02/17/1930MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HFT,D IN THE COUNCIL CHAMBERS ON THE 1`t to DAY OF FEBRUARY, AT THE HOUR OF 8.'0-0 O'CLOCK P. M. Mayor Hammerl called the meeting to order with Alder- men Collet, Ahbe, Heesch, Suster, Schlagel, Kinder, Schroeder Lacey, tina.bb., and Enzenbaaher answering to *loll Call. Alderman Collet moved that the minutes of the reg- ular meeting veld February 3d, 1930 be approved as written. Alderman Ahbe seconded this motion and the same carried ay Vett of acclamation. The report of the City Collector covering collections to February ibth, 1930,waz read and referred to the :Finance Committee. The Judiciary and Assessment Committee had no report to make at. this time. The Police and License Committee had no report to make at this .�t ime . The Streets and Sidewalks Committee had no repott to matte at this time. Alderman Schlagel submitted the following report far the Public Works, Fire, Building and City Plats Committee. February 17, 1940 To the Mayor and City Council* Your Committee on Public Us, Bids, Fire and City Plats have agreed with the Police and License Committee to place Mr. Wni. Koening jointly on the Public Wks, & Police Committee at a salary of #100.00 per month.(dividedequally) This agreement to take effect as of Feb. 15th, 1930 John Buster Chas. J. Schroeder George M. Enzenbacher Edd. R. Schlagel Henry Heesch Signed, Committee Alderman Schlagel Moved that the report of the Committee be accepted. Alderman Buster seconded this motion and the same carried by vote of acclamation. ,The following letter from the Fire Department was presented at this time. Ald. Chas. Schroeder, Chairman of .Fire Committee Des Plaines, 111. Dear Sirt There is no reason that we can see, why the City Council cannot at all times collect money justly due them, when authorized by state law, We are attaching hereto a copy of the Law and form called "Insurance Agents Annual Report" which we believe can be secured from 98 the Office of the State Fire Marshall at Springfiei.. ire wish you would present this information t, the City Council at their next stated meeting, and have them instruct the City Clerk's office to make a study 'and canvass for all persons or agents writing insurance on Des Plaines Property through Foreign companies, furnish them with these forms, and ask them to remit to the City of Des Plaines, during the month of July, as is perseribed by las. We are sure that if this is followed out and if collections are made in proportion to those of other cities, the burden of financing the Fire Fund would be placed greatly at ease. We also wish that the Council would make a singular and individual Committee of the Fire Depart- ment, separating it from "Fire, Buildings Plats & Public Works) , and also keep a separate accounting of its funds. L.SPIEGLER, Sec'y Considerable discussion followed relative to changing -the City Code to conform with the request of the Fire Depart- ment. Alderman Schroeder moved that the matter be referred to the Attorney for his opinion regarding a change of the Code. Alderman Knabb seconded this motion and the same carried by vote of acclamation. The Sewer Drainage and Sanitation Committee had no report to make at this time. The later and grater Mains Committee had no report to make at this time. The following Petition addressed to the comissioner of Maine Temnahip Highways was presented at this time and en motion of Alderman Schroeder seconded by Alderman Schlagel same was referred to the Comissioner of Highways by -the follosP ing vote *Ayes" Collet, Ahbe, Heesch, Buster, Sehlagel, Kinder Schroeder, Lacey, Knabb, and Enzenbacher. A. Municipal Street Lighting contract baiweenq_;-the Public Service Company and the City of Des Plaines was read and referred to the Streets and Sidewalks Committee with the Judiciary and Assessment Committee for a report onsame. The Bond of the General Outdoor Advertising Company was presented and referred to the Judiciary and Asaesdment Committee for their approval. Alderman Schroeder Brought u the matter of changing the drive way of the Standard Oil Co. on Webford Ave. in Order to protect an inlet at this point which the heavy trucks had destroyed. The question of relocating the inlet was referred to the Streets and Sidewalks Committee for a report. STATE OF ILLINOIS SS COUNTY OF C 0 0 K ) TOWN OF M A I N E) TO THE COMMISSIONER OF HIGHWAYS of the aforesaid Town: We, the undersigned petitioners and land owners, re siding in said Town of Maine and owning land and re^iding witin two miles of a new read which is proposed to be laid out, whifch new road is described as follows: • Fifty (50) feet on each side of the section line bEtween Sections 17 and 18, Township 41 North, Range 12 East of the Third Principal Meridian, extending from the South Easterly Right,'of Way line of the Chicago &•Northwestern Railroad (Des Plaines Valley Line) Northerly to the Northeasterly Right of Way line of the Chicago & Northwestern Railroad (Wisconsin Division I and from the Northeast ly Right of Way line of the Public Highway known as the Northwest Highway, Northerly to the Southerly Right of Way line of the public highway, known as Seegers Road. DO HEREBY PETITION YOU to lay out a raad across the along the "lines above described in land and directs. the manner that the law DATED AT Des Plaines, Illinois This twenty Fifth DAY OF September A. D. 1929. Alderman Heesch stated that the Finance Committee still had under advisement the matter of changing the business license fees. The Committee would submit a report on these at a later date he stated. Alderman seconded this motion and the roll was called with the following result, Ayes° Collet, Ahbe,, Heesch, Seater, Schlagel, Kinder, Schroeder, Lacey, Knabb, and Enzen- baCher. Whereon the Mayor declared the motion carried and dir- ected that the proper warrants be issued. Alderman Heesch as Chairman of the Finance Committee requested the various Committee Chairman to return their request sheets for the annual Appropriation ordinance as noon as pos- sible in order that the Finance committee might complete their work. The question of discontinuing the lighting of the various subdivisions was brought up at this time. After considerable discussion the matter was referred to the Finance Committee and the City Attorney for a report as to the proper method to procedure. The matter of the appointment of the night fireman was left with the Public Work Building, Fire and City Plat Committee for a written report and recommendation. Alderman Enzenbacher reported the crossing, at Prospect Ave. and the Soo rine as being in oerd condition and requested ti'# t the same be reported to the Soo Line Officials. There being no further business to come before the City Council at this time on motion of Alderman iieesch seconded by Alderman Schroeder same adjourned to meet again Monday evening ,February 24th, at 8:30 P. M. for the purpose of considering certain ordinances and certain other matters that might comb before the City Council. /02;-4. City Clerk.
