1006195210/6/52 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS MONDAY, Oct. 6,1952 at 8:00 P.M. ROLL CALL. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Alderman Hansen, Wolf, Tures, Schallawitz, McKay, and Morava responding to roll call. OFFICIAL REPORTS... The Clerk submitted the monthly reports of Treasurer Barrett, Commissioner Rieck and City Clerk. Engineer Fletcher report on Lee Street Alley. The Clerk read the following letter: October 6, 1952 Honorable Mayor and City Council Des Plaines, Illinois Gentlemen, Sometime ago the matter of an Alley in the block between Center Street and Lee'Street, north of Thacker and south of Ellinwood Street was referred to me. I have studied the proposed alley in relation to the probable use of the adjoining property and I herewith submit a blue 'print showing the location of the Alley as recommended by your City Engineer. In general the proposed alley would accupy the rear twenty feet of the lots north of Prairie Avenge fronting Center Street and south of Prairie Avenue would occupy the southeasterly 20 feet of the northwesterly 145 feet 'of the lots facing Lee Street. This would leave a depth of 125 feet for the lots facing Lee Street south of Prairie Avenue. Two outlets are provided between Prairie Avdnue and Thacker Street, one to Lee Street and one to Center Street. I assume that the approval of the Plan Commission will be required before the land can be acquired and I am attaching hereto an additional blue print for the Plan Commission. Nletcher City Engineer The Mayor refered on plat to the City Attorney to check with the Title and Trust Co. on ownership of title to all the property involved, and one plat for the Plan Commission for their approval to consult with the Street Committee; APPROVAL OF MINUTES. The motion was made by Alderman Morava and seconded by Schallawitz to approve the minutes of September 15, 1952. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. PLAN COMMISSION REPORT ON REQUEST for alley on Illinois St. The Clerk read the following report: Your Plan Commission has investigated the above and has found+ --- That the requested alley does not conflict with any objective of the Plan Commission. That the alley would be located on land now owned by the Park Board. who would be required to sell or lease, or otherwise grant use of a strip of land lying along their western boundary, to the petitioners. In the absence of objections to the project on the part of the Plan Commission, or the City Council, it would appear that negotiations should be carried on by the interested owners with the Park Board. 10/6/52 Accordingly, Mr. Wilbur A. l4eyyer, spokesman for the petitioners, was contacted and advised to negotiate with the Park Board. Mr. Ferd C. Arndt, President of the park Board, was also acquainted with the facts in the matter, and informed the Plan Commission that the Park District might be inducted to sell or lease the required property. The plan Commission has been advised that the petitioners and park officials have met, but agreement pas not been reached as yet. • Because of the location of this project,and inasmuch as the Park might also desire to use the proposed alley as a service road, the Plan Commission has no abjection to the creation of a means of ingress and egress at the rear of the petitioners parcels. On motion by Alderman Hansen and seconded by Morava the Clerk was instructed to open the bids for the improvement of Parking lots 1 and 4. The following were received: Milburn Bros. Mt. Prospect. Skokie Hailey Asphalt Co. Des Plaines, Illinois Lot #1 $ 15,256.50 Lot #2 6,794.25 'Lot #1.: $ 15,903.50 LOt #2 7,312.60 The Mayor refered the bids to the City Engineer. Alderman McKay made the following report on County Zoning hearing: October 6, 1952 Mayor and City Council: Reference public hearing Zoning Board of Appeals of Cook County Friday evening October 3rd. Property involved located West side of Curtis Street between Central Avenue and Webster Avenue, Maine Township. It developed that petitioner desired rezoning so he could construct a 4 - room apartment in the attic space of his present home, and also to build a 2 unit duplex apartment structure on a portion of the land sought to be rezoned. In addition to petitioner several other persons spoke in favor of the rezoning, and there were no objectors. I raised the question why should rezoning be necessary from R-4 to B-1 (Business) when only residential use and no business use was involved. Board explained that under County Zoning the petitioners plans, because of ground area requirements, could not be carried out under residential classification; that the classification would have to be changed to B-1, even though no business was contemplated. The area of the land under consideration for re-classification, approximately 22,500 Sgpare feet. I stated to the Board that the City of Des Plaines would not object to the re-classification. I move that this report and my action be concurred in. S. E. McKay Vice Chairman Municipal Development Commission 10/6/52 On motion by Alderman McKay and seconded by Tures the report was concurred in. Mr. Ralph Spoo was granted permission to talk regarding a parade by Boy Scouts and their house to house call to inform the people to vote at the election. He was, granted permission to have the parade not later then 9430 A.M. Alderman Behrel made his appearance at this time. Alderman Schallawitz reported about having the Bicycle ordinance amiended to allow red reflecting tape On rear of bicycle. •On motion by ' Alderman Schallawitz and seconded by Behrel the report was concurred in. The Clerk then read the first reading of the following proposed ordinances entitled: AN ORDINANCE AMENDING SECTION 21 OF ARTICLE VIII RELATING TO BICYCLES IN THE TRAFFIC CODE OF THE CITY OF DES PLAINES. AS HERETOFORE ENDED The Mayor ordered the proposed ordinance placed on file for second reading. Alderman Hansen reported that the State Highway Department intended. to place four-way stop signs on Oakton and Des Plaines Avenue. The Mayor instructed Superintendent Wernicke to check on the number of trailors at Nebel Trailer Camp quarterly.. Alderman Hansen reported regarding a building permit at 1124 Margret Street. On motion by Hansen and seconded by Morava the permit was to be issued. First Reading to Prohibit parking on portion of Thacker Street. The Clerk read for first reading the following proposed ordinance. entitled: AN ORDINANCE TO PROHIBIT PARKING ON A PORTION OF THACKER STREET. The Mayor ordered the proposed ordinance placed on file for second reading. Mil eros. a _warded bid on parking lots. Engineer Fletcher reported that Milburn Brothers had made an error which would increase their bid $750.00 but that they were still the low bidder therefore recommended that Milburn Bros. be awarded the bid at a price total for the No. 1 and No. 4 parking lots of $22,050.75. The motion was made by Alderman Hansen and seconded by Tures to approve the recommendation. The Mayor put the question and the Clerk dalled the roll with the following result: Ayes: Alderaman Hansen, Wolf, Tures, Behrel, Schallawitz, McKay and Morava. Nays: None. -he Mayor thereupon declared the motion carried. On motion by Alderman Tures and seconded by Schallawttz the Clerk was instructed to return the check of Skokie Valley Asphalt Co. First reading of ordinance on parking Laurel 4 Arlington Avenues. The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE TO RESTRICT PARKING ON A PROTION OF LAUREL AVENUE AND ARLINGTON AVENUE. The Mayor ordered the proposed ordinance placed on file for second reading. First reelkg of ordinance on parking First and Graceland Avenues. The Clerk read for first read ingthe following proposed ordinance entitled: AN ORDINANCE TO RESTRICT PARKING ON GRACELAND AND FIRST AVENUES. The Mayor ordered the proposed ordinance placed on file for sedond reading. Adopt perking'ordinance Northwest Highway. The Clerk read for second reading the following proposed ordinance, entitled: AN ORDINANCE TO RESTRICT PARKING ON A PORTION OF NORTHWEST HIGHWAY f 7.14 10/6/52 The motion was made by Alderman Hansen and seconded by Morava to adopt the proposed ordinance. The Mayor put the question and the. Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Behrel, Sehallawitz, McKay and Morava. Nays: None. The Mayor thereupon declared the motion carried. The Clerk read for second reading the proposed ordinance AN ORDINANCE ANNEXING LANDS OF COMMUNITY CONSOLIDATED SCHOOL DISTRICT NO. 62, COOK COUNTY, ILLINOIS The motion was made by Alderman Morava and seconded by Behrell to adopt the proposed ordinance., The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Wolf, Tures, Behrel, Schallawitz, McKay, and Morava. Nays: None. The Mayor thereupon declared the motion carried. Tentative approve Herzog Plat Wolf Alaonauin Roads s The Clerk submitted a plat of Herzog which the Plan Commission had tentatively approved and for Wch they must get approval of the zoning board for lots 1 to 8 inclusive for commercial use. Onmotion by Alderman Sehallawitz and seconded by Morava the Council tentatively approved the plat. Approval of bills. Alderman McKay chairman of the Finance Committee presented the following proposed resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT`FOR SAME. (Schedule of bills placed before each alderman and affixed to resolution and on file with the City Clerk.) The motion was }Wade by Alderman McKay and seconded by Behrel to adopt the proposed resolution. l he Mayor put the question and the Clerk called the roll with the following result: ayes: Alderman Hansen, Wolf, Tures, Behrel, Schallawitz, McKay, and Morava. Nays: None. The Mayor thereupon declared the motion carried. The Clerk informed the Council he had a petition with 68 signattres objecting to the widening of Algonquin Road to forty feet. The Mayor ordered the Petition placed on file until they decided to widen the street. Alderman McKay requested that the Clerk write to Chicago & North— western Railway about the blocking of Golf and Wolf Roads by their trains. The Mayor inquired about what was being done about the new well site. Engineer Fletcher said he desired to meet with Attorney Howard after the meeting regarding this matter. Adiournment..
