Mayor Hammen. called the meeting to order with Alderman
Collet, Heesch, `luster, Kinder, achlagel, wettin, Lacey, rinabb
and Enze.nbacher answering to roll call. Alderman Ahbe being absent.
Alderman Schlagel moved that the minutes of the regular
meeting held July 21st, 1930 be approved as written. Alderman
Collet sedonded this motion and the same carried by vote of accla-
mation.
The report of the Police Lepartment for the month of July
21st, 1930.was read and ordered placed on file.
The report of the City Collector covering collections
up to and including July :51st, 1950 was read and referred to the
Finance Committee.
The Judiciary and Assessment committee had no report to
make at this time.
The Streets & Sidewalks ommittee brought up the matter
of lowering the Sidewalks on Miner Street between the Feldt Building
and Gniots Service Station. This matter and the matter of trucks
speeding in. the alley between Lee St. and Pearson St. was also
discussed for a short time and left with the police Department to
investigate.
The Public works, Fire Bldg4 and City Plats Commit-cee had
no report to make at this time.
The Sewer, Drainage and Sanitation Committee had no
report to make at this time.
The Water and "ater Mains Committee had no report to make
at this time.
The Fire committee reported progress on the check up of
Commercial houses and Oil Stations real:live to correcting Fire
hazards
The follwoing resolutions was presented to the Council at
this time:
RESOLUT 10 N
Whereas, the City Council of Des Plaines, located
in the CFJunty of Cook, State of Illinois, wishes to
Construct a reinforced Portland cement concrete pavement
return at the intersection of Western Avenue and the North-
west Highway, 2,oute 19 (Miner Street, Des Plaines,) Which
be law comes under the jurisdiction and control of the .Depart-
ment of -ublic Works and Buildings of the ''ta'e of Illinois,
and
'vriHER.AS, a permit from said Department is required before
said work can be legally undertaken by said City, now
THEREFORE, be it resolved by the City Council Board of
Des Plaines, County of Cook, State of Illinois.
First: That we do hereby request from the Department of
-Public works, and Buildings, State of Illinois, a permit Author-
izing the city or village to proceed with the work herein des-
cribed.
Second: That we hereby pledge the good with of the
City or village and guarantee that all work shall be performed i
in accordance with the conditions of the permit to be granted
by the Department of 2ublic Works and Buildings of the State of
Illinois and to hold the -*tate of Illinois and to hold the

State of Illinois, Department of Public Worksand Buildings,
harmless on account of any damages that may occur to persons
or property during the prosecution of such work, and assume
all liability for damages to persons or property due to
accidents or otherwise by reason of the work Which is to b e
performed under the provisions of said permit.
Third!' That we hereby state that the proposed work
is not, to be performed by the employees of the City,
Fourth: That the proper officers of the City or Village
are hereby instructed and authorized to sign said permit in
behalf of the `qty.
Alderman Collet moved that the resolution bq adopted as read.
Alderman Lacey seconded this motionandthe roll was called with
the following result Ayes Collet, Heesch, Suster, Kinder, Schlagel,
Wettin, Lacey, Knabb and. I;nzenbacher. None voting Nay the mayor
declared the motion carried and the resolution adopted.

OF THE BOARD OF LOCAL IMPROVEMENTS OF THE CITY
OF DES PLAINES, COOK COUNTY, ILLINOIS.
TO THE MAYOR AND CITY COUNCIL
OF THE CITY OF DES PLAINESt
We herewith submit an ordinance fora local im-
provement for curbing, draining, grading, paving and otherwise
improving the roadways of Everett Avenue and other streets, in
the City of Des Plaines, County of Cook and jtate of Illinois;
together with an estimate of the Cost of said improvement, the
cost of levying, making and collecting a special assessment
therefor and all lawful expenses attending the same; and
RECOMMEND the passage of said ordinance and the making of said
improvement.
AN ORDINANCE
PROVIDING FOR THE CURBING, DRAINING, GRADING,
PAVING AND OTHERWISE IMPROVING EVERETT AVENUE
AND OTHER STREETS IN THE CITY OF DES PLAINES,
COUNTY OF COOK AND STATE OF ILLINOIS.
Alderman Knabb moved that the ordinance be paSsed as read. Alder-
man Collet seconded this Motion and the-roli was called with the
following result AyeS'Collet, Aeesch, Suster, Schlagel, Wettin,
Lacey, Knabb and Enzenbacher. Alderman Kinder voting Nay whereon
the iayor declared the motion carried and the ordinance passed as
read.
The City Clerk informed the members of the City Council
that he had received two Bids in answer/to the Advertisement for
the purchase of a Street Sweeper. Alderman Suster moved that
the Bids be opened. Alderman Collet seconded this motion and the
same carried by vote of acclamation. The following olds were then
present to the Council

these terms donot meet your convenience a reasonable adjustment can be

The above price includes 500# of hickory fiber for the bickup broom,
75# of gutter broom wire, in additont to the list of regular_extras
given on the last page of this propobal, which includes one -xtra
pickup broom core and one extra set of gutter broom segments with
wire for filling same. Aldo the services of our expert operator for
a period of six days to start the machine and instruct your driver.
All deferred payments to bear interest at the rate six per cent (6%)
per annum, settlement to be made upon delivery and acceptance of

said Machinery which may break within six months of date hereof through
fault of material or construction, upon reciept of satisfactory

ested.
THE AUSTIN WEST: RN ROAD MACHINERY CO. shall retain the ownership
of and title to the above machinery covered by this order until all
has been paid for in cash and until all notes given in part jayment
for Siad machinery and renewals thereof, have been fully paid in
cash. If any note given in part payment hereof shall not be paid in
full at its maturity, all other notes or obligations given in part

THE ELGIN SWEEPER COMPANY OF ELGIN, ILLINOIS hereby proposes to furnish
F.O.B. Des Plaines for the City of Des Plaines, Illinois The following
described machine ready for use, according to specifications herewith
for the sum of 3i Thousand Five Hundred (6500.00) Dollars less 2%
Thirty days. One (1) Improved Model "D" Elgin Motor Pickup Sweeper
with right and left band gutter cleaning attachments, non -clogging
open bottom elevator, complete lighting equipment, all-weather cushion
tires -machine having the speed and of a size for present day traffic
conditions and built for turning completely in a 28 ft. street 4- bper-
ator to have vision in all directions; machine to dump from the front,
completely equipped, also extra broom core and two extra sets of gutter
broom segments filled, also quantity of broom fiber.
SERVICE- Our factory trained service engineer will call it regular
intervals at Des Plaines for purpose of inspection, service and help-
ful suggestions in the better operation of Elgin Motor Sweepers - this
service to be furnished the City of Des Plaines without cost.
The City of Des Plaines, Illinois through its officials agrees to
receiv said machine on arrival and remit to the Elgin Sweeper Company the
above named i,urchase price as er following terms. Six Thousand Pive
hundred $6500.00) Dollars less 2 % 30 days or One Thousand one Hundred
(31100.00) Dollars cash, One Thousand One Hundred (1100.00) Dollars
Kix months after delivery and b&lance payable in three equal annual
installments, all deferred payments to bear 61% interest, or other terms
can be arranged upon mutual agreement.

INSTRUCTOR - Instructor furnished without extra charge to instuuct
your operator in proper operation and care of the Elgin and in making
brooms.
GUARANTEE
The Elgin Sweeper 'dompany agrees to test the above machine before
shipment and tosee that all parts are in harmonious working order and *410
proper condition to perform their respective duties.
The Elgin Sweeper Company agrees to furnish a full set of instruc-
tions for the care and operation of its machines and to guarantee
its machines to be well built and in good working order and agrees
to replace, F. 0. .. Factory, parts o same which may prove defective
in material and workmanship within one year from date of shipment
Buyer to return defective parts to factory, charges prepaid.
This proposal is open for acceptance for thirty days and to make
