Alderman Collet moved that the minutes of the meetings held June 2nd and June 9th, 1940 be approved as written. Alderman Knabb.seconded this motion and the same carried by vote of_acciamation. RepOrt of the City Collector covering the distribution of County Collector's report from April lst, 1930 to may 31st, 1940 and the distribution of collections through the City Coliector's office to June 14th, 1930 were both read and referred to,tae Yibance Committee. A Report from the City Treasurer covering receipts and disbursements for the year May 1st 192* to April 60th 1930, was read and ordered placed on file. The Judiciary and Assessment Committee had no report to make at =is time. The Police & License Committee through its chairman Alderman Suster reported tnat eight bids had been received on the matter of purchasing a Police Car. Gentlemen:,_ It has just come to my notice that a mistake was made in the certifying -of the assessment roll in the above proceeding for collection. it appeared from our investigation of this matter last Spring that some error had been made in the collection of the assessments in -this improvement. A further check disclosed that in the original proceeding, when this case was confirmed by the former attorneys for the City of Des Plaines, certain of the pro- perty was omitted from the roil, this property being that of William Lagerhausen. Subsequent to this time, a recast roil was filed which included the Lagerhausen property in the recast roil, the Lagerhausen property was assessed the sum of *3657.50. The original roll has been the basis of collection for a couple of years. This roll did not include the Lagerhausen property. The Chairman of the A'inance committee then presented the following reports Mayor and City Council of the City of Des Plaines. Gentlemen: In accordance with the direction of the City Council of the City of Des Plaines, your Yinance Committee has in- vestigated and claims, judgments and obligations of the City nom outstanding, for the purpose of reporting to the Council the condition of the Finances of the City of Des Plaines in order that proper steps may be taken to place the city on a better financial condition, and to liquidate the outstanding obligations against the City. Your Oommittee reports that the outstanding obligations against the City now, portion of which should be disposed of by payment, are as follows: W. L. Thorne v. City of Des. City of Des Plaines; proceeding involving claims for paving of Ellinwood Street; Purchase v. City of Des Plaines, claim for damages caused by the taking f property for Arlington Street: Small v. City of Des Plaines; claim for damages caused by the laying of water pipe through private property; Quilici v. City of Des Plaines; claim for damages Caused by the taking of property for street opening. The above represents the outstanding obligations both fixed and incontroversy. Your committee redommends that some action should be taken for the purpose of liquidating the above judgments, and that proper steps should be taken to dispose of the above claims insofar as there is any liability against the City, and that proper steps should be taken to restore the money diverted from the special assessment funds. In addition to the above claims, there are certain contingent liabilities against the City involving the opening of Miner Street and 'some other Torrens proceedings which your 'ommittee has disregarded in this report. Alderman Anzenbacher moved that the mayor be instructed to appoints a Committee of ten Bossiness and Proiessionai Men to confer with the Chairman of the Finance Committee and make recommendations to the City Council as to the medoth of proceedure to follow in correcting these Financial obligations. Alderman Collet seconded this motion and a lengthy discussion followed. Alderman Kinder moved that the motion be amended to include the finance Committee as part of the Committee to consider making recomendations. The matter of repairing the Jocks on the desks in the Council 'hambers was referred to the Pub. Wks, fire, Bldg, and City Plats Committee for them to repair. Alderman lieesch moved that the City Clerk be instructed to notify Mr. Nix owner of the building at 1620 Nelimpx-Ave. that the building had become a nuisance and unless,same was removed within a period of fifteen days the City Council would take such steps as were necessary to have same removed.
