion and the roll was called with the following result; (Ayes) Alderman Collet, Ahbe, Heesch, Buster, Kinder, Schlagel, Lacey, tivettin, Knabb and Enzenbacher. none voting Naye the Mayor declared the motion carried and the ordinance passed as read. The following letter was presented to the Council at this time. Sept. 4th, 1930 City Treasurer, Des Plaines, Illinois Dear Sir: As per our telephone conversation of even date, regarding check in the amount of 10 155,'X.55 drawn on the First National Bank of Des Plaines made payable to SY+m. H. Cater, same having been lost in transit. We request that you stop payment on same at your bank and issue duplicate in the name of Wm. H. Cater and mail same to us at your earliest convenience. AGH: CM Alderman Knabb moved that the Mayor and City Clerk be authorized issue a duplicate warrant according to the request of the bank. Alderman Lacey seconded this motion and the roll was called with the following result: (Ayes) Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey, Wettin, Knabb and Enzenbacher. Whereon the Mayor declared the motion carried and directed the duplicate warrant be issued. The following letter was presented to the Council at this time. September 2, 1930 To the Members of the Des Plaines City Council Des Plaines, Illinois Gentlemen: At the last meeting of the Board of Edu- cation of Maine Township High 'chooi, a resolution was passed, instructing the secretary of the Board to inquire of your honorable body just when you intend to go ahead with the contract entered in by you for the purchase of the old Maine Township High School at Des Plaines. Hoping that you will give this important matter your earliest consideration, Sincerely yours, THEODORE W. MARKWORTH , Secretary Following considerable discussion regarding the completion of the contraot entered into with the High School Board, Alderman Heesch moved that the City Attorney be directed to draft a letter of reply to the High School Board stating that under the present financial situation it would be impossible for the Municipality to complete the contraet. Alderman Schlagel seconded this motion and the roll was called with the following result: Ayes, Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey, Wettin, Knabb and Enzenbacher. None voting naye the Mayor declared the motion carried. The following letter was then presented to the City Council: September 15th, 1930 City Council Dear Sirs: In as much as the Women's Relief Corps has been an active organization of Des Plaines for a great many years, giving aid whenever called upon, donating flags to churches, schools, and other public places, serving the community during the World War, giving aid to the grand army and disabled World War Veterans and unfortunate families, I, as District President of the Women's Relief Corps Convention, the first Convention that is being held in Des V laines, would 227 like to have the cooperation of the City of Des Plaines by requesting the City Council to consent to the turn out of the Eunicipal Band for our par - age at 1 o'clock October 2nd, 1930. This would show our guests the spirit of Des Plaines is with them. I would also like to have the flag flown from the flag pole in the Park, and Police pro- tection for the garage by permission of the City Council Sincerely yours, YRS. LILLIAN HAAS District Pres. Alderman Knabb"moved that the request be granted and the matter of provid(ing`the services of the Municipal Bank be referred to the Banat Committee. Alderman Lacey seconded this motion and the same was carried by vote of acclamation. times The following letter Was presented to the City Council at this September 10, 1930 TO THE HONORABLE MAYOR AND CITY COUNCIL, CITY OF DES PLAIDS, ILLINOIS. Gentlemen: At the southeast corner of Graceland Avenue and Ellinwood Street (extended) there is now a public service pole just inside of the curbing. Since we contemplate an improvement at this corner it appears that this pole will be very much in the way. If it is at all possible we would like to have this pole removed. It seems possible that the Public Service Company could continue with their underground at this point. Your assistance in having this done will be appreciated. The following petition was presented to the City Council and on motion of Alderman Kinder, seconded by Alderman Collet and carried by unanimous vote same was referred to the Board of Appealsv for their recommendations: TO THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS. I, the undersigned, owner of property at 653 and 655 Graceland Avenue, in Des Plaines respectfully peti- tion your Honorable Body to change thezoning of these lots from present status of "Area Districts A" residence 228 districts, to "Area Districts C" commercial districts,'all as described under the Zoning Ordinance of the City of Des Plaines. For your "convenience in taking action, the lots described are indicated on the attached map. Respectfully submitted, J. A. The following letter was presented to the City Council at this time: September 13th, 1930 To the Mayor and City Council, City of Des Plaines, Des Plaines, Illinois Dear airss- We beg to request herewith, permission, from your Honorable body, to grade and remove all excess or surplus material on Wolf Road between Algonquin Road and Thacker Street to the proper City Street grade. All expenses in connection with the laying off' grade, engineering and incidental work will be borne by us without any cost whatever to the City, and in attitionf thereto, we atree to leave the Roadway of this Street properly graded so as to drain surface water to the sides, and in a condition, whereby, same will be more accessible than it is at the present time. Our reason for being willing to do this work is for the purpose of obtaining the excess excavation in this Street for the purpose of building a fill re- quired in our contract with the State for the paving of Algonquin Road, immediately west of your City lim- its. AKL:G Alderman Ahbe moved that the request of the Arcole Construction Co. be granted with the understanding that the removal of fill was to be under the supervision of our City Engineer with no expense to the City, and with the understanding that the City would be indemnified from any loss. Alderman Collet seconded this motion and the roll was called with the following result: (Ayes) Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey, Wettin, Knabb and Enzenbacher. Whereon the Mayor declared the motion carried. 229 The following resolution was presented to the City Council by Alderman Collet and this time. RESOLUTION WHEREAS, the City Council of Des Plaines located in the County of Cook, State of Illinois, wlkhes to lay a 4" cast iron water main along Des Plaines Avenue (River Road)f,rom the northerly City Limits southerly to a point which is 380 feet north of the north line of Perry Street, which by law comes under the jurisdiction and control of theu)epartment of r ub- lic `ryorks and Buildings of the State of Illinois, and 4vHEREAS, a permit from said Department is re ,uired be- fore said work can be legally undertaken by said City, now THEREFORE, be it resolved by the City Council Board of Des Plaines, County of Cook, State of Illinois, •First: That we do hereby request from the Department of Public Works and Buildings, State of Illinois , a permit authorizing the city to proceed with the work herein des- cribed. Second: That we hereby pledge the good faith of the city or village and guarantee that all work shall be per- formed in accordance with the condition of the permit to be granted by the Department of Public lvorks and Buildings of the State of Illinois and to hold the State of Illinois, Department of Public Works and Buildings, harmless on acc- ount of any damages that may occur to persons or property during the prosecution of such work, and assume all lia- bilitqf for damages to persons of property due to accidents or otherwise by reason of the work which is to be performed under the provisions of said permit. Third: That we here#y state that the proposed work is not to be performed by the employes of the city. 3'ourth: That the proper officers of the city or village are hereby instructed and authorized to sign said permit in behalf of the city . alderman Collet moved that the resolution be adopted as read. Alder- man Knabb seconded this motion and the roll was called with the follow- ing result: Ayes, Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey, Vuettin, Knabb and Enzenbacher. None voting`naye the Mayor declared the motion carried and the resolution adopted. First reading of the following ordinance: AN ORDINANCE AMENDING SECTINT 1167 AND SECTION 1169 OF CHAPTER 27 OF THE REVISED ORDINANCES OF THE CITY OF DES PLAINES OF 1928. Same was laid over for second reading. The following resolution was presented by Alderman Collet: RESOLUTION WHEREAS, the City of Des Plaines is intersected by two gread Northwesterly by Southeasterly highways which intersect River Road and Mannheim Road North and South and are near the same intersection point; and WHEREAS, there is at the present time no North and. South highway West of River Road at the interaection of North- west Highway and -Rand Road so as to furnish means of travel to- ward the South from Rand Road or Northwest Highway; and WHEREAS, as a result thereof all of the South traffic from two highways is brought to the intersection of River Road or Mannheim Road, both of which streets intersect Northwest Highway and Rand. Road within one block of each other, thereby causing unnecessary congestion and delay to motor traffic on the said highways; and. WHEREAS, it has resulted in a dangerous and congested condition and it is to the best interests of the general public that the present condition be remedied; and. WHEREAS, if Wolf Road is opened and paved from North- west Highway South to connect with the existing Wolf Road at or near Algonquin Road, the said road will furnish adequate means of travel for all traffic desiring to go South; BE IT, THEREFORE, RESOLVED by the Mayor and City Council of the City of Des Plaines, that the City of Des Plaines does hereby petition the Board of County Commissioners of Cook County, Illinois, that immediate steps be taken for the completion of the opening of Wolf Road between the said points and the paving of the said road, and does hereby petition the State Highway Department of the State of Illinois that steps be taken to pave Wolf Road by State Aid between the said points. BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Board of County Commissioners of Cook County and a copy to the Highway Department of the State of Illinois. Whereon the Mayor declared the motion carried and the resolution adopted. The City Clerk announced that several bids had been received on the construction of the Municipal garage. Alderman Knabb moved that the bids be opened. Alderman Wettin seconded this motion and the roll was called with the following result: AYES, Alderman Collet, Ahbe, Heesch, Suster, Kinder, Schlage, Lacey, Wettin, Knabb, and Enzenbacher. The matter of constructing a railing to protect the sidewalk on Laurel Avenue and the Northwest Highway was referred to the Streets and Sidewalks Committee for a report. The City Clerk was instructed to notify all. C. Manz_ & Sons to repair their sidewalk on Prairie Avenue at the rear of their store. Also to noti- fy the Soo Line to repair the sidewalk on Thacker Street at the west of their railroad crossing. Their being no further business to come before the City Council at this time on motion of Alderman Enzenbacher, seconded by Alderman Knabb same adjourned. City Clerk
