THE MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS ON THE 7th
DAY OF APRIL A. D. 1930 AT THE HOUR OF
8 o'clock P. M.
Mayor Hammerl called the meeting to order with Aldermen Collet,
Ahbe, Ileesch, Buster, Kinder, Schlagel, Schroeder, Lacey, Knabb, and-
ering to roll call. Alderman Enaenbacher being absent.
Alderman Schlagel moved that the minutes of the regular meeting
held March 1'7 h,1930, and those of the adjourned meeting held March
24th,1930 be approved as written. Alderman Knabb seconded this motion
and the same carried by vote of acclamation.
The report of the Police Department covering activities during
the month of March 1930 was read and referred to the Police and License
Committee.
A report from the City Collector covering collections up to and
encluding April 5th,1930 was read and referred to the Finance -Committee.
The Judiciary and Assessments Committee had no report to make at
this time.
The Police and License Committee submitted the following report=

To the Mayor and City Council:
Your Committee on Police and License has
investigated the above and has found the appli-
cation to be in the proper form and We, your
Committee on Police and License theredore rec-
ommend:
That the Request of Harold I'flughaupt be
granted providing he complies with the necessary
Bonds, etc. as required.

Alderman Knabb moved that the report of the Committee be accepted.
Alderman Schroeder seconded this motion and same carried by vote of
acclamation.
The Streets and Sidewalks Committee had no report to make at
this time.
The Public Works, Fire, Building, and City Plats Committee had no
report to make at this time.
The Sewer, Drainage and Sanitation Committee had no report to
make at blots time.
The Water and Water Mains Committee had no report to make at
this time.
Alderman Schroeder brought up the matter of enforcing the con-
tractors license on Mason work and calling the Councils attention to
a case that the Police had stopped where a private owner had hired
men by the hour to lay a cement driveway and questioned whether these
men were required to obtain a contractors license in such cases.
Following considerable discussion the matter was left to the Police
Department for solution.

Alderman Suster Moved that the matter by referred to the City
Attorney with instructions for him to draft a resolution
authorizing the Mayor and City Clerk to execute a -uitclaii deed
on this lot for the amount of $25.00. Alderman Collet seconded
this motion and the roll was called with the following result:

Schroeder, Lacey and Knabb. Whereon the Mayor declared the
motion carried.
The following letter from the City Engineer was presented to
the Council at this time.
April 7th,1930
To the Mayor and City Council
City of Des Plaines, Illinois
Gentlemen: -
Confirming the oral offer recently made to
you regarding the preparation of an Atlas of the
City of Des Plaines, I am herewith reducing same
to writing.
I hereby agree to prepare for the City of
Des Plaines four complete Atlases showing all
subdivisions, streets, alleys, public highways,
easements, and building lines, in fact all that
is of record in the office of the Recorder of
deeds of Cook County, same to be prepared in
sheet approximately 24"x 36" an the scale of
100 feet to the inch. Such Atlas sheets will
be prepared on white paper and mounted on cloth
ready for binding. When all sheets are complete,
one proper binder, such as the Clerk may select,
and neatly embossed in gold with the name of the
city and the words "Office Atlas", will be pro-
vided; the other three Atlases to be bound in
heavy paper.
Each Atlas will consist of thirty six,
eighty(80) acre sheets and one index ma►p of the
whole, and no atlas sheet will show the data out-
side of the city limits.
All of the above work will be done for the
sum of Two Thousand Nine Hundred and Fifty($2950.00)
Dollars; payments on account to be made as sheets
are delivered.

the roll was called with the following result. (Ayes) Aldermen

The following letter from Miss Flora T. Schmoll was presented
to the Council at this time. On motion of Alderman Schlagel, sec-
onded by Alderman Collet and carried by unanimous vote, same was
ordered placed on file.

To Des Plaines Office holders,
To the City Clerk, Mr. Merrill:
About a month ago, the undersigned sent a
letter to the City Council and to the Board of
Local Improvements and neither of them was even
acknowledged.
I shall strive to appeal to you to do some-
thing in the matter of returning the sidewalk
special assessments for lots 7,8,9,10,11, and 12
in block 5 of Mclntoshs Addition to Des Plaines
Heights returned not delinquent" so that I can
pay the rest of the Specials which I am prepared
to meet and then only when I have in writing that
those six lots are safe from tax sale, will I make
the payment. Last year action had been taken and
was rescinded later on with a threat from your
attorney that he would sell my lots. It seems
that everyone must know that I was excused from
having sidewalks, my lots being at the stub ends
of streets ending at the Soo Railway. If those
lots were in any way productive of money, I might
be able to meet the issue, but I offered some of
them at half price last year and notone waa sold.
Please have this read into the records of the
meeting on the following Monday.
Kindly advise me when the necessary steps have
been taken so that I may pay rest of the assess-
ments, otherwise as I stated on the other letter,
I shall have to wait until August when. I can
arrange payment.

The City Clerk presented several opinions from the Chicago
Title and Trust Company re&ative to the matter of clearing the
tax title lotsin Riverview, and after some discussion Alderman
Heesch moved that these opinions by referred to the City Attorney
for his recommendations. Alderman Suster seconded this motion
and the same carried by vote of acclamation
The following letter and resolution was presented to the City
Council at this time.

improvement of Busse Highway within the corporate
limits of the City of Des Plaines and ask the
approval of same.
I am also enclosing a resolution that we de-
sire passed by the Council and signed by the Mayor
and City Clerk and returned to this department so
that we may proceed with the improvement.

RESOLUTION
WHEREAS, the Superintendent of Highways of
and far Cook County, Illinois, has submitted plans
for the improvement of a highway known as Busse Highway.
within the corporate limits of the City of Des
Plaines, and
WHEREAS, the improvement of said highway serves
the public convenience and necessity,
THEREFORE, BE IT RESOLVED, by the City ''ouncil of
the City of Des Plaines, that the said plans be and they
are hereby approved; that the County of Cook be and it
is hereby authorized and empowered to proceed with the
work of construction in accordance with said plans.
BE IT FURTHER RESOLVED, That the City of Des Plaines
undertake and it hereby agrees (1) to construct that
portion of the work and improvement described, men-
tioned and set forth in the said plans to be construct;
ed and improved by the City, and (2) to furnish all
and any necessary rights of way as shown by said plans,
and (3) to furnish, place and maintain barricades and
signs; (4) to provide and maintain necessary and pro-
per detours during the construction of the Highway.
BE IT FURTHER RESOLVED, that the County of Cook be
and it is hereby relieved and discharged of any and all
liability for any and all damages to property and for
any and all damage done to or sustained by the pavements
within the City by reason of the detouring of traffic, or
the hauling of material, orfrom any other cause incident

to the improvement of the highwayaforesaid.
BE IT FURTHER RESOLVED, that the City shall and it
hereby agrees to provide and maintain necessary and
suitable drainage for the highway aforesaid.

approval of the resolution, Aldernan Knabb moved that the reso-

Dear Sir: Attentions Mr. Schlagel
In further reference to our conversation of
Monday, Mardh 31st, lam hereby requesting per-
mission to rearrange tankage at our bulk plant
at the Soo Line tracks and. Thacker . treet, Des
Plaines, Illinois.
According to your instructions, I have shown
on the attached drawing in elevation the present
facilities, also our suggested recommendations as
to the installation of a 20x30' vertical tank and a
20x20' verticle tank.
Although we would be lessening our storage
facilities, I would appreciate permission to erect
a 20x20' lettiCal tank with an 8 -foot high concrete
firewall enclosure.
As explained to you when making previous re-
quest, it is our desire to eliminate two of the pre-
sent horizontal tanks and install one vertical tank
as a replacement. This vertical tank will not ex-
tend any higher than the elevation of the present
horizontal tanks and will be in accordance with
your desires and instructions.

The following recommendation from the Board of Appeals was
presented at this time.

OF DES-PLAINES, ILLINOIS
RECOMMENDATION
, We, the undersigned, being members of the Zoning
Board of Aipeals of the City of Des ,Plaines, Illinois,
respectfully report to the City Council of said City
that there was filed with this Board a petition asking
that the classification of the following described
real estate, viz:
East Eighty (80) feet of Lots Six (6)
and Seven (7) in Block Ten (10) of Des
Plaines Manor Tract No. 1;
be changed from Residence District to Commercial Dis-
trict, and that this Board hold a public hearing on
said petition; that pursuant to said petition, this
Board did give due notice of, and did hold a public
hearing on said petition;
That it is the opinion of this Board that it
is for the best interests of the public and the City
of Des Plaines, that the classification of said real
estate be changed from Residence District to Commer-
cial District.
This Board therefore recommends to the City
Council that the classification of said read estate
be changed from, Residence District to Commercial
District, and that said real estate be zoned and
classified as Commercial District, and that an
Ordinance amending the Zoning Ordinance of said
City by changing the classification of said real
estate from Residence District to Commercial Dis-
ti.ict, be passed and adopted by the City Council
of the City of Des Plaines, Illinois.

Alderman Enzenbacher arrived and took his seat at this time.
Alderman Kinder presented the matter of having the sidewalks
on Pearson Street -and E1linwood Street opened around the Behrens
block, where same had been closed to pedestrians since the night
of the fire. After considerable discussion regarding this matter
Alderman Kinder moved that the City Clerk be instructed to write
Mr. H. C. Behrens in regard to the property in question, request-
ing him to have the sidewalks cleared o41Bearson and Eliinwood
Street in order that same might be opened for pedestrians. Alder-
man Schlagel seconded this motion and the same carried by vote of
acclamation.
Alderman Schlagel moved that the City Council issue a check for t
the amount of Fifty Dollars ($50.00), payable to the Park Ridge
Fire Department out of the Contingent Fund , as an espressiong
of appreciation for their service in the fire that destroyed the
Behrens Block. He further moved that the City Clerk be directed
to send this check with a letter expressing the appreciated of
the Members of the City Council for the assistance rendered.
Alderman Collet secinded this motion and the roll was called
with the following result. (Ayes) Alderman Collet, Ahbe, Heesch,
Suster, Kinder, Schlage, Schroeder, Lacey, Knabb and Enzenbacher.
Whereon the Mayor declared" the motion carried and directed that
the proper warrant be issued.
The question of the violation of speed laws at the time of
sounding of sounding of fire alarm was brought up at this time,
by Alderman Sclagel, and after considerable discussion and a
report from the Chief of Police the matter was dropped for the
present.
Alderman Heesch, as Chairman of the Finance Committee, presented

OF APRIL A. D. 1930 AT THE HOUR OF 8 of
CLOCK P. M.
Mayor Hammerl called the meeting to order with Aldermen
Collet, Ahbe, Heesch, Suster, Schlagel, Kinder, Schroeder, Lacey,
Knabb, and Enzenbacher answering to roll call.
Alderman Collet moved that the minutes of the regular meet-
ing held April 7th A. D. 1930 be approved as read. Alderman Lacey
seconded this motion and the same carried by vote of acclamation.
A report of the City Collector covering collections to April
19th,193O was read and referred to the Finance Committee,
The Judiciary and Assessments Committee had no report to
make at this time.
Alderman Suster, as Chairman of the Police and. License
Committee, made a report •of the accident in which Officer Heaver
had been injured., and requested the members of the City Council
to,assist in any service that might be needed in helping the family
of the injured officer.
The Streets and Sidewalks Committee reported a few pieces of
broken pavement that they were having repaired at the present time.
The public works, Fire and City Plats Committe had no report
to make at this time.
Dice Sewer, Drainage, and Sanitation Committee instructed
the City Clerk to set a specific date on which bills for Garbage
Collection should be paid, or service would be discontinued
The following letters from Mr. H. M. Cornell was presented
to the Council at this time and referred to the City Attorney for
his recommendation.
