CITY COUNCIL OF TRE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS THE 21st DAY
OF APRIL A. D. 1930 AT THE HOUR OF 8 of
CLOCK P. M.
Mayor Hammerl called the meeting to order with Aldermen
Collet, Ahbe, Heesch, Suster, Schlagel, Kinder, Schroeder, Lacey*
Knabb, and Enzenbacher answering to roll call.
Alderman Collet moved that the minutes of the regular meet-
ing held April 7th A. D. 1930 be approved as read. Alderman Lacey
seconded this motion and the same carried by vote of acclamation.
A report of the City Collector covering collections to April
19th,1930 was read and referred, to the Finance Committee*
The Judiciary and. Assessments Committee had no report to
make at this time.
Alderman Suster, as Chairman of the Police and License
Committee, made a report of the accident in which Officer Heaver
had been injured, and requested the members of the City Council
to,assist in any service that might be needed in helping the family
of the injured officer.
The Streets and. Sidewalks Committee reported a few pieces of
broken pavement that they were having repaired at the present time.
The public works, Fire and City Plats Coniitte had no report
to make at this time.
Te Sewer, Drainage, and Sanitation Committee instructed
the City Clerk to set a specific date on which bills for Garbage
Collection should be paid, or service would be discontinued
The following letters from Mr. H. M. Cornell was presented
to the Council at this time and referred to the City Attorney for
his recommendation.

parks in CUMBERIAND.

Honorable Mayor and the City Council
of the City of Des Plaines, Illinois.
Gentlemen:
In the latter part of 1927 you approved a
plat of The 11:. M. Cornell Co's Cumberland, which
plat was subsequently filed for record in the
Registrar's Office in Cook County. This the
subdivision lying northeast of the Northwest High-
way and commonly known as CUMBERLAND.
In that plat dedication was made of four public
parks, which have been improved and maintained by
us during the process of the development of Cum-
berland.
There has been organized by the owners of and
residents in Cumberland a corporation known as
"Cumberland Maintenance Corporation," for the
improvement and embellishment of the Cumberland
property. The representatives of this corpora-
tion have approached the Park Board of Des Plaines
for assistance in maintaining said parks.
The Park Board has indicated its willingness
to assist, and with the cooperation of the Park
Board and the Cumberland Maintenance Corporation
in the upkeep of said barks there would accrue a
great benefit to the owners in Cumberland and the
City of Des Plaines in general by reason thereof.
We are informed that the parks in question
have not been formally turned over to the Park
Board,of Des Plaines, and until that is done
the Park Board can take no affirmative action
with respect to same.
• We, therefore, request that the City Council of
Des Plaines pass the necessary resolution to form-
ally deliver control of said parks to the Park
Board.
Everyone interested would appreciate early
action in this matter.

Following a short discussion the Public Works, Fire and
City Plats Committee presented the following report:
We, your Committee on Public Works,Fire and City
Plats, therefore recommedn: the acceptance of the
Plat of Des Plaines Villas, and also recommend the
amendment of the Zoning Ordinance in accordance with
the recommendations of the Board of Appeals.

Committee be accepted. Alderman Knabb seconded this motion
and the roll was called with the following result. (Ayes) Alder-

Alderman Reesch moved that the Plat be accepted, that the
Mayor and City Clerk be authorized to sign same in the name of
the City of Des Plaines. Alderman Knabb seconded this motion
and the same carried by vote of acclamation
First reading of:
AN ORDINANCE
*Authorizing the Mayor and City Clerk to execute
for and in belialf of the City of Des Plaines a
Quit -Claim Deed to lot 5 block"? in Ira Browns
Addition to Des Plaines*.
Same was laid over far second reading.
The following recommendation from the Board of Appeals was
presented to the Council at this time.
RECOMMENDATION
TO TEE CITY COUNCIL OF TEE CITY OF DES PLAINES:
We, the Board of Appealssof the City of Des
Plaines, respectfully reportlto your Honorable
Body that, pursuant to the statutes of the state
of Illinois and the ordinances of the City of
Des Plaines in such case made and provided, have
held a public hearing upon the question whether
and amendment Should be made to the Zoning Or-
dinance of the City of Des Plaines, fixing s
building line on Des. Plaines Avenue.

This Board of Appeals respectfully reports
that at such public hearing all persons were heard
who desired to be heard, and that as a result there-
of, this Board of Appeals has prepared` a draft of
ordinance, amending Section 19 of the Zoning Or-
dinance of the City of Des Plai ne s , to conform to
its findings at the conclusion of said public
hearing, Mich draft of ordinance is hereto at-
tached, providing for the establishment of a pro-
per building line on Des Plaines Avenue, and res-
pectfully recommend its passage.

AMENDING SECTION 19 OF "AN ORDINANCE TO CLASSIFY
REGULATE AND RESTRICT THE LOCATIONS OF TRADES AND
INDUSTRIES AND THE LOCATION OF BUILDINGS DESIGNED
FOR SPECIFIED USES: TO REGULATE AND LIMIT THE IN-
TENSITY OF TIE USE OF LOT AREAS AND TO RECULA.ME
AND DETERMINE THE AREA OF YARDS, COURTS AND OTHER
OPEN SPACES WITHIN AND SURROUNDING SUCH BUILDINGS,
AND TO ESTABLISH THE BOUNDARIES OF DISTRICTS FOR
THE SAID PURPOSES AND PRESCRIBING PENALTIES FOR THE
VIOLATION OF ITS PROVISIONS"
The City Clerk presented a check payable to the ,tublic
to.
Service Company of Northern Illinois in the amountof WOO to
cover Street lighting under special assessment No. 140 for a
period of two years. Same was referred`' to the City Attorney
for him to arrange with the Public Service Company for a perieti
pre -paid contract covering lighting in Cumberland.
A recommendation from. the Board of Appeals changing zoning
of certain lots in Homerican. Villas was read at this time and re-
ferred to the City Attorney for his recommendation.
The City Clerk then presented the Standard Workmen's Com-
pensation and Employer's Liability Policy. Same was referred to
the Judiciary and Assessment Committee for their recommendations.
Mayor Hammerl then appointed the following Council Members
as a canvassing Committee to canvass the returns of the Judges
and Clerks made at the recent City Election, Alderman Ahbe,.
Schlagel and Heesch. A short recess wad declared at this time to
give the- Committee time to make its report.
Then calling the Council together again the canvassing
committee submitted the following report:
We, your canvassing committee, upon canvassing the
returns of the Judges and Clerkswish to submit the
following report:
John B. Collet received 396 votes for Alderman of First Ward.
H. A. Wolf received 204 votes for Alderman of the First Ward.
Max Maus received 1 vote for Alderman of the First Ward.

A. Collignon received 393 votes for Alderman of 2nd. Ward.

Jack Bloss received 1.vote for Alderman of 5th Ward..
On the mall ballot: -Shall and Act permitting cities and .
Villages, containing less than 500,000 inhabitants,
to levy a tax not to exceed two mills on the dollar
for fire purposes, be adopted?
In the first ward there were.333 votes. yes 194 votds no. _
In the Second Ward there were 503 votes yes, 263 votes no.
In the Third Ward there were 196 vo.A.es yea, 129 votes no.
In the Fourth Ward there were 278 votes yea, 200 votes no. .
In Fifth Ward .st.P.there.were 295 votes yes, 241 votes no.
In Fifth Ward (2nd.P.)there were 146 votes yes, 91 votes no.
Making a total of 1,751 votes yes, and 1,118 votes no.

Alderman Ahbe moved that the. report of the canvassing committee
be accepted. Alderman Lacey seconded this motion and the roll.
was called with the following result: (Ayes) Alderman Collet,

and Enzenbacher.
The following resolution was then presented to- the Council:
RESOLUTION
WHEREAS, a regular annual city election was held on
Tuesday, the 15th day of April, A. D. 1930, in the City
of Dee Plaines, Cook County, Illinoisfor the purpose of
electing.one alderman for each ward of said City of Des
Plaines; and
WHEREAS the Judges and Clerks of said election have
made their return q to the Mayor and. City Council, which
said returns including the poll books, ballot sheets,
and clerks' and judges' returns, are now before this'
Council and have been examined by said Council; and
WHEREAS said returns for said election show that
John Collet received the highest number .of -Oates cast
for alderman of the first ward; that John Suster re—
ceived the highest number of votes cast, for alderman
of the second ward; that George Kinder received the
highest number af votes east for alderman of the third
ward; that Fritz Wettin received the highest number
of votes cast for alderman of the fourth ward,; and
that George Enzenbacher received the highest number
of votes cast for alderman of the 5th ward;
BE IT THEREFORE RESOLVED by the City Council of the
City of Des Plaines Cook County, Illinois, that John
Collet be and he is hereby de&lared to be duly elected
alderman of the first ward of the City of -Des Plaines;

that John Suster be and he is hereby declared to be
duly elected alderman of the second ward of the City
of Des Plaines; that George Kinder be and he is here -
'by declared to be the duly elected alderman of the
third ward of the City of Des Plaines; that. E. Wettin
be and he is hereby declared to be the duly elected
alderman of the fourth ward of the City of Des Plaines;
that George Enzenbacher be and he is hereby declared
to be the duly elected alderman of the fifth ward of
the City of Des Plaines.

Alderman Heesah moved that the resolution be adopted. Alderman Knabb
seconded this motion and the roll was called with the following result:
(ANPs) Alderman Collet, Ahbe, Heeshh, Suster, Kinddr, Sdhlage, Lacey,
Schroeder, Knabb and. Enzenbacher. Whereon the Mayor declared the
motion carried, the resolution adopted, and directed the proper warrants
be issued.
Mr. H. M. Cornell was present at the meeting and at this
-
time addressed the members of the Council on the matter of widening
the Nbrthwest Highway from Seegers Road to Palatine. Be stated that
he had been advised that this work was under contract with the

exception of the small piece bordering Cumberland Subdivision. He
questioned the possibility of addressing a petition to Mr Sheets
of the Highway Department, or perhaps to the Government of the State
requesting that the matter be given careful consideration and if this
particular strip would be omitted, have it placed in the next letting
and completed at an early date. He was under the impression that
should this strip be omitted this year, the Highwilgy Department would
be creating a hazard which might cause several lives during the fall
and winter months. After considerable discussion, Alderman Enzenbacher
moved that the Mayor be instructed to appoint a Committee of three to
meet with the City Engineer and City Attorney and Mr Sheets of the
State Highway. Department at a date to be arranged by the City Engineer
to to discuss a solution of this road problem. Alderman Collet se-
conded this motion and the same carried by vote of acclamation.
Payor Hammer' then appointed Alderman Enzenbacher, Alderman
Suster, Yr H. M. Cornell with the City Attorney and City Engineer as
a Committee to meet the officials of the Highway Department and dis-
cuss a remedy for the widening of North West Highway at the Cumber-
land Subdivision with the understanding that the Engineer would
arrange the date and place for this meeting.
There being no further business to come before the City
Council a% this time, on motion bf Alderman Heeach` seconded by
Alderman Knabb, same adjourned to meet in an adjourned meeting

IN THE COUNCIL CHAMBERS ON THE 28th DAY OF
APRIL A. D. 1930 AT TBE HOUR OF 9 o'clock P.M.
Mayor Bammerl called the meeting to order with Alderman
Collet, Ahbe, Heesch, Suster, Kinder' Schlagen Schroeder, Lacey
Xhabb, and Ehaenbacher answering to roll call* The Mayor explained
that this was an adjourned meeting of the City Council to consider
any business that might come before the Council at this time.
The City Clerk presented the following ordinance for second
reading.
AN ORDINANCE
"AUThORIZING THE MAYOR AND CITY CLERK TO EXECUTE
FOR AND IN BEHALF OF THE CITY OF DES PLAINES A
QUIT -CLAIM DEED TO LOT 5 BLOCK 7 IN IRA BROWNS
ADDITION TO DES PLAINES*.
Alderman Khubb moved that the ordinance be passed as read. 'Alder-
man Schroeder seconded this motion and the roll was called with the
following result: (Ayes) Alderman Collet, Ahbe, Heesch, Suster,
Kinder, Schlagen Schroeder, Lacey, Knabb and. Enzenbadher. Nene
voting Naye the Mayor declared the motion earried and the ordinance
passed as read.
The City Clerk then presented the following petition to the
City Council:

PETITION TO DISCONNECT
Now comes the undersigned of the County of Cook and.
State of Illinois, and respectfully represents unto your
Honorable Board that he if the owner of the following
described property, to -wit:
The Easterly Five Hundre (500) feet of
Lot Nine (9) County Clerk's Division of
unsubdivide lands in the N9rwest

quarter (NW ), East Ralf (Et) of Section
Twenty-one 21), Township Forty-one (41)
North, Range Twelve (12), East of the
Third. Principal Meridian;
the said property being on the border and within the
boundary of the City of Des Plaines; that the said
property is not laid out into city or village lots
or blocks, but is a vacant' unsubdivided tract of
land.
Your petitioner further respectfully represents unto
this Board that since the annexation of the said property
by the City of Des Plaines no special assesments or taxes
have been levied against the said property which have gone
into collection and that there is now no assessment or tax,
due or past due on the said property.
Your petitioner respectfully prays unto your Honor-
able Board that an ordinance may be passed by you Honor-
able Board disconnecting the said land from the City of
Des Plaines.
