MINUTES OF AN ADJOURNED MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS ON THE 2`t to DAY
OF JANUARY, AT THE HOUR OF 9 O'CLOCK
P. M.
Mayor Hammers called the meeting to order with Aderman
Collet, Ahbe, Heesch, Suster, Schlagel, Schroeder, hinder, Lacey,
Knabb and Enzenbacher answering to roll call.
Mayor Hammer reported tnat this was an adjourned
meeting for tne purpose of nearing a report of the Finance
Committee realative to their recommendation regarding steps
to be taken to adjust Special Assessment accounts and to
consider such other ausiness that might come-nefore the Council
at this time.
A.iderman€eesch stated that tne Committee was not
prepared to make their report but would present same next Monday
evening at the regular meeting.
The following letter from the Fire Department was
presented and read:

& Members of the City Council,

Thi time has come when it is practically impos—
sible to render to our City the efficient service,
we feel we nave in the past, without tne aid of a full
time paid fireman for night duty, one who can operate
the trucks, who also knows how to Operate the chemicals
and pumps and knows their mechanical construction.
Ye believe that with such a party on duty through—out
the night, we would save the community many times his
salary.
The w riter has been in consolation with bgtn
Alderman Schroeder, Chairman of tne Fire Committee
Alderman Suster, Chairman of the Police Committee,
and the Chief of Police, and we wish to present the
following, which rias met with the approval of these
three gentlemen. That the flight Seargent, Officer
lioenig, be transfered from the corn ined Police & Fire
Departments to the Police Department, and tnat tne
Fire Chief be invested with the power to employ the
necessary man to meet our requirements as night fireman.

Alderman Schroeder recommended that tne request oe granted.
Alderman Heesch thought that the man should not oe appointed
without the approval of the Council and also that the matter
should be taken up with the Finance Committee and the Police
Committee relative to Salaries to be paid. Considerable
discussion followed in which several of the Aldermen took part,
bringing out the fact that the Council was in favor of putting
on a man that was able to Keep tne trucks in repair and also to
get the trucks to tne location of tne fires during the night.
Alderman Kinder stated that the Fire Department in his estima-
tion paid the greatest dividents of any Department of the City
Government and in his estimation this request should be given
attention. The Mayor referred the matter tis the Police &
License, Public Works, Fire, Buildings and City Plats and the
Finance Committees for a report at the next meeting.

AN ORDINANCE
AMENDING *THE MUNICIPAL CODE OF THECITY OF
DES J LAINES OF 1928* BY ADDING ARTICLE l 4
CONTRACTORS TO CHAPTER 18 THEREOF, WHICH
ARTICLE REGULATES THZ CONDUCT OF CERTAIN
TRADES AND OCCUPATIONS IN THE CITY OF DES
PLAINES, AND PROVIDES PENALTIES FOR THE
VIOLATION THEREOF.
Alderman Schlagel moved that the Ordinance be passed as read.
Alderman Collet seconded this motion and a short discussion foll-
owed. Alderman Kinder stated that this was merely a means of
raising revenue for the City and was notning more than what
could be classed as a racket. Alderman Heesch stated that the
City Council was not ta the racket business and the Ordinance
was drafted for the protection of local contractors. Following
the discussion the roll was called with the following result
*Ayes* Aldermen Collet, Ahbe, heesch, Suster, Schlagel, KIabb,
Schroeder, Lacey and Enzenbacher. Alderman Kinder voting "Nage*
whereon the Mayor declared the motion carried and the Ordinance
passed as read.
Alderman Schlagel moved that the Ordinance be published
in the next issue of the Suburoan Times according to law.
Alderman Knabb seconded this motion and the roll was called with
the following result *Ayes* Aldermen Collet, Ahbe, Heesch, Buster,
Kinder, Schlagel, Schroeder, Anabb, Lacey and Enzenbacher. None
voting *Nage* the Mayor declared the motion carried and directed tiNk
mem the publication.
Alderman Enzenbacher brought up the matter of placing
sand or cinders on the Railroad crossings. Mayor Hammerl re-
ported that this matter had been taken care of by the Railroad
Company and the matter was dropped for the present.
Engineer Jenkins reported that he had taken the matter of
changing the State Population signs, up with the division of
Highways and received a request for the official population as
certified to by the latest School census. He reported that
these figures were being obtained and would be sent to the
State as soon as possible.
Alderman Heesch brought up the question of the tax
situation and stated that he was disatisfied with the report
r. Malone had given at the meeting a week previous and -he
Mthought the Council as a body should investigate the situation
further.

Several mistakes were brought out by members of the Council and
citizens that were present and the matter was left with Mayor
Hammerl and Alderman Heesch and Enzenbacner to further invest-
igate the matter of inequalities in the reassessment of real
estate in Des Plaines.
Fire Chief Axel Pettersen addressed the Council for.
a'few minutes regarding the request made during the earlier
part of the meeting. He stated that the City of Park Ridge
was employing two night men and one day man to take care of
their Fire Department and he was of the oppinion that the
Des Plaines City Council could afford to at least put on one
night man. Alderman Heesch stated that the Council 'as trying
to opperate as economical as possible until such time as tax
money was available. He stated he was not oppossed to the pro-
position but was oppossed to adding more expense at the present
time.
There bdng no further business to come before the
Council at this time Alderman Schalgel moved that the meeting
adjourn. Alderman Knabb seconded this motion and the same
carried by vote of Acclamation.
