ney was presented to the council at this time..

estimate as to the cost of such proeeedirig, together with
a proposition for the handling of the same.
The coat of this- proceeding Will—involve—both
my services and the cost of -obtaining' title searches On
each forfeited lot. Therefore, I will treat the items of
expense separately.
I have -negotiated -with the Chicago Title and'
Trust Company for the furnishing. of title- searches on' stT
ficient forfeited properties in this County` so irs to enable
us to obtain a minimum price for the doing of this service,
We will be able to have the examination- made by
the Chicago Title and Trust—Company—at the—rate-Of approxi
mately $12,50 per lot for the lots submitted; these- lots
being all of the forfeited lois in Riverview, totaling
approximately 340 lots. In addition to this charge of the
Chicago Title and Trust "Company, there will b'e_ a Charge for
the forfeiture on each lot. It is impo'ssiba at' tY i3" time.
to determine what this cost will be'or how many forfeitures
there are, as this would require a search -of recorde''and
thecxp;ense of such search would not periritTof -an estimate.
However, I am confident that a reasonable charge Will -be
made by the -Chicago Title and Trust.Company so that we will
be able to obtain the complete search. together with for-
feiture records for a figure under $20.00 per lot. -A -satis-
factory arrangement-, I am sure, can bb mane with the Chicago
Title and Trust Company as to extended credit so as to
enable the work to progress presently.

As to thesecond brandh- ofthis work, I1ii1
willing to handle the foreclosure proceedings; tdiatig- date --
of the preparation of all petitiOns, Ordets-and necessary
legal work in connection with the -handling Of the matter,
entry of decree and attending sale -for the sum of 43400. per
lot. This proceeding would-be a proceeding for the'fore--
closure on g eneral taxes under the -superintendence of the
State's Attorney. All of the work, of course, Wouid-haVe' to
be handled through our office,'as-the State'S-Attorney will
only take care of the signing of such papers as may be
necessary.
There would, in addition to these two items, be some
small expense to the City which the City would have to
advance and would be able torecover back out of the sale
price. There is strictly no way in which the City of Des
Plaines can recover the cost of abstracting title service
and attorney fees. Other expenses may be recovered back.
I am satisfied that the total expense would be less than
$60.00 per lot. Some arrangement can be made, I am satisfied,
for lessening this expense to the General FUnds of the City,
although, if this proposition was to be accepted, it would
have to be with the understanding that the fees were to be
paid for out of the General Punds-of the City, and if lam
able, through any negotiations, to lessen this burden on the
City, I will be glad to do so.
In view of the fact that real estate -transfers and
improvements are at low ebb at this time of the year, I am
anxious to undertake this work immediately if we are to handle
the same. The above proposition would be impractical at any
other time of the year than at the present time. In view of
the fact that during these months, our office force and also
crowded, we would undertake this work at this time at the
figures above given.

Following the teading-of the letter Aldermareuvesch
presented the following Resolution.
RESOLUTION
WHEREAS, the City of Des Plaines has requested
the Chicago Title and Trust Company for an estimate
as to title search and list of necessary parties for
foreclosure on all forfeited lots in the portion of
the City of Des Plaines known as Riverview; and
Whereas, THE Chicago Title and Trust Company
has made its estimate of the said cost and has agreed
to perform the said service for the sum of $12,50 per
lot plus a minimum charge for foreclosures; and
WHEREAS, David B. Maloney has •offered to CM..
plete the said foreclosure proceedings ata price
which makes it reasonable and desirable for the City
of Des Plaines to proceed with the said viork.
BE IT, THEREFORE, RESOLVED that the City Clerk
of the City of Des Plaines be and he is hereby author-
ized, empowered and directed to make application in
behalf of the City of Des Plaines to the Chicago Title
and. Trust Company for title search and the names of
necessary parties for foreclosure proceedings, and
such other examinations and services as may be
necessary to carry through foreclosure proceedings
upon three hundred forty (340) lots *ore or less in
Riverview, and that the said City Clerk -Of the -City.
of Des Plaines be and he is hereby authorized -to
make agreement with the Chicago -Title and-TrUst Com-
pany for some extended credit on the doing of the
said work.
BE IT FURTHER RESOLWKD that this Resolution
Shall be in full forceand effect from and after its
passage and approval thereof according to law.

After considerable discussion realtive passing -the above resultion,
Alderman Knabb moved that the resultion be passed -as -read. '
Alderman Schlagel seconded this motion -and the roll was called with
the following result *Ayes* Aldermen Collet, Ahbe, Keech, Suster,
Schlagel, Kinder, Schroeder-, Lacey, Khabb and EnzenbaCher.- NO-ni
voting- *Nay" the Mayor declared the motion carried and the resol-
ution NNANXINIadopted.
Alderman Heesch as Chairman of the Finance Committee
presented the following Resultion.
RESOLVED THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND
CITY CLERK BE AUTHORIZED TO ISSUE THE
PROPER WARRANTS ON THE CITY TREASURER
IN PAYMENT OF THE SAME.

Alderman Schroeder moved that the resultion be adopted. Alderman
Collet seconded this motion and the roll was called -with the-
following result "Ayes"- Collet, Ahbe, Heesch, Suster, Schlagel,
Kinder, Schroeder, Lacey, Knabbb-and Enzenbacher, None voting
"Nay" the Mayor declared the motion/1 carried and directed that
the proper warrants be issued.
There being no further -business to come before the City
Council -no motion duly made, seconded and carried the meeting
adjourned

RESOLUTION
WHEREAS, W. S. Moore, has heretofore, on the 8th
day of January, 1930, recovered judgment ai.ainst the city
of Des Plaines for the sum of Two Hundred Seventy-four
Dollars and. Seventy-si;: cents ($274.76) in the Circuit
Court of Cook County: and
WHEREAS, THE TIME FOR APPEAL and presenting of
appeal bond and bill of exceptions has expired, and that
the time for the review of the said judgment according to
law has expired, and that the said judgment has become
final; and
WHEREAS, the said W. S. Moore desires to have
waiter of appeal in error on the said judgment.
BE IT, THEREFORE, RFSOLVED by the City Council of
the City of Des Plaines that -Javid 3. aloney, attorney
for the City of Des Piairea oe and he is hereby authori-
aed and directed to make an execute a waiver of appeal
in error in the above proceedings and to deliver the
said waiver of appeal in error to the said W. S. Moore,
the owner of the said judgment.
BE IT FURTHER RESOLVED that this Resolution shall
be in full force and effect from And after its passage
and approval thereof.
