PLAINES HELD IN THE COUNCIL CHAMBERS
ON THE 21st DAY OF, JULY A. D. 1930 AT
THE HOUR OF 8 O'CLOCK P. M.
Mayor Hammerl"called the meeting to order with Alderman
Collet, Ahbe, H eesch,' Suter, Schla€el, Kinder, Wettini Lacey,
Knabb and Enzenbacher anawering to roll call.
Alderman Ahbe moved that the minutes of the regular
meeting held July 7th-,- 1930 be approved a$ written. Alderman
Collet seconded this motion and the same carried by vote of
acclamation.
Reports of the City Collector covering"coileetiaa to"
July 21st, 1930 was read and referred to the finance Committee.
The Judiciary and Assessment Committee had no report to
make at this time.

The Public Works, Fire, Bldg. & City Plats Committee had
no report to make at this time.
The Chairman of the Sewer Drainage & Sanitation Committee
reported that pick-up days for Garbage in -Des Plaines had -been
changed to Thursday, Fkiday and Saturday of each week in order
assist in burning the Park Ridge Collections on Monday Tuesday and
Wednesday.
The Water and Water Mains Committee had no report to make

AN ORDINANCE
PROVIDING FOR THE AMENDMENT OF ARTICLE
III., CHAPTER 9 OF THE CITY CODE, OF THE
CITY OF DES PLAINES, COOK COUNTY, ILLS.
Alderman Lacey moved that the Ordinance be passed as read. Alderman
Collet seconded this motion and the roll was called with the follow-
ing result, Ayes Collet, Ahbe, Heesch, Suster, Schlagel, Kinder,
Wettin, Lacey, Knabb and Enzenbacher. _ None voting Nay the Mayor
declared the motion carried and the Ordinance passed as read.
Alderman Lacey moved that the Ordinance "be"published in the
next issue of the Suburban Times. Alderman seconded this motion
and the roll was called with the following result, Ayes, Collet, Ahbe,
heesch, Suster, Schlagel, Kinder, Wettin, Lacey, Knabb and Enzenbacher.
None voting Nay the Mayor declared the motion carried and directed
that the Ordinance be published.
The following letter was presented to the Council at this time.

Dear Sir•.
City and village officials of Illinois can g- t"results on
state-wide matters thru cooperative action much better if they
have a permanent and continuing organization to serve their
needs and purposes. With this fundamental idea in mind. the
jllinois Municipal League was organized in 1914. wince that time
it has been constantly improving and extending its services to xi
cities and. villages

of Illinois.
The LEAGUE is supported primarily by the payment, once a
year, of a nominal amount of dues, by those municipalities
whose officials appreciate the value of cooperation for the
attainment of mutual purposes and the preservation of existing
rights and powers.
All things considered, the LEAGUE has made substantial
progress, mudh more so, in fact, than have the Leagues of
Xany.other States. The IllinOis Municipal League, however,
could have made still more progress had more cities and
villages promptly'give theidea hearty and continuous support.
The LEAGUE can develop along the lines of possible future
progtees, only to the extent that it is supported by municipal
officials themselfes.

pality are -now payable 'offers you an opportunity for action at
your next council mad#ing; which will palce your municipality

The following letter was then presented to the Qouncil.

Dear Sir:-
--YoU Wili recall reading this that the writer
Visited you yesterday and conferred with you on a- propos
sition -which involved permission to solicit in the City Of
De d Plainest Illinois to place house numbers on the street
Curbs,
We are now puting in writing exactly what we told
you at that time.
The letters and figures will be jet black, three
inches high, on a white background. They will be placed on the side
of the curb directly iniromt of the main entrance of each
house. The paint used is of the best quality.
Both the figures and letters will be stenciled on
the curbs, not free-hand painted. We use adjustable brass
stencils, which make a clear cut figgre. 1;then stencil marks
are double stenciled, a satisfactory and pleasing appearance
is had.
The cost per house will not exceed 25%. This does
not obligate the Lity in any way.
We ask you to give this proposition your consider-
ation, and will call on you again Tuesday, next.

Alderman Collet moved that the parties be requested to bring in
estimates as to the number of people within a block who would
have numbers put on their curb and if these estimates ran over
fifty percent of the people within a block the Council would
considering granting permission for this work. Alderman Wettin
seconded this motion and the same carried.
The following ordinance was presented for first reading:
AN ORDINANCE
Whereas, there is in the City of Des Plaines, on
property known as, the bearing the street address of
1620 henry Avenue, a certain structure or ruins of a struc-
ture wholly unfit for human habitation or other lawful uses;
that the said Henry Avenue at the said peint is in a resi-
dential district in the City of Des Plaines, inhabited by
the citizens of the City of Des Plaines for residential
purposes; that the said building is, at the present time,
devoted to no use or purpose; that the said building is
old and dilapidated and is in danger of falling in the
eventy of a strong wind; that the said building is a frame
structure, highly inflammable, and near enough to other im-
proved property to constitute a fire hazard as to other
property in the neighborhood; that the said building is
frequented by tramps and other disorderly persons; that it
is an attraction to children playing in the neighborhood,
all of which increases the danger of the said building as
a fire hazard; that the said building by reason of the said
conditions is a source of serious descomfort and annoyance
to the public and is a damage and danger to the other
property in the said City of Des Plaines and in the neigh-
borhood within range of the influences of the said strucure;
and
WHEREAS, by reason of the conditions durrounding the
said structure, the said structure constitutes a public
nuisance within the meaning of the law and the ordinances
of the City of Des Plaines.
BE IT, THEREFORE, ORDAINED by the Mayor and City
Council of the City of Des Plaines, Cook County, Illinois:
SECTION 1: That thesaid building be and the same
is hereby d eclared to 41e be a public nuisance.
SECTION 2: That the City Clerk of the City of Des
Plaines be and he is hereby directed to send by registered
mail a notice to the owner of the said premises directing
him to, within one week from the mailing of the said notice,
commence to remove the said nuisance and to continue to
remove the said nuisance until the same is abated.
SECTION 3: That upon the failure of the said owner,
within one week, to start and continue to cause the removal
of the said nuisance, the Mayor of the City of Des Plaines
be and he is herby directed to cause the said nuisance to
be big abated, and to cause the said structure to be wrecked
and removed from the said premises according to law, and
that the expense of the said removal of the said building
be paid for out of the funds of the City of Des Plaines.
SECTION 4: That this ordinance shall be in full
force and effect from and after its passage and the approval
thereof according to law.
PASSED this 21st day of July, A. D. 1930.

on first reading. Alderman Knabb seconded this motion and
the roll was called with the following result: Ayes, Collet,

and Enzenbacher. None voting Nay the Mayor declared the
motion carried.

OF THE BOARD OF LOCAL IMPROVEMENTS OF THE
CITY OY DES PLAINES, COOK COUNTY, ILLINOIS.
TO THE MAYOR AND CITY COUNCIL
OF THE CITY OF DES PLAINES'
We herewith submit an ordinance for a local
improvement provideng for the widening of Circle Street and.
Everett street, and opening Prospect Avenue, in the of
Des Plaines, County of Cook and State of Illinois; together
with an estimate of the cost of said improvement, the cost of
levying, making and collecting a special assessment therefor
and all lawful expense attending the same; and RECOMMEND the
passage of said ordinance and the making of said improvement.

Alderman Knabb moved that the Ordinance be passed as read. Alder-
' man Collet seconded this motion and the Roll was called with
the following result, Alderman Collet, Ahbe, Heesch, Suster,
Schlagel, Kinder, Lacey, Wettin, Knabb and Enzenbacher. None
voting Nay the Mayor declared the motion carried and the Ordinance
passed as read.
Alderman Schlagel chairman of the Fire Committee requested
authority from the City Council to have the Fire Department in-
spect the basements of all Commercial houses. After considerable
discussion Alderman Suster moved that the fire Committee be given
ful power to act in the matter of inspecting the basements of all
business houses. Alderman Heesch seconded this motion and the roll
was called with the following result, Ayes, Collet, Ahbe, Heesch,
Suster, 6chlagel, Kinder, Lacey, Wettin, Knabb and Enzenbacher.
None voting May the mayor declared the motion carried.
Alderman Knabb moved that the City Attorney be authorized
to advertise for bids on the purchase of a Streets '`weeper.
Alderman Suster seconded this motion and the roll was called with
the following result, Ayes, Collet, Ahbe, Heesch, Suster, Kinder,
Schlagel, Wettin, Lacey, Knabb and Enzenbacher. None voting Nay
the Mayor declared the motion carried.
The finance Committee presented the following resolution.
RESOLVED THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND
CITY CLERK BE AUTHORIZED TO ISSUE THE
PROPER WARRANTS II PAYMENT OF SANE.

dog Licenses was discussed at tnis time as was tree question of ap-
pointing Alvin Minnich as i4ig1.t ergeant and Custodian of tne Qity
