The Clerk informed the Council that he had received letters from the Board of Fire and Police Commissioners that the above men were appointed as of April 16, 1952. MAYOR APPOINTS POLICE RESERVE OFFICERS. On motion by Alderman McKay and second by Alderman Behrel, the Mayor's appointments of the following Police Reserve officers were approved: E. Spryison - Captain, W. Ziehn and T.R. Smith - Lieutenants, A. Baker, W. Howard, W. Eigenbrod and W. Eggers, - Sergeants. The Mayor informed the Council about settlement on parking lots. The motion was made by Alderman McKay and second by Alderman Clement, that Carl Teutsch be paid $1,000.00 for release of his easement and to reduce by $250.00 the payment of Sigwalt property upon release of easement. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Wolf, Tures, Behrel, Schallawitz, McKay, Clement and Morava. Nays: Aldermen Davis and Auck. The Msayor thereupon declared the motion carried. On suggestion of Alderman Behrel, the item of insurance for Police Reserves was referred to the Finance and Public Protection Committees. On suggestion of Alderman Behrel, the Mayor referred to the City Engineer, the item of some type. of control of Graceland Avenue traffic lights with the Fire Department. On suggestion of Alderman Behrel, the mayor referred to the City Attorney the drafting of an ordinance regarding parking in back of City Hall. On suggestion of Alderman Behrel the Mayor referred to the City Attorney the amending of ordinance regarding election signs on posts on election days, Alderman Clement requested a change in the alley vacation resolution regarding charge per lot. The Mayor referred the item to the City Attorney to redraft a resolution with a charge of twenty cents per foot on alley lot lime. ADJOURN. MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY or DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CITY HALL, APRIL 28. 1952. AT 8:00 P.M. CALL TO MIER. The meeting was called to order by Mayor Kenneth G. Meyer, wwte.presided with Aldermen Hansen, Davis, Wolf, Behrel, Schallawitz, McKay, Clement, Morava and Auck responding to roll call. Alderman Tures was absent. The Clerk read the application of the Helicopter Air Service, Inc. for landing area on Benjamin Electric Property before the State Department of Aeronautics. The Mayor ordered the application placed on file. The Clerk read the following letter: April 28, 1952 Mr. Kenneth G. Meyer, Mayor - City of Des Plaines, Illinois Dear Sir: Ci. April 25, 1952 an inspection was made by the Police, Health, and Building Officers on property owned by San and Virginia DeFiglia, 1703 Sycamore Street, Des Plaines. Building permit #3990 was issued for a detached two -car garage (came.) 201 x 201 in size on October 14, 1947. This garage has been converted into living quarters consisting of three rooms with toilet and kitchen sink. The ceiling is 618" high and there is only one available exit. The Mayor instructed the Commissioner Bieck to file a complaint. The Clerk informed the Council he had received a petition objecting to having a parking lot at Lee and Jefferson Street. The Mayor referred the petition to the Streets and Municipal De- velopment Committee's. Alderman element reported that the Municipal Development Committee had contacted'Commissioner Fred Howe and found the one member of the Zoning Board voting against the rezoning to Commercial does not feel that the'highest and best use of the property in question is other than residential.. The Municipal Development Committee therefore recommends that the property in question (Garland property on Miner St.) not be rezoned to Commercial. That the Committee takes no position at this time on the question of whether or not a variation should be granted but is willing to give this possibility full consideration. After discussion on motion by Alderman Clement and second by Alderman Behrel, the report was concurred in. On motion by Alderman Clement and second by Alderman Schallawitz, the City Attorney was instructed to draft an ordinance for a variation of the Garland property for an 'office building with a provision that the ordinance be recorded. Alderman Clement reported the following regarding the Hines Lumber Company desiring to locate on the land adjoining Cumberland Station: The Municipal Development Committee has investigated and found that there is substantially unanimous opinion among the residents in the immediate area against this proposed use indicated by the showing at the public hearing held by the Committee. A lumber yard or any other light industrial use in th, the opinion of the Committee would not be a desirable use for this property. The Committee therefore recommends that the City Clerk be directed to write to the Hines Lumber Company and advise therm^that the City Council when informally polled did not approve of the proposed light industrial usefbr this property. On motion by Alderman Clement and second by Alderman Hansen, the report was approved. eat'/ Alderman Behrel reported the Finance and Public Protection Committees recommend the Police Reserves be insured on the basis as outlined in Mr. Lauer's letter attached at a cost of approximately $125.00 per year for up to 30 men. The motion was made to concur in the report by Alderman McKay and seconded by Alderman Behrel. The Mayor put the question and the (clerk called the roll with the following results; Ayes: Aldermen Hansen, Davis, Wolf, Behrel, Schallawitz, McKay, Clement, Morava and Auck. Nays: None. The Mayor thereupon declared the motion carried. Alderman McKay reported the following on parking meter advertisement: Your Committee on Finance recommends that the City of Des Plaines endeavor to augment its revenue through advertising on parking meters; and that the City Attorney draw up an agreement between the City -and the Metered Sales Company of Northern'Illinois based on the attached suggested contract, including satisfactory cancellation clauses, minimum monthly guarantee, provision for public liability insurance by Meterad, and specifying approval of City must be obtained for any and all advertising inserts before being placed in meter devices. After some discussion on flag being half-mast for veterans, the Mayor referred to the Public Relations Committee to report veteran deaths. TO ADVERTTSE BIDS FOR NEW POLICE SQUAD CAR..On motion by Alderman Behrel and second by Alderman Hansen, the Clerk was instructed to advertise bids for a new police squad car with a trade in on a 1949 Chevrolet. Bids to be returned by May 19, 1952. On request of Alderman Hansen, the City Clerk was instructed to write to C. & NW. RWY. to instruct:the trainmen to sweep their cars out on the Company's property. ADJOURNMENT. The motion was made by Alderman Behrel and seconded by Alderman Hansen to adjourn. Alderman Schallawitz was absent. APPROVAL OF MINUTES. The motion was made by Alderman Morava and seconded by Alderman Wolf to approve the minutes of the regular meeting of April 21, 1952'and adjourned meeting of April 28, 1952. The motion was voted upon'by acclamation, whereupon, the Mayor declared the motion carried. OFFICIAL REPORTS. The Clerk submitted the reports of the Building Commissioner and Clerk for April.
