CALL TO ORDER . The meeting was called to order by Mayor Kenneth
G. Meyer, who presided with Alderman Hansen,Wolf,Tures,Behrel,Schallawitz,
McKay and Auck responding to roll call.

Dear Mr. Henrich:
I, Kenneth G. Meyer, hereby call and request that you give
notice of a Special Meeting of the City Council of the City of Des
Plaines, Illinois, to be held on Friday, November 23,1951, at 8:00 P.M.,
for the purpose of hearing the recommendations of the Zoning Board of
Appeals and to transact such other business as may lawfully come
before the meeting.

The Mayor read the following recommendations of the Zoning Board
of Appeals:

Dear Sir:
The Zoning Board of appeals of the City of Des Plaines had referred
to it the application of certain residents of 1963 to 2027 Fargo Avenue,
Des Plaines, for a variation of the building setback line on their lots
backing up to Jarvis Avenue. The property in question consists of Lots 41
to 54 inclusive, Welwyn subdivision, on the south side of large Avenue.
The variation requested

is to permit the building of garages at a distance of less than twenty-
five ( 25' ) from Jarvis Street.
The Zoning Board of Appeals advises as follows:
1. That due notice to the parties and to the public of this proceeding
and of the public hearing therein was given as required by law and that
the Board has jurisdiction of the subject matter and of the parties.
2. That there were no objectors to the proposed variation at the public
hearing.
3. That property owners on Jarvis Street would not be marterially harmed
by a variation to permit garages not less than ten (10) feet from
Jarvis Street providing that ingress and egress be from Fargo Avenue
and not from Jarvis Street.
Therefore, the Zoning Board of Appeals having heard and
considered the evidence and being fully informed of the proposed variation
by a vote of five for and none against does hereby approve the variation
as indicated above.

SUPERINTENDENT E.R.WARNICKE'8 REPORT.The Clerk read the following
December 3,1951
Honorable Mayor and City Council
Gentlemen:
Following is a report and recommendation on several items of
immediate importance:
11E110 Break in 8e feeder main under the Chicago and North Western
Railroad at Seegers Rd. resulting in a loss of 1/2 million
gallons of water.
When digging down outside of the railroad tracks in preparation
to tunnel under as to repair the leak, we found that the fill
for the railroad grade contained heavy traces of cinders; and
when the pipe was uncovered it was found to be in bad condition
due to contact with the cinder deposits.
Therefore, instead of repairing this break, which in my opinion
would have to be done often in the future, I am recommending
that we install a culvert at this point and lay a new section
of pipe through the culvert. Having discussed this matter with
the water committee and finding the committee in accord with
my recommendations, I asked the City Engineer to prepare plans
and specifications for this job;and I would like to have a
resolution passed asking for bids returnable by December 17th,
1951, if the council will concure in my recommendations.
Ite 2. Because of increased cost of labor and materials, I would
recommend an increase in water permit fees from O.00 to
$50.00 for a 3/4" water service and an increase from $55.00
to $65.00 for the 1e service.
tem . Because of the increase in population it has been necessary for
some time to use Street Department personnel and a Street
Department truck to aid the Garbage Department in maintaining
their regular schedule of pick—ups. It is needless to say that
this is a hardship on an already overburdened Street Department.
Therefore, I would recommend that the Council ask for on
a new 2 ton truck complete with body and hoist for the Garbage
Department, which will enable us to split up the routes and
