The above property is presently zoned for family dwellings and subject to certain restrictions under your code. The Character of the property and of the surrounding neighbor- hood has greatly altered since the original zoning was made. On two sides of the property are exceedingly busy highways or streets and the property is no longer suitable for the use originally designated. Due to the National emergency, housing for local residents and for employees of defense plants is not only highly desirable, but a practical necessity if the normal growth of the City is desired. It is contemplated by the owner that if you will rezone the above described land for multiple family dwellings, she will erect highly attractive apartments on the site. Accordingly, my client respectfully petitions for a rezoning or change in use of the above described land to a commercial or multiple family dwelling use. Very truly yours, Francis J.
