090219527/4 9/7/52 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, --DES PLAINES, ILL 0I3, HELD IN TAE'CCUNCTL CHAMBERS, TUESDAY, 3EPTEKBER -. 1952. at 8:00 P.M. Roll Call. The meeting was called to order by City Clerk Henrich, due to the JJayor being delayed, with Alderman Hansen, Davis, Tures, Behrel, Schallawitz, McKay, Morava, and Amok responding to roll call. Alderman Wolf was absent. On motion by Alderman Behrel and seconded by Morava, Alderman Hansen vas appointed Chairman Pro -temp. Approval of MisnAtes. The motion was made by Alderman Davis and seconded by Morava to approve the minutes of August 18, 1952. The motion was voted upon by acclamation whereupon the Chairman pro -tem declared the motion carried. Official Reports The Clerk submitted the monthly report of the Building Commissioner. Alderman Davis submitted an application for building permit by Charles Frisbie for a wilding at the Northeast corner of Prairie and Graceland Avenue. The goestion on setback of building. The Mayor arrived at this time. After considerable discussion on motion by Alderman Davis and seconded by Auck, it was approved to have the building line on Prairie Avenue the same as building at Lee and Prairie Avenue and the Graceland ' Avenue set -back the same as garage at Ellinwood and'Graceland. Chief dobnWighmm informed the Council he thought that a letter of thanks should be written to all the officials on Harry Bending case. On motion by Alderman Davis and seconded by Morava, it was requested the Mayor write the letters on information of Chief Wighas. On suggestion of Alderman Amok the Mayor appointed Alderman Auck, Behrel, and Davis as a ocmmnittee to investigate about placing a.maemorial in the City Hall for all Police and Fireman who get killed while on active service. On motion by Alderman Davis and seconded by Hansen the Council will indorse the activities for the collection of funds for Mrs. Harry Bending and son. On motion by Alderman McKay and seconded by Davis the Mayor will prepare a resolution commenting on the service of Harry Bending to be presented to Officer Bending's widow. Open bids for new well. On motion by Alderman Tures and seconded by Morava the City Clerleeen.institcted to open the bids on new well. The following bids were receivedt J. P. Miller Artesian Well Co., Brookfield, I11. $ 29,514.00 Neely, Schrmelpfenig, & Neely, Batavia, Illinois 30,122.50 3. B. Gliger & Co., Chicago, Illinois 30,258.00 Layne Western Co., Aurora, Illinois 32,652.50 On motion by Alderman Tures and seconded by Behrel the bids were refered to the watercommittee and City Enngineer to report back at the September 15, meeting. Petition property owners on Magnolia Street. The Clerk read a petition of property owners on Magnolia Streets regarding no sidewalds and condition of street. City Engineer Fletcher reported the sidewalks bad been installed and that the streets will be paved. The. Clerk read -a letter frcaa the State Division of Waterways regarding the Clerk's letter on Des Plaines River pollution stating they: had forwarded the letter to the Sanitary Water Board. Mr. Timroth of 1536 Forest Avenue was allowed to speak regarding his request for dog kennell license. After discussion the Mayor informed *co Timroth that he must abide by the kennell ordinance in order to procure a license. 9/2/52 Auproyal of Alderman McKay, Chairman of the Finance Committee presented the following proposed resolution: BE IT RESOLVED BY TBE CITY COUNCIL OF THE CITY OF DES PLAIDS, THAT THE FOLLOWING BILLS ARE DRE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (Schedule of bills placed before each Alderman and affixed to resolution and on file with the City Clerk.) The motion was made by Alderman McKay_. and seconded by Morava to adopt the proposed resolution. The Mayor put 'the question and the Clerk called the roll with the following result: Aye*: Alderman Hansen, Davis, Tures, Behrel, Schallawitz, McKay, Moravaand Auck. Nays: --None. The Mayor thereupon declared the motion carried. Mayfield Property Owners. 4s'n letter. The Clerk read a letter from Mayfield Property Ass'n. regarding the change of names of Ashland Avenue to Mayfield Drive and of Hoffman Avenue to Evergreen Lane. The County uammiasioners had changed the names without consulting the City of Des Plaines and the Commissioners had been requested to rescind their action by the City Council. After discussion and explanation by W. F. lavender, president of the Ass'n. on motion by Alderman Behrel and second by Hansen the Council approved the change of names and the Clerk was to inform the County Board of Commissioners. Request for Quit Claim Deed. 1330 Oakwood Avenue, The Clerk read a letter from David Pottishman requesting a Quit Claim Deed for Lot 8, Block 3, J. C. Bobinaon's Addition (1330 Oakwood Avenue) The Mayor refered the letter to City Attorney to draft a Quit Claim Deed. Des Plaines Nurse & Welfare Itektgp. The Clerk read a letter from the Des Plaines Nurse and Welfare regnestAdg to increase the City share of $1,500.00 per year to $2,500.00. The Mayor refered the letter to the Finance Camnittee until the new appropriation ordinance is drafted. Captain Beniaadn H= Ste. resignation. The Clerk read the following letter t August 28, 1952 Des Plaines, 111. Mayor H. G. Meyer Members of the City Council. Gentlemen: After serving 34 years in the Fire service for the City of Des Plaines, I have decided to retire from the servicce effective the first day of October 1952. Sincerely Yours, (Signed) Capt. Benjamin H. Stangor On motion by Alderman Hannan and second by Behrel the resignation was excepted with regret and the City Clerk was instructed to write a letter to Mr. Stangor. The City Clerk informed the Council he had reeiepted the auditors report on Special Assessment audit ending December 31, 1952. a On motion by Alderman McKay and seconded b y Morava the following appointments of Mayor Meyer were approvedt'Alderman Dale K. Anek as member of the Water Committee and Alderman Herbert Behrel aa Chairman of the Municipal Development Committee. Alderman McKay reported an parking on Northwest Highway at Kenny Co. building. On motion by Alderman Hansen and seconded by Morava the City Attorney�is to draft an ordinance for two hour parking on the north side of Northwest Hwy. from 20 feet east of Kenny Building to 20 feet west of Cornell Realty Building. ,a Annexation Ordinance Southeast corner,of Wolf and Algon~au*n. The Clerk read for second reading the following proposed ordinance entitled: AN QRDINACE ANNEXING CERTAIN LANDS TO THE CITY OF DES PLAINES The motion was made by Alderman Davis and seconded by Morava to pass the proposed ordinance. The Mayor put the question and the clerk called the roll with the following result: Ayes: Alderman Hansen, Davis, Tures, Behrel, Schailawits, McKay' Morava, and, Auck. Nays: None. The Mayor thereupon declared the motion carried and the proposed ordinance passed. On motion by Alderman Behrel and seconded by Hawn the Board of Fire and Police Commissioners are to be instructed to make a promotion for fire department to fill vacancy of Benjamin Stanger. Also to appoint or call examination for.cne fleeman and one polio. patrolman. The Mayor refered the item of Traffic light ger north school on Des Plaines Avenue. On suggestion of Alderman Auck the Mayor refered winter parking on residential streets to the Street ‘'ommittee that is of parking on one side of street with a change even and odd numbers years with street numbers. On motion by Alderman McKay and seconded by Morava. the Council approved that Manilow Corporation be allowed to vacate the alley they requested providing thep pay the twenty cents per foot according to resolution on alley vacation. Alderman Schailawits requested the Clerk write to the Chicago and Northwestern Railway about train whistle blowing on Belt Line. ti , _ . The motion was made by. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawits, Morava, and Auck responding to roll call. Alderman McKay was absent. - Minutes. The motion was made by Alderman Morava and seconded by Schallawitz to approve the minutes of Sepeenber 2, 1952. Alderman Auck called attention to the error of date on -minutes being September 7. The notion was voted upon by acclamation whereupon the Mayor declared the motion carried and minutes approved with oarNotion made. Official aA The Clerk submitted the reports of City Treasurer and_Clerk for ut. apt. Wernicke reported the shortage of water and recommended that sprinkling be allowed on Wednesdays and Sundays-.
