MINUTES OF THE ADJOURNED MEETING OF THE CITY
COUiNCIL OF fliE CITY OF DES PLAI IES HELD IN THE
COUNCIL CHAMBERS ON THE 12th DAY OF MAY A. D.
1930 AT THE HOUR 07 9 o'clock P. M.
Mayer Hammerl called the meeting to order with Alderman Collet,
Ahbe, Heesch, Kinder, Schlagel, Lacey, Wettin, Knabb, and Enzenbacher
being present, Alderman Suster,being absent.

Mayor Hammerl explained that this vas an adjourned meeting being
held for the purpose of considering advertising for bids en the re-
moval of buildings from the property be be used for the extention' of
Ellinwood Street. Alderman Heesch moved that the City Clerk be in-
structed to advertise for bids for the removal of these buildings
returnable May 19th,1930 at 8 o'clock P. M. Alderman Ahbe seconded
this motion and the roll was called with the following result. (Ayes}
Alderman Collet, Ahbe, Heesch, Kinder, Schlagel, *acey, Wettin, Knabb,
and Enzenbacher. Whereon the Mayor declared the motion carried and
directed the proper advertisin& be prepared.

The following letter was presented at this time, and referred to
the Police and License Committee on motion of Alderman Schlagel, sec-
onded by Alderman Collet, and carried by vote of acclamation.'

Mayor Hammerl called the meeting to order with Alderman Collet,
Abbe, Heesdh, Suster, Schlagel, Schroeder, Lacey, Kanbb and Enzen-
backer answering to roll call. Alderman Kinder being absent.
Alderman Collet moved that the minutes of the regular meeting
held May 5th and those of the adjourned meeting held. May 12th be
approved as written. Alderman Schlagel seconded this motion and
the same carried by vote of acclamation.
A report from the City Collector covering collections to May
15th 1930 was read and referred to the Finance Committee.
The Judiciary and Assessments Committee had no report to make
at this time.
The Police and. License Committee had no report to make at this
time.
The Streets and. Sidewalks Committee had no report to make at
this time.
The Pliklic Works, Fire, Building and City Plats Committee had
no report to make at this time,
The Sewer, Drainage, and. Sanitation Committee had no report to
make at this time.
The Water and Water Mains Committee had no report to make at
this time.
The following letter from the American Legion was presented to
the City Council:

The American Legion wishes to run a carnival from
June 23rd to 28th this year, and ask your petmission
to use the south side of Ellinwood Street from one
hundred feet east of Pearson Street to the property
of the Middle States Telephone Company at 1563 Ellin -
wood. The entire street, of course, would not be
blocked, nor would we be on that side of the street that
is owned by the Chicago and North Western Railroad Co.
We are also obtaining permission to use the vacant
property of B. L. Lagerhausen and M. Aeillo which
faces Ellinwood.

I hereby submit an offer of *25.00 for the City's
interest in lot 5 Block 2 Mechanic's Addition to Des
Plaines. It is my intention to clear up the balance
of the Special Assessments and General taxes against
- this lot in order to offer same for sale with lots
3 and 4 upon which my present residence stands.

Alderman Collet moved that the offer of Mr. Hahn be accepted and
that the City Attorney •be .directed to prepare a Quit -Claim Deed
for the Cities interest in this property. Alderman Ahbe seconded
this motion and the roll was called with the following result.

Vettin, Knabb, and Enzenbacher. None voging Naye the Mayor de-
clared the motion carried and directed proper Quit -claim Deed be
prepared.

RESOLUTION
•
WHEREAS, there was included in the H. M. Cornell Company's
Cumberland Plat of Subdivision, certain property shown to
bbe opened for public use; and
WHEREAS, there is in the City of Des Plaines a Park
District known as the Des Plaines Park District which can

properly maintain and care for the said property as a part,
and it is to the best interests of the People of Des Plaines
that the property known as *The H. M. Cornell Company's
Cumberland" be conveyed to the Des Plaines Park District
so that the said property may be properly cared for by
the said park district.
BB IT, THEREFORE, RESOLVED: that the owner of the
said property be and is hereby directed to convey to the
Des Plaines Park District the property shown on The H. M.
Cornell Company's Cumberland. Plat, as being donated to
public use; that the said owner of the said property
be and is hereby exempted from any obligation to convey
the said property to the City of Des Plaines for park
purposes.
That this Resolution be in full force and effect
from and after its passage and the approval thereof ac-
cording to law.

The City Clerk then presented the following petition addressed
.to the Board of County Commissioners, Cook County, Illinois.

To the Honorable Board of Commissioners
of Cook Qounty:
Your petitioner, the Mayor and. City Council of
the City of Des Plaines, hereby respectfully re-
presents unto your Honorable Body:
I. That the roads listed below have been hereto-
fpre maintained and repaired by the County Highway
Department of Cook County.
2. That the Superintendent of Highways of Cook
County, has informed your petitioner of the Amenda-
tory Act concerning state aid roads in cities and
villages whereby it is required that your Honorable
Body adopt a resolution to be submitted to the State
Highway Department authorizing the county to maintain
and repair from county funds a road, highway or street

lying within the corporate limits of a municipality in
order to connect or` complete a state highway located
to the corporate limits of a municipality.
Your petitioner, the Mayoi and City Council of the
City of Des Plaines, therefore prays that a proper reso-
lution be passed by the Board of Commissioners of Cook
County, setting forth the facts and submitting the same
to the State Highway Department for its approval, author-
izing the repair and maintenance by the County Highway
Department of Cook County, of the following roads, to -wit:
Lee Street from Touhy Avenue to Oakton street
Oakton Street from east to west Village limits.
Busse Highway from east to west Village limits.
Wolf Road from north to south Village limits.

Following the reading of the petition AldermanEnzenbacker moved
that the Mayor and City Clerk be Authorized to sign same in the
anme of the City of Des Plaines. Alderman Ahbe seconded this
motion and the roll was called with the followi result and the
roll was called with the following result: (Ayes) Alderman Collet,
Ahbe, Heesch, Suster, Schlagel, Lacey, Wettin,zenbacker, and
Knabb. Whereon the Mayor declared the motion carried and directed
that the petition be signed and forwarded to the Board of County
Commissioners.
The City Clerk informed the Members of ,the City Council that
two bids had been received for the wrecking of the buildings upon
the right of way for the extention of Ellinwood Street. Alderman
Heesch moved that`the Clerk be instructed to open and read the bids.
Alderman Collet seconded this motion and the same carried by vote of
acclamation.

satisfaction, the location, condition, and character
of the three buildings to be removed from the right -

the advertisement to bidders) and the requirements for,

That he fully understands that all structures must
be removed and premises cleared and debris removed by
five (5:00) P.M., Daylight Saving Time on June 15,1930:

• appliances, appurtenances, and perform all labor which

Alderman Lacey moved that the City Clerk by instructed to re --

of Ellinwood Street, same returnable Monday Evening, May,26th 1930.
Alderman Suster seconded this motion and the roll was called with the

declared the motion carried and directed the City Clerk to prepare

The following letter from Mk. D. B. Maloney was presented to
the Council at this time:

Cook County, Illinois.
In Re: Tax Forfeitures.
Gen tlemen :
On December 18,1929, I wrote you concerning•the
instituting of foreclosure proceedings fan forfeited
lots. At that time I advised the Council that I would
be willing to handle the legal proceedings for this
work, consisting of the preparation of petitions,
handling the court proceedings, entering decree, and
attending sale, for the sum of $35,00 per lot, pro-
viding the City take care of have title searches made
by the Chicago Title and Trust Company. This has been
all taken care of by the Chicago Title and Trust Co.
On May 6th, a resolution was passed by the County
Board.directing the State's Attorney to institute the
usual proceedings. It is proper at this time, there-
fore, for the City Council to provide for the handling
of this work. If you desire me to take care of this
matter, I would suggest that the Council doso in a
formal manner by accepting -this proposition. I also
suggest that it would be proper at this time for the
Council to communicate with the other taxing bodies
of the City for the purpose of inducing them to assume
part • of this expense.
- In view of the face that the rate of the City of
Des Plaines is only a small portion of the total assess-
ed rate for the district, it would seem proper that the
other taxing bodies should pay a substantial portion of
the expense in this matter. In view of the fact, also,

that the other bodies will be preparing their appro-
priation ordinances in .the near future, the matter
should be taken care of at this time.

The matter of water standing on the Northwest Highway at the
inter -section of Jefferson Street was referred to the Engineer for
recommendations as to a solution of this problem.
Alderman Collet brought up the matter of repairigg broken
sidewalks at several locations.within the City limits. After
considerable discussion, Alderman Knabb moved that the City Clark
be instructed to write property owners Whose property was
adjacent to these broken slabs requesting them to re-lay the
broken walk within le days. Alderman Ahbe seconded this motion
and the roll was called with the following result: (Ayes) Alder-
man Collet, Abbe, Heesch, Buster, Sohlagel., Lacey, Wettin, Knabb,
and Enzenbacher. Whereon the Mayor declared the motion carried.

to meet in an adjourned meeting to be held Monday Evening, May 26th
