That due notice to the parties and to the public of this proceeding and of the public hearing therein was given as required by law and that the Board has jurisdiction of the subject matter and of the parties. 2. That there were more than seven objectors to the rezoning at the public hearing.. 3. That the highest and best use of the property is commercial. This is particularly true of lots 1, 2 and 3 which constitute the Southwest corner of Lee Street and Algonquin Road. Lots 4, 5 & 6 aro atcthe corner of lee Street and Van Buren Street which has residences across the street and West of the property in question. Mayor and City Council of the City of Des Plaines City Hall Des Plaines, Illinois Gentlemen! I have been instructed to take the neteseary legal action to install sidewalks on Wolf Road at Greenview Avenue. The first necessary legal step is the enactment of an ordinance providing for the -construction of the sidewalk at the expense of the adjoining owners through a special tax levied against them. The first requirement of such an ordinance is that it acurately define the location of the sidewalk, describe its width, materials of which it is to be constructed and the manner of construction. The ordinance also requires"a listing of the owners of the lots and the land which they own and also an estimate of cost -against them. I would recommend, therefore, that the matter be referred first to the City Engineer, so that I may have a properly accurate designation of location, dimensions and manner of construction and cost. In the direction to me, or in the ordinance, there is nothing which describes which point of the respective buildings shall be the base point.
