10/21/1929MINUTES ' O F THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS ON THE 21ST DAY OF OCTOBER, 1929, AT THE HOUR OF 8:00 O'CLOCK P. M. Mayor Hammerl called the meeting to order with Aldermen Collet, Ahbe, Heesch, Kinder, Schlagel, Lacey, Schroeder, Knabb and Enzenbacher answering the roll call. Alderman Buster being absent. Alderman Schlagel moved that the minutes of the regular meeting held October 7th be appuoved as written. Alderman Lacey seconded this motion and the same carried by vote of acclamation. The .ludiciary and Assessments Committee had no report to make at this time. The Police and License Committee submitted the follow- ing report: Des Plaines, Illinois, Oct. 21st, 1929. To the Mayor and City Council: Your Committee on Police and License has investigated the above and has found: A Change in rates is necessary and will put the Taxi Gabs on a basis whereby it will eliminate arguments in regard to charges of fares for passengers, and will allow the Taxi operator a fair profit. We, your Uommittee on Police and License, therefore recommend: That an ordinance be passed regulating Taxi Cabs and rates as per letter attached. Signed, Committee, u. M. Enzenbacher Henry Heesch Alderman Schroeder moved that the report of the committee, be accepted and that the City Attorney be instructed to draft an ordinance establishing the revised rates of fare. Alderman Knabb seconded this motion and the roll was called with the following results: Ayes, Aldermen Collet, Ahbe, Heesch, Linder, Schlagel, Lacey, Schroeder, Knabb and Enzenbacher. None voting Nay, the Mayor declared the motion carried. The Streets and Sidewalks Committee had no report to make at this time. The Public Works, Fire, Building and City Plats C ommittee had no report to make at this time. The Sewer, Drainage and Sanitation Committee had no report to make at this time. The Water and Yater Mains Committee submitted the follow- ing report: Des Plaines, Illinois, Oct. 21st, 1929. To the Mayor and Uity Uouncil: We, your Committee on Water recommend: That the request of the Board of County Commissioners be granted. A permit be issued and work done under the supervision of the Superintendent of Public Works, and that no other taps to be made off of this extension by none other than the County and for their own use. Alderman Ahbe seconded this motion and the same carried by vote of acclamation. Second reading of: AN ORDINANCE AUTHORIZING THE CHICAGO AND NORTHWESTERN RAILWAY COMPANY TO CONSTRUCT, MAINTAIN AND OPERATE ONE ADDITIONAL MAIN TRACK OVER AND ACROSS SEEGAR ROAD AND MOUNT PROSPECT ROAD IN THE CITY OF DES PLAINES, ILLINOIS. Several of the Aldermen questioned the standing of the North- western Officials on the matter of moving the freight depot, and the City Attorney reported that none of the officials were objecting to the opening of .611inwood Street, which if carried to completion would move the freight depot from its present location. Following the Attorney's report, Alderman Kinder moved that the Ordinance be passed as read. Alderman Collet seconded this motion and the roll was called with the following results: Ayes, Aldermen Collet, Ahbe, Heesch, :Under, Schlagel, Lacey, Schroeder, Knabb and Enzenbacher. None voting Nay, the Mayor declared the motion carried and the Ordinance passed as read. The City Clerk presented and read the following summons: State of Illinois, ) The People of the State County of Cook. ) ss' of Illinois, To the Sheriff of said County, Greeting: We Command You That You Summon City of .yes Plaines, a Municipal Corporation. if it shall be found in your County, personally to be and appear before the Circuit Court of Gook County, on the first day of the term thereof, to be holden at the Court House in the City of Chicago, in said Cook County, on the third londay of November, A. D. 1929, to answer unto Flora Schmohl, in a plea of Trespass to the damage of said plaintiff, as it is said, in the sum of Ten Thousand Dollars. And have you then and there this writ with an endorsement thereon in what manner you shall have executed the same. Witness: THOMAS 0. The above summons was referred to the City Attorney for his attention. First reading of: M ORDINANCE PROVIDING FOR THE OPENING AND EXTENDING OF ELLINWOOD STR +,r+;T, THE CONSTRUCTION OF A CONNECTED SYSTEM OF COMBINED SANITARY AND STORM WATER SEWERS ARID A CONNECTED SYSTEM OF CAST IRON WATER MAIN SUPPLY PIPES, IN ELLINWOCD STREET, IN THE CITY OF DES PLAINES, COOK COUNTY, ILLINOIS. Alderman Heesch moved that the Ordinance be put on for passage on first reading. Alderman Schroeder seconded this motion and the roll was called with the following results: Ayes, Aldermen Collet, Ahbe, Heesch, Schroeder, Knabb and Enzenbacher. Alderman Kinder, Schlagel and Lacey voting Nay. Alderman Knabb then moved that the Ordinance be passed as read. Alderman Schroeder seconded this motion and the roll was called with the following results: Ayes, Aldermen Collet, Ahbe, Heesch, Schroeder, .Knabb and Enzenbacher. Alderman Kinder, Schlagel and Lacey voting Nay, whereon the Mayor declared the motion carried and the Ordinance passed as read. Alderman Schroeder then brought up the matter of the appointment of a new Municipal Band Committee. The City Clerk reported that to date he had not received the resignations re- quested by the City Council at the last regular meeting. Alderman Schroeder moved that the old committee consisting of Mr. Anthony Paroubek, kr. alter C. Oehler, and Mr. H. T. Bennett be discharged according to a resolution to be presented at the next Council meeting. Alderman Knabb seconded this motion and the roll was called with the following results: Ayes, Alderman Collet, Ahbe, Heesch, binder, Schlagel, Lacey, Schroeder, Knabb and Enzenbacher. None voting Nay, the Mayor declared the motion carried and the committee as discharged. in place of the Citizens Band Committee just discharged Payor Hammerl appointed James Johnston, A. D. Flentge and J. P. Eaton to fill the vacancies. The matter of turning on the Street lights in Cherry Highlands was considered at this time and the City Clerk was in- structed to write Loeb & Hammel the owners of the property relative to a deposit covering the cost of lighting this subdivision for the coming two years. Alderman Enzenbacher reported that the Lott Wholesale G; eery Company had broken the sidewalk at the corner of Mannheim and Prospect Avenues and he requested the City Clerk to write them at Forest Park asking them to make the necessary repairs to the damaged walk or send sufficient money to cover the cost of making these repairs. Considerable time was spent discussing the matter per- taining to Board of Local Improvements affairs regarding the sidewalks on Algonquin Road. The question was left with the City Attorney to adjust with the property owners. Alderman Heesch as Chairman of the Finance Committee presented the following resolution. RESOLVED THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AUTHORIZED TO ISSUE THE PROPER WARRANTS DRAWN ON THE CITY TREASURER AND CHARGED TO THE PROPER FUNDS IN PAYMENT OF THE FOLLOWING ACCOUNTS. None voting Nay, the Mayor de- clared the motion carried and the resolution adopted and further directed that the proper warrants be drawn in payment of the bills.
