MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF DES PLAINES,ILLINOIS
HELD IN THE COUNCIL CHAMBERS,MONDAY
OCTOBER 15th.1951. AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor
Kenneth G. Meyer who presided with Alderman Hansen,Davis,Tures,Schallawitz,
McKay,Clement, Morava and Auck responding to roll call. Alderman Wolf,
and Behrel were absent.
OFFICIAL REPORTS: The Clerk submitted the reports of Treasurer
and City Clerk for September. Also the Clerk's report of the the receipts
and disbursements for the first nine months of 1951.
ATTORNEY HOWARD'S REPORT ON THE S00 LINE CROSSING GATES. CITY
Attorney Howard reported that he had the contract with the Soo Line Railroad
Company regarding gates. After explanation by Attorney Howard the motion
was made by Alderman Auck and seconded by Morava that the Mayor and Clerk
be authorized to execute the contract provided the state approves the
use of Motor Fuel Tax money to pay for the gates. The Mayor put the
question and theClerk called the roll with the following result: Ayes:
Alderman Hansen,Davis,Tures,Schallawitz,McKay,Clement,Morava and Auck.
Nays: None. The Mayor thereupon declared the motion carried.
STATE DIVISION OF HIGHWAYS LETTER ON MANNHEIM S1'1 D. The Clark
read a letter from the Division of Highways stating the speed of autos
on Mannheim Road south of Howard Avenue to Touhy and that they would post
a 45 M.P.H. sign at Touhy Avenue going North in the pity. Alderman Auck
informed the Council that south of Touhy to Higgins Road they had a
35 M.P.H. limit and the C]e rk was instructed to write and suggest that
35 M.P.H. limit also be in the City Limits.
Img HANNIFIN ZONING ORDINANCE t The C4.erk read for second
reading the following proposed ordinance entitled:
AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE
CITY OF DES PLAINESIILLINOIS.
The motion was made by Alderman Hansen and seconded by Morava to pass
the proposed ordinance. The Mayor put the question and the Clerk called
the roll with the following result: Ayes: Alderman Hansen,Davis,Tures,
Schallawitz,McKay,Clement,Morava, and Auck. Nays: None. The Mayor
thereupon declared the motion carried and the proposed ordinance passed.
LITTIEFUSE REZONING ORDINANCE. On motion by Alderman Tures
and seconded by Morava that the second reading of the Littlefuse rezoning
ordinance be deferred until the next Council meeting.
On motion byAlderman Clement and seconded by McKay the Plan
Commission is to be requested to prepare a map to show the property within
the City, and adjacent to the City which is primarily suitable for industry.
APPROVAL OF BILLS. Alderman McKay,Chairman of the Finance
Committee, presented the following proposed resolution:
BE IT RESOLVED BY THE CITY COUNCIL OFTHE
CITY OF DES PLAINES THAT THE FOLLOWING BILLS
ARE DUE AND PAYABLE AND THAT THE MAYOR AND
CITY CLERK BE AND ARE HEREBY AUTHORIZED TO
MAKE PAYMENT FOR SAME.

and on file with the City Clerk.)
The motion was made by Alderman McKay and seconded by Davis
to adopt the proposed resolution. The Mayor put the quastion and the
Clerk called the roll with the following result: Ayes: Alderman Hansen,
Davis,Tures,Schallawitz,McKay,Clement, Morava and Auck. Nayst None
The Mayor thereupon declared the motion carried and the resolution adopted.
QUIT CLAIN DEED — E.R.CARLTON. Alderman McKay reported that
the Finance Committee accept the offer of $35.00 of E.R.Carlton for a Quit—
Claim Deed. On motion by Alderman McKay and seconded by Clement the
report was concurred in.
On motion byAlderman McKay and seconded by Hansen, the Finance
Committee recommendation effective November 1,1951 that offers for Quit
Claim Deeds, to be $50.00 was concurred in.
On motion by Alderman Davis and seconded by McKay that Boy Scout
Troop 27 be granted permission to have a paper drive October 20,1951 in
Cumberland Terrace and Cumberland East was approved.
WEST DES PLAINES CIVIC ASSOCIATION LETTER. ON PARKING. The
Clerk read the following letter .

The West Side Civic Association would like to bring to the
attention of the Council the parking situation on Thacker Streets from
Second to First Avenues. We believe that a sign designating "No
Parking on this side of street" would relieve congestion resulting
from parking on both sides, making it difficult to see children crossing
streets. Weld appreciate having this matter brought to the attention
of the Council at its next meeting.

to the Traffic Commission.

APPROVAL OF MINUTES. The motion wasmade by Alderman Auck
and seconded by Morava to approve the minutes of October 1,1951. The
motion was voted upon by Acclamation whereupon the Mayor declared the
motion carried.
ADJOURNMENT. The motion was made by Alderman Morava and
seconded byClement to adjourn. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried and the Council regularly
adjourned.
