05051952Alderman Behrel reported the Finance and Public Protection
Committees recommend the Police Reserves be insured on the basis as outlined
in Mr. Lauerts letter attached at a cost of approximately $125.00 per year
for up to 30 men. The motion was made to concur in the report by Alderman
McKay and seconded by Alderman Behrel. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Aldermen Hansen,
Davis, Wolf, Behrel, Schallawitz, McKay, Clement, Morava and Auck. Nays: None.
The Mayor thereupon declared the motion carried.
Alderman McKay reported the following on parking meter advertisement:
Your Committee on Finance recommends that the City of Des Plaines
.endeavor to augment its revenue through advertising on parking meters;
and that the City Attorney draw up an agreement between the City -and the
Metered Sales Company of Northern Illinois based on the attached suggested
contract, including satisfactory cancellation clauses, minimum monthly
guarantee, provision for public liability insurance by Meterad, and specifying
approval of City must be obtained for any and all advertising inserts before
being placed in meter devices.

Oa motion by Alderman McKay and second by Alderman Davis, the report
was concurred in.
After some discussion on flag being half-mast for veterans, the Mayor
referred to the Public Relations Committee to report veteran deaths.
TO ADVERTISE BIDS FOR NEW POLICE SQUAD CAR.On motion by Alderman
Behrel and second by Alderman Hansen, the Clerk was instructed to advertise
bids for a new police squad car with a trade in on a 1949 Chevrolet. Bids
to be returned by May 19, 1952.
On request of Alderman Hansen, the City Clerk was instructed to
write to C. & NW. RWY. to instruct the trainmen to sweep their cars out on
the Companyts property.
ADJOURNMENT. The motion was made by Alderman Behrel and seconded
by Alderman Hansen to adjourn. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the Council regularly
adjourned.

CALL TO ORDER. The meeting was called to order by Mayor Kenneth
G. Meyer, who presided with Aldermen Hansen, Davis, Wolf, Tures, Behrel, McKay,
Clement, Morava and Auck, responding to roll call. Alderman Schallawitz
was absent.
APPROVAL OF MINUTES. The motion was made by Alderman Morava and
seconded by Alderman Wolf to approve the minutes of the regular meeting of
April 21, 1952 and adjourned meeting of April 28, 3952. The motion
was voted upon'by acclamation, whereupon, the Mayor declared the motion
carried.
OFFICIAL REPORTS. The Clerk submitted the reports of the Building
Commissioner and Clerk for April.

Mrs. K. Jiencke of the Des Plaines Garden Club was granted permission
to talk. She requested an inspection be made of the shrubery at Pearson
and Miner Streets, regarding damage due to excavation. The Mayor informed
Mrs. Jiencke that he would instruct Superintendent Wernicke to inspect
and have replacements made.
ANNEXATION OF OAKTON GARDENS DEFEATED. The Clerk read for the second
reading the following proposed ordinance entitled:
AN ORDINANCE ANNEXING CERTAIN
TERRITORY COMMONLY KNOWN AS
OAKTON GARDENS AND DEXTER ACRES
TO THE CITY OF DES PLAINES
The motion was made by Alderman Clement and seconded by Alderman
McKay to pass the proposed ordinance.
After discussion, the Mayor put the question and the Clerk called
the roll with the following result: Ayes: Aldermen Hansen, Wolf, Behrel,
McKay, Clement and Morava. Nays: Aldermen Davis, Tures and Auck. The
Mayor thereupon declared the motion lost as it required a, -two-thirds vote of
the entire council.
GARLAND REZONING ORDINANCE DEFEATED. The Clerk read for the second
reading the following proposed ordinance entitled:
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE CITY OF DES PLAINES. ILLINOIS
The motion was made by Alderman Davis and seconded by Alderman
Hansen to pass the proposed ordinance. The Mayor put the question and
the Clerk called the roll with tae following result: Ayes: None. Nays:
Aldermen Hansen, Davis, Wolf, Tures, Behrel, McKay, element, Morava And Auck.
The Mayor thereupon declared the motion lost.
GARLAND VARIATION ORDINANCE DEFEATED. The Clerk read for the first
reading, the following proposed ordinance entitled:
AN ORDINANCE GRANTING A VARIATION
The motion was made by Alderman Clement and seconded by Alderman
Morava to suspend the rules and pass the proposed ordinance. The Mayor put
the question and the Clerk called the roll with the following result:
Ayes: Aldermen Davis, Tures, Behrel, McKay, Clement, Morava and Mick.
Nays: Aldermen Hansen and Wolf. The Mayor thereupon declared the motion
carried. The motion was then made by Alderman Auck and seconded by Alderman
Davis to pass the proposed ordinance. After discussion, the motion was
made by Alderman Hansen and seconded by Alderman Wolf to refer the proposed
ordinance to the Municipal Development Committee for study. The Mayor
referred the proposed ordinance to the Committee. Alderman Clement requested
a recess to study the proposed ordinance which the Mayor granted. After
a s#cert recess Alderman Clement reported that the Committee would like a
hearing of those present regarding their opinion on a variation. After
the hearing and discussion, the motion tas madeby Alderman Davis and
and seconded by Alderman Auck to pass the proposed ordinance. The Mayor
put the question and the Clerk called the roll with the following result:
Ayes: Aldermen Davis, Morava and Auck. Nays: Aldermen Hansen, Wolf, Tures,
Behrel, McKay and Clement. The Mayor thereupon declared the motion lost.
PATTEN TRACTOR AND'EQUIPMENT COMPANY AWARDED BID ON TRACTOR. On
motion by Alderman Behrel and second by Alderman Auck, the Clerk was
instructed to open the bids on tractors. The following bids were received:

D. D. Kennedy, Ind. Bellwood, I11. 10,077.32
R. C. Larkin Company Chicago, I11. 10,200.00
The Mayor referred the bids to the Finance and Sanitation Committees
and Superintendent Wernicke. After a recess to study bids the motion was
made by Alderman Hansen and seconded by Alderman Behrel to award the bid
to the Patten Tractor and Equipment Company at the price of $10,941.00.
The Mayor put the question and the Clerk called the roll, with the following
result: Ayes: Aldermen Hansen, Tures, Wolf, Behrel, Clement, Morava and Auck.
Nap: Alderman Davis and McKay. The Mayor thereupon declared the motion

PASS SUPPLEENTAL RESOLUTION; ON STREET LIGHTS: The Clerk read
the following letter:

Des Plaines, Illinois
Gentlemen,
Last December a resolution was passed by your Honorable
Body setting up a 5 year street improvement program. .
Included in this 5 year program was street lights for the
business district, however, at that time only Ellinwood and Miner Streets
were mentioned in the resolution. In view the fact that we wish to
install lights on Pearson, Lee, Center and Prairie in addition to
those on Miner and Ellinwood, it is necessary that -a resolution be passed
including these streets as per the attached sheet marked "Supplemental
Long -Range Plan".

resolution was adopted.
On motion by Alderman Davis and second by Alderman Nagy, Boy Scout Troop
27 was granted permission for a paper drive May 17, 1952.
APPROVAL OF BILLS. Alderman McKay, Chairman of the Finance Committee:
presented the following proposed resolution:

The motion was made by Alderman McKay and seconded by Alderman
Wolf to adopt the proposed resolution. The Mayor put the question and
the Clerk called the roll with the following result: /Ayes: Aldermen Hansen,
Davis, Wolf, Tures, Were', McKay, Clement, Morava and kick. Nays: None.
The Mayor thereupon declared the motion carried.
Alderman Clement called the Council's attention to gasoline
overflow at the bulk plant south of Meyer Cbal Company. ,The Mayor informed
the Council, the Fire Marshall and Supt. of Public Works had taken some
action regarding same.
Alderman Tures reported on the use of water for sprinkling and
requested an ordinance on hours of sprinkling. On motion by Alderman
Clement and second by Alderman Behrel, the Mayor was requested to issue
a proclamation regarding hours of sprinkling. On motion by Alderman
McKay and second by Alderman Tures the City Attorney was instructed to
draft an ordinance on hours of sprinkling.
Alderman Tures informed the Countil that he recommended the
purchase of a 1500 G.P.M. highlift pump to replace a 800 G.P.M. pump.
The Mayor referred the item to the Water Committee. On suggestion of
Alderman Auck, the Mayor referred the item of making a survey on leakage
to the Water Committee.
On suggestion of Alderman Hansen the Mayor referred the parking
on Northwest Highway, west of Golf -Wolf Roads to the Traffic Commission.
The Mkyor referred the item of having several parking meters
installed on Prairie Avenue east of Pearson Street to the Traffic
Commission.
On motion ter Alderman McKay and seconded ter Alderman
Hhnsen,'Super'intendent Wariieke was granted, permission to purchase
shrubbery not to exceed.$200.00 to be placed at the Water Plant.
ADJOURNMENT. The motion was made by Alderman McKay and seconded
by Alderman Morava to adjourn the meeting to Monday, May 12, at 8:00
P.M. The motion was voted upon by acclamation, whereupon the Mayor
declared the motion.earried and the meeting adjourned to Monday,

A suggestion has come up from the members of our Order
to convert a certain amount'of our property here for burial purposes.
It is understood, of course, that only the Sisters of the Holy Family
of Nazareth could be buried on these premises, if and when the proper
authorization is issued by the City.
Inasmuch as our property is adjoining the All Saints'
Cemetery on both sides of the road, it seems feasible to give this
matter a favorable consideration. Should there be any specific
formalities to obtain a permit for this purpose, we will appreciate
hearing from you about them.
