February 19, 1930 To the Officials of Municipal Corporations in Cook County: At the meeting of municipal officials of Cook County last Saturday the following Committee Report was adopted: "The Committee recommends that the Illinois Municipal League invite each Coot{ County municipality to appoint a committee of three or five members, to consist of the executive head of the municipality and influential citizens who are not directly connected with the local government. It is suggested that this comliittee worx together with a two -fold purpose: (1) to secure the sympathetic understand- ing and cooperation of the newspapers, so that the position of the municipalities and municipal officials may be pre- sented tb and comprehended by the public; (2) to cooperate with the assessors and the Board of Review with a view to speeding them in the correction and completion of their work.° On behalf of the municipal officials in Coot{ County, therefore, 1 would request that you, as executive head of your municipality, act as chairman of a special committee on this subject, with such other members of the committee as you desire to appoint, and that this committee meet with the members of the Cook County Board of assessors and Beard of Revive, using your gond offices to urge them to expedite the work of re -valuation, and the re-assess-ment and the levy- ing of taxes. After a thorough discussion of the present si#ation, it was the consensus of opinion of the munici- pal officials present at last Saturday's meeting that the only way out of the present situation is to complete the re- assessment and begin the collection of taxes. Apart from the necessity for immediate action on the above matter, the officials of municipal corporations should keep in mind that there are some rather fundamental legislative changes needed. A special committee of the Illinois Municipal League is working on this angle of the matter if you have any suggestions as to what should be done to stabilize municipal cre- dit and prevent the recurrence of a similar situation in the future, kindly send them to Alexander H. Marshall, Attorney (Chairman, Special League Committee) los,. La Salle Street, Chicago. Very truly yours, Thos. H. Bartlett 4.
