03/30/1930MINUTESOF THE REGULAR i61T 11 G OF THE CITY OF DES PLAINES HELD 1i{ THE COUNCIL CHAMBERS ON THE 3rd. DAY OF MARCH A. D. 1930 AT THE HOUR OF 8'clock P. X. Mayor Hammerl called the meeting to order with. Aldermen Collet, Ahbe, Heesch, Suster, Kinder, Schroeder, Lace;, nnabb, and Enzenbacher answering to roll call. Alderman Schlagel being absent. Alderman Collet moved that the minutes of the regular meet- ing held February i?th,1950 be approved as written. And those of the adjourned meeting held zebruary 24th be approved as written. Alderman Knabb seconded this motion and the same carried by vote of acclamation. A report of the Police Department for the month of February 1930 was read and ordered placed on file. A report from the City Collector covering collection to February 28th 1930 was, read and referred to the Finance Committee. The Judiciary and Assessments Committee had no report to make at this time. The streets and Sidewalks Committee had no report to make at' this time. The Public Works, Fire, Building and City ±lata Committe had no report to make at this time. The Sewer, Drainage and Sanitation Committee, through the Chairman, Alderman Knabb, raised the question of making a charge for dumping rubbish at the incinerator Grounds. After considerable discussion the matter was refeered to the Sewer, Drainage,and Sani- tation Committee for a report at the next Council Meeting. Alderman Schlagel arrived and took his seat at this time. The Water and water Mains Committee reported that several meters had been repaired because of sand that seemed to be coming from the Cator Well. The Committee also reported some trouble with the pump at the Cator Well and stated this was being repaired. Second reading of AN ORDINANCE WHEREAS, the City of Des Plaines has heretofore in- stituted a proceeding for special assessment known as Des Plaines No. 104, and has caused to be issued bonds in the said proceeding, and that there have been attached to the said bonds coupons payable annually, each year for ten (10) years; and WHEREAS, portion of the said bonds, to wits Series 2- 3rd _installment - iond #14 - $1,000.00 Series 2- 3rd installment - Bond #5 - 1,000.00 and portion of the said coupons, to wits Coupon '#2 of Bonds 4 and 5, Coupon #2 of Bond 4 Coupon #2 of Bond 5 Coupon #2 of Bonds 2,3,4,5, Coupon #2 of Bonds 1,2,3,4, and 5, Coupon #2 of Bond 5, Series 2 Series 3 Series 4 Series 5 Series 6 Series 7 4120.00 60.00 60.00 240.00 300.00 60.00 are now past due and the installment of the assessment to provide funds with which to pay the said bonds and coupons was not due and payaole until the year of 1960; and WHEREAS, the said bonds and coupons were made payable one (1) year too early and the owners of the said ponds and coupons are willing to accept bonds and vouchers payable out of later installments of the said improve- ment. Your audit shows a shortage in the assess- ment that can be offset only by a supplemental special assessment. in behalf of the holder of the bonds, we ask that you levy a supplemental special assessment sufficient to meet the de- ficiency in the case. Phis is important because the bonds Imre in default. Bonds in default definitely hurt tn.e dredit of the city. SEXTON HBBB Alderman Lacey brought up the matter of supplementals on improvements made on the West Oide, and after a short discussion the matter was dropped. Alderman Schlagel moved that the minutes of February 1y, 1930 be corrected to read, "Chairman of Police and License Committee in place of Chairman of Finance Committee reporting on the payment of Business Licenses for the year of 1929. Alderman inabb seconded this motion and the same carried. The question of inforcing the payment of business licenses for the year 1929 came up for discussion at this time. Alderman Schlagel maved that the Chief of laolice be instructed to arrest all merchants who'had not obtained their Cigair and Cigarette License for the year of 1929. Alderman Collet seconded this motion. Alderman Kinder moved that the motion be amended to include all . business licenses for the year .1929. Alderman Lacey seconded the amended motion and the roil Vas called with the following re- sult. Alderman heesch moved that the amended motion be tabled. Alderman Knabb seconded this motion and a lengthy discussion followed; during which the Aldermen and the City Attorney expressed their ideas on the matter with the result that the motion to table carried be vote of acclamation., After which the matter was referred to the Police and License Committee, the Finance Committee, and the City Attorney for a recommendation. (Ayes) Aldermen Collet, Ahbe, Heesch, Suster, Kinder, Schlagel, Lacey Schroeder, Knabb and Enzenbacher; whereon the Mayor declared the motion carried and directed that thkproper warrants be drawn. 113 The matter of considerable oil and waste matter being notic- able in Weller Creek east of Des .Maines Menue brigge was brought up at this time and the matter was referred to the City Engineer for infestigation and a report at the next Council Meeting. There being no further business to come before the Council at this time, on motion of Alderman Iaabb, seconded by Alderman Schlagel and carried by unanimous vote the Council adjourned to meet again in an adjourned meeting to be held Wednesday evening March 5tb,1930 for the purpose of considering the question of a special tax for the maintainance of a paid Fire Department, and the submission of this question to a vote of the people. Mayor Hammerl explained that this was an adjourned meet- ing of the City Council being held for the purpose of considering the passage of an ordinance submiting to tne voters a proposition for the maintenance of a paid fire department, and such other business that might come before the Council at this time. Alderman Khan) stated tnat an Alderman from the City fof Park Ridge had inquired of him if it would be possibe for the City of Park Hidge to borrow the Sewer cleaning machinery owned by theCity of Des Plaines. After a short discussion the City Clerk was directed to write the Chairman of the Sewer and Drain- age Committee of the City of Park Ridge informing him that he \ was welcome to use such machinery as we had without charge what Nso ever. There being no further business to come before the Council at this time, on motion of Alderman Knabb, seconded by Alderman Buster same adjourned; to meet again in an adjourned meeting to be held Monday evening March 10th,1930 at the hour of 9 o'clock P.
