G. Myer, who presided with Alderman Hansen,Davis,Wolf,Tures,Behrel,
Schallawitz, McKay,Clement, Morava and Auck responeing to roll call.

You are hereby requested to call a special meeting of the City
Council of the City of Des Plaines to be held Monday,December 10,1951,
at 8 P.M. in the City Ha11,City of Des Plaines, for, the purpose of
hearing the representations of any person desiring to be heard on the
subject of the construction of an addition to the south side sewer, pursuant
to a resolution heretofore adopted by the City Council.
This meeting will be in the nature of a public hearing

is hereby called, pursuant. to a request of Mayor Kenneth G. Meyer, to be

Municipal Building,Des Plaines,Illinois, for the following purpose:

Delivered by Kennicott, Police Department,City of Des Plaines,Illinois,
on the 8th day of December,1951.
AldermanAuck explained the present sewer system and then the
Contemplated addition. About 150 people were present and given an opportunity
to ask questions. Fifteen people asked questions or voiced their opinion
during the during the two and onehalf hours of the meeting.
ADJOURNMENT. The motion was made by Alderman Schallawitz and
seconded by Behrel to adjourn. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the meeting regularly
adjourned.

MINUTES OF THE REGULAR FETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES,ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, MONDAY, DECIN BER
17th.1951. at 8100 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth
G. Meyer, who presided with Alderman Hansen, Davis, Tures,Behrel,Schallawitz,
McXay,Clement,Morava and Auck, responding to roll call. Alderman Wolf was
absent.
OFFICIAL REPORTS. The Clerk submitted the report of Treasurer,
L.C.Barrett for November.
City Attorney Marshall reported the petitioner for County
rezoning at Ballard and Western Avenue, failed to appear so the County
Zoning Board dismissed the petition.
Alderman Clement reported on the Zoning Application hearing for
Mannheim and Devon Avenue. The petitioner desired to operate new and used
trailer business: The property owners in the Orchard Place school district
objected because this would invite more trailer homes in the district. Mr.
Eaterly and Kelley of°the school district were allowed to speak. Alderman
Clement's opinion was that as it was only a sales business he thought the
City should not object. Therefore he slid he would make no recommendation.
On the rezoning at Western and Golf Road he also made no recommendation.
Alderman Davis said he thought the City should protest so on his motion
which was seconded by Hansen that the City protest the rezoning on Mannheim
and Devon Avenue,. the City Clerk was instructed to inform the County Zoning
Board of the objection.
Alderman Schall&Wits reported that the License Committee recommended
no increase in the liquor licenses. fees. On -motion by Alderman Schalla sitz
and seconded by Alderman Morava the report was concurred in.
Alderman Auck reported that at the hearing on the south side sewer
the sentiment was about five to one against the project and that he did not
wish to approve a project which the people apposed. Alderman Auck then
made the motion which was seconded by Alderman Schallawitz that the previous
resolution of the City Council regarding this project be squashed and the
project dropped.
The motion was then made by Alderman McKay and seconded by Clement
to table the proceedings of the storm sewer. The Mayor put the question and
the Clerk called the roll with the following result: Ayes: Alderman nansen
Davis,Tines,Behrel,SchallawitsMcKay,Clement, Morava and Auck. Nays: None.
The Maycr thereupon declared the motion carried and proceedings tabled.
E.N.FLETCHER LETTER ON DOWN SPOUTS. The Clerk read the following letter:

Honorable Mayor & City Council
DesPlaines,Illinois
Gentlemen:
I herewith recommend that an Ordinance be prepared making it unlawful
to connect the down spouts of any new building to an a xisting Sanitary Sewer
or to any sewer carrying sanitary sewage.
It is wish much reluctance that I recommend such an ordinance. I
hesitate to recommend it for two reasons:
1. It will remedy nothing.
2. Ianey givemany people a false sense of security.
During the next two years, we will probably build 700 homes in the
City of Des Plaines. If we do not permit any of these homes to connect down
spouts t� the sewers we still will have times, when, due to rain or heavy
melting of snow, every drop of water will find its way to the sewer and the
flooding will be just as bad as if they had connected their downspouts.
In recommending this ordinance I have one particular area in mind,
that is the area north of Thacker Street and west of the Soo Line tracks which
will be affected when Homeric= Villas is developed. This may give this
area some relief during moat of our storms.
