08/11/1930 Adjourned Meeting209 THE MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON THE llth DAY OF AUGUST A. D. 1930. AT THE HOUR OF 8 O'CLOCK P. M. Mayor Hammerl Called the meeting to order with Alderman Co11bt, Ahbe, Heesch, Schlagel, rlettin,"Lacey, Knabb and Enzenbacher answering to roll call. Alderman Sutter and Kinder being absent. Mayor Hammerl explained that the meeting was being held for the purpose of considering the passage of an ordinance authoriz- ing the issuance and sale of Tax anticipation Warrants. The City Clerk then presented for second reading: - AN ORDINANCE - PROVIDING FOR THE ISSUANCE OF A TAX ANTICIPATION WARRANT FOR CORPORATE PURPOSES. Alderman Heesch moved that the Ordinance oe passed as read. Alderman Schlagel seconded this motion and the roll was called with the folloting result Ayes Alderman Collet, Ahbe, Heesch, Suster, Schlagel, Wettin, Lacey, Knabb and Enzenbacher None Vatting Nay the Mayor declared the motion carried and the Ordinance passed as read. The following Resolution was presented to the City Council at this time. RESOLUTION vrHR EAS, the -City Council Of the City of Des Plaines- has Plaines--has heretofore passed an ordinance authorizing the issuance of tax anticipation warrants by the City of Des Plaines in an amount not to exceed seventy-fiveper cent (75%)'of-the totaltaxes levied for the year of 1929, payable in 1530, and by statute in 1931; and iiHEREAS, it is necessary that the City of Des Plaines issue tax'anticipation warrants authorized by the said ordinance. BE IT, THEREFORE, RESOLVED that the Mayor of the City of Des Plaines, and the amity Clerk of the City of Des. Plaines be and they are hereby authorized and directed to execute five (5) certain tax anticipation warrants, three (3) for the sum of :ive Thtusand Dollars 05,000.00 each, and two (2) for the sum of Three Thousand Dollars ( 3,000.00) each, respectively, dated August 20th , A. D. 1930, bearing interest at theiate of six'per cent (6%) per annum, copies of which anticipation warrants are hereto attached, and that they be authorized to sell and dispose Of the said tivarrants for a sum not less than par, plus accIIued interest. Alderman Heesch moved that the resolution be adopted as read. Dear oir:, In accordance with your conversation with our representative, we are inclosing herewith a letter addressed to the Council briefly describing our proposition fin. install- ing, operating and maintaining improved type flashing battery operated signals on an extended payment plan. Gentlemen:, e respectfully submit our proposition to you for the installation, operation and maintenance of illuminated flashing type traffic signals on an extended payment plan. We will furnish all labor and material necessary to install *he flashing signals described in the attached Catalog at locations designated by you, payment to be made as follows: An initial installation payment of seven dollars and 14/100 (7.14) payable only after the signal is completely installed and operated. Six Dollars and 32/100 ($6.32) Monthly for a period of sixty months commencing thirty days after signals are installed and operating. An optional paytent of One dollar (41.00) per signal to be made at the end of the sixtieth month at which time ownership of the signal may revert to the Village of Des Plaines. 211 Prices herein indicated cover not only the cost of the equipment and its installation but the upkeep of the unite including all necessary lamp changes, battery repairs and relacements and usual maintenance features. We are attaching hereto a survey listing suggested lo- cations for these signals which, of course, is subject to your approval. We would be glad to appear before your Council or your proper Committee handling traffic control with a view of describing more fully our equip- ment and plan of payment on same. Gentleman: Supplementing our proposition of August 6, 1930, we wish to state that in the eventy you agree to pay cash for the flashing battery operated signals described in our previous communication, the price will be 4182.50 each without lamp changer and 4192.50 each with lamp changer, These prices are for complete units installed at locations designated by you. After considerable discussion Alderman Ahbe moved that the matter be tabled. Alderman Schlagel seconded this motion and the Roll was called with the following result. Ayes Alderman, Collet, Ahbe, Heesch, Schlagel, ettin, Lacey, end Knabb. Nays ouster and Enzenbaeher. Whereon the Mayor declared the motion carried.
