THE CITY COUNCIL, CITY OF DES PLAINES
ILLINOIS, HELD IN THE COUNCIL CHAMBERS
MONDAY, MARCH 24, 1952. AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer,
who presided with Alderman Hansen, Davis, Wolf, Tures, Behrel, Schallawitz,
McKay, Clement and Auck responding to roll call. Alderman Morava was absent.
The City Attorney informed the Council that he desired to close
the deal on Frisbie property and explained what•was necessary,
The motion was then made by Alderman Auck and seconded by Alderman
Davis that the City Attorney be authorized'to provide that if settlement
has not been made with all the property owners within six months, that the
title to property and purchase money be returned to Chas. Frisbie or
any other property owner requesting such a provision. The Mayor put the
question and the Clerk called the roll with the following result:
Ayes: Aldermen Hansen, Davis, Wolf, Tures, Behrel, Schallawitz, McKay,
Clement and Auck. Nays: None. The Mayor thereupon declared the motion
carried.
Alderman Clement reported on the rezoning hearing of Arming
property, Lee and Oakton. He said the meeting was continued for another
hearing.
The Council discussed several chapters of the City Code. The
Clerk was instructed to write to the County Coroner regarding discontinuing
the holding of inquests in Council Chambers.
The motion was made by Alderman Davis and seconded by Alderman
Hansen to adjourn. The motion was voted upon by acclamation whereupon the
Mayor declared the motion carried and the Council regularly adjourned.

APRIL 7. 1952. AT 8:00 P.M.
CALL TO ODER. The meeting was called to order by Mayor
Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Wolf, Tures,
Behrel, Schallawitz, McKay, Clement and Morava, responding to roll call.
Alderman Auck was absent.

APPROVAL OF MINUTES. The motion was made by Alderman Behrel and seconded
by Alderman Clement to approve the minutes of the regular meeting, March 17, 1952,
and the adjourned meeting, March 24, 1952. Alderman Behrel requested a correction
of the minutes. The roll call on the Parking Meter bonds had been eliminated.
With the correction made, the motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.
Alderman Clement informed the Council, there was some people present
regarding the Amling rezoning. Mr C. E. Clemens of 1338 Briar Ct., was granted
permission to talk. Due to a telephone call, on motion by Alderman Schallawitz,
and second tpr Alderman Behrel.,,Alderman Clement was appointed Mayor pro tem.
After several others were allowed to talk,on motion by Alderman Davis and
second by Alderman Morava, the question about rezoning was tabled.
OFFICIAL REPORTS. The Clerk submitted the monthly reports of
the Building Commissioner and City Clerk.
CITY ATTORNEY REPORT. The Clerk read the following letter:

Gentlemen:
In the furtherance of our campaign to enforce Building and Zoning
Ordinances through -out the City, I wish to advise that I have commenced a
suit for injunction against one JACOB HEINRICH to enjoin the continuation
of a zoning violation at 1284 Prairie Avenue. Mr. Heinrich is the owner of a
building at this address which is in a "Single Family Residence" area and is
reported to be using the premises as a two -flat building.
The suit is to enjoin continued violation of the ordinance and to require
if necessary, returning the building to a single family state by remodeling.

Alderman Hansen reported that the Street Committee had investigated
regarding traffic lights on Des Plaines Avenue and Perry Street and that they
recommended the subject be tabled until the need is apparent. On motion
by Alderman Hansen and second by Alderman Behrel the report was concurred in.
Alderman Tures reported about the purchase of a tractor. Alderman
Tures then made the motion which Alderman Hansen seconded to waive bids on purchase
of a tractor. The Mayor pro tem put the question and the Clerk called the
roll with the following result: Ayes: Aldermen Hansen, Davis, Wolf, Tures, Behrel,
Schallawitz, McKay, Clement, and Morava. Nays: None. The Mayor pro tem
thereupon declared the motion carried. The motion was then made b9' Alderman
Hansen and seconded by Alderman Davis to purchase the tractor from Mr. Osborn
at the price of $4,100.00. The Mayor pro tem put the question and the
Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis,
Wolf, Tures, Behrel, Schallawitz, McKay, Clement and Morava. Nays: None.
The Mayor pro tem thereupon declared the motion carried. Mayror Meyer returned
to the chair at this time.
The Mayor referred the building permit of the Rothery property
to the Building Permit Committee.
