AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen,,Davis, Wolf, Tures, Behrel, Schallawits, McKay, Clement, Morava and Auck, responding to roll call. OFFICIAL REPORTS. The Clerk submitted the reports of the Building Commissioner and City Clerk for December. Alderman Behrel reported about the men on the Police Reserve. On motion by Alderman Behrel and second by Alderman Hansen, the City Attorney was instructed to draft an ordinance on the Police Reserve. On motion by Alderman Wolf and second lr Alderman Morava the City Engineer and Superintendent of Public Works were instructed to draft specifications for a heating plant in the warehouse in order to advertise bids. The Mayor referred to the Street Committee, the change of parking from diagonal to parallel the west side of Pearson Street from Ellinwood Street south to the alley. Alderman Auck reported the following on the matter of issuing a permit to the Nebel Trailer Camp, for a charge to connect their sanitary sewer to City sewers.: Your Committee on SEWERS has investigated the above and has found: (a) that Mr. O'Reilly (Nebel's attorney) agrees that the City is rendering a service to the trailer park by dis- posing of the park's sanitary sewerage and that the City is entitled to a fair service charge for rendering that service, (b) that any service charge established should be retro- active to 7-1-1951, about the time these negotiations started. (c) that O*Reilly': proposal of $1 per month per trailer for the first 50 units and 50, per month per unit for the remainder is not acceptable to the Committee. In fact, it should have been set up in reverse order, i.e., a lesser amount for the first block of units and a higher amount for the greater number of units, because as the number of trailers increases, the amount of sewerage and the service performed by the City increases. 8ei+�r &Mattes Report dont' d. (d) That O'Reilly rejects the Council's proposed service charge of $1 per unit per month, which charge was determined by City Council's action. (e) That the Uity now has two courses of action: 1. accept a compromise offer at a lower unit figure, such as the 75¢ per month service charge recommended originally to the Council by the Sewer Committee; or 2. mandamus Nebel to disconnect his sanitary sewer taps to the 24" storm sewer presently in use, furnish his own sanitary sewerage disposal facilities, and be prepared to defend this action in court. 63/ 3. We, your Committee on Sewers, therefore recommend: (a) that Council rescind its previsous action insisting on a $1.00 monthly service charge per unit. (b) that Council approve the sewer Committee's previous recommendation of 75¢ per month and authorize the City Clerk to submit same to O'Reilly. (C) that there is little to be gained and much to lose by going to court in this matter. On the basis of the maximum capactity of the trailer park, (300 units), the Council's plan would produce $300, the Committee's plan $2.25, and O'Reilly's plan $175. An adverse court decision could require the City to handle the sewerage at no charge at all. The motion was made by Alderman Auck and seconded by Alderman Hansen to concur in the recoimnendation.
