09041951576 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF DES PLAINES, ILLINOIS,.HELD IN THE COUNCIL CHAMBERS, TUESDAY, SEPTEMBER 4,1951 AT 8:00 'PM. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen, Davis,Wolf,Behrel,Schallawitz, MaKay,Clement, and Auck responding to roll call. Alderman Tures and brava were absent. OFFICIAL REPORTS. The Clerk submitted the reports of Inspector Rieck and City Clerk for the month of August. Alderman Hansen reported that people were placing garbage in the containers with rubbish and,on motion by Alderman Hansen and seconded by Schallawitz the Clerk was instructed to have cards printed and put in envelope with the water bills. PARE DISTRICT LETTERS. The Clerk read the following two letters: August 24,1951 Mr. Otto W.J.Henrich City Clerk Des Plaines,ILLINOIS Dear Ottor Your letter of August 22,1951, inquiring about extending for five years the sub -lease for maintenance of the C. & N.W.Railway park ways together with parcel on the Southwest corner of Graceland Avenue and Miner Street, was read to the Park Commissioners at their regular meeting August 22,1951. Yours request was given favorable action, and I have been instructed to inform you that the Des Plaines Park District will continue to maintain said parkways for another five year period. PEF/LP August_ 25,1951 Mr. Otto W.J.Henrich City Clerk Des Plaines, ILLINOIS Dear Sir: Your letter of August 22,1951 requesting permission to cut weeds on parcel of land located at Greenview Avenue and Wolf Roads was read to the Park Commissioners at their regular meeting August 22,1951. I have been instructed to inform you that although contracts for purchase have been signed and earnest money deposits made the Park District does not yet have title to this parcel and therefore have no authority to grant such request. As necessary in most transactions for purchases of land, legal opinions on condition of title, and land surveys are in process, and it is expected that title will be obtained within a short time. PASS ORDINANCE MAKING HARDING AVENUE ARTERIAL STREET FROM LEE TO WESTERN AVENUE. The Clerk read for second reading the following proposed ordinance entitled: AN ORDINANCE MAKING AN ADDITIONAL PART OF HARDING AVENUE AN ARTERIAL HIGHWAY WITHIN THE CITY OF DES PLAINES. The motion was made by Alderman Hansen and seconded by Behrel ( ORDINANCE CONT'D.) to pass the proposed ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen, Davis,Wolf,Behrel,Schallawitz,Mckay,Olement,and Auck. Nays: None. The Mayor thereupon declared the motion carried and the proposed ordinance passed. PASS ORDINANCE ON REZONING LITTJFuSE PROPERTY. The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF DES PLAINES.ILLINOIS. • X77 The motion was made by Alderman Hansen and seconded by Davis to suspend the rules and pass the proposed ordinance. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen,Davis,Wolf,Behrel,Schallawitz,Mckay,Clement, and Auck. Nays: None. The Mayor thereupon declared the motion carried, the rules suspended and the proposed ordinance before the Council for final passage. The motion was made by Alderman Hansen and seconded by Davis to pass the proposed ordinance. The Magor put the question and the Clerk called the roll with the following result: Ayes: Alderman Hansen,Davis,Wolf,Behrel, Schallawitz,MaKay,Clement, and Auck.Nayst None. The Mayor thereupon declared the motion carried and the proposed ordinance passed. The Clerk read a letter which was received by Alderman Davis regarding traffic on Wolf Road in Cumberland, requesting load limit and 15mile per hour speed limit. Also signs "Children at Platy ". SuperintendentWarnieke is to install "Children at Play" signs and the letter was referred to the traffic commission. On request of Alderman Clement and McKaythe Clerk was instructed to tell Chief Wigham to have a check made of Meyer Coal & Material Co. trucks entering Wolf Road without stopping. On motion by Alderman Behrel and seconded by Clement a Stop Sign is to be placed at Meyer Coal & Material drive on Wolf Road. The Mayor referred the matter of setting weight loads on streets in the City to City Attorney. OPEN BIDS ON FUEL OIL. On motion by Alderman Behrel and seconded by,Auck the Clerk was instructed to open the,bids on fuel oil. The following companies bid on prevailing tank wagon price: Socony-Vacuum Oil Company, Marland Oil Company and Shell Oil Company. Alderman Wolf requested the bids be held over until next Council meeting. ELECTRICAL COMMISSION RECOMMENDS TO CHANGE ELECTRICAL PERMIT FEES. On motion by Alderman Davis and seconded by Schallawitz the Council concurred in the recommendation to change electrical permit fees with instruction to the City Attorney to draft an ordinance amending name. APPROVAL OF BILIS., Alderman McKay,Chairman of the Finance Committee presented the following proposed recommendations. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF,DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (Schedule of bills placed before each alderman and affixed to • resolution and on file with the City Clerk.) Alderman McKay then called attention to two items. One was the bill for auditing the City Accounts and the Bill for demolishing the old pumphouse. After discussion the motion was made by Alderman McKay and seconded by Clement to adopt the proposed resolution..The Mayor . put the question and the Clerk called the roll with the folowing result: Ayes: Alderman Hawse, Davis,Wolf,Behrel,Schallawitz, McKay,Clement and Auck. Nays: None. The Mayor thereupon declared the motion carried and the proposed resolution adopted. The Clerk was instructed to write to the State Department of Highways to see if they would put "City Limit" signs on River Road and on Mannheim Road on the south side. 57g APPROVAL OF MINUTES. The motion was made by Alderman Hansen and seconded by Davis to approve the minutes of August 20,1951. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried and the minutes approved. ADJOURNMENT. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, SEPTEMBER 17, 1951. AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer who presided with Alderman Hansen,Davis,Wolf,Tures,Schallawits, McKay,Morava and Auck responding to roll call. Alderman Behrel and Clement were absent. OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer for the month of August. The Clerk read the following report: September 17,1951 City Council City Hall Des Plaines,Illinois Gentlemen: The City treasurer was instructed to call Bonds #31 to #35 of the 1947 Water Revenue Bonds issue for payment November lst,1951. This Completes payment of the Twenty-five bonds which were callable. This leaves a total of ten bonds, $10,000.00, unpaid out of the issue of $55,000.00. For the benefit of the new alderman, I wish to explain that once a month you notice a cash transfer of "water cash" to "water revenue bond cash" in the resolution of disbursements. The 1935 and 1947 Water Revenue Bond Ordinances are similar in this respect. At the end of each month before any other disburs ement of water sales cask is made, the transfer of the amount of money for the bond accounts must be made first. The Water Revenue Bond Accounts fiscal year begins November 1st, of each year. In October of each year, therefore, it is the duty of the City Clerk to check to see the amount of money to be prorated monthly for these bond accounts. In November 1949, the 1935 Bond account had sufficient funds for two years, so no cash transfers were needed. On approval of Mayor Meyer at that time, we started to transfer $1,500.00 monthly to the 1947 Water Revenue Bond Account. With this amount transferred, it was possible to call ten bonds totaling $10,000.00 in 1950; and fifteen bonds totaling $15,000.00 this year.' In calling these bonds in advance, there was a saving of $3,918.75 in interest ( interest is at 2 3/4% per year.) The ten outstanding bonds will be paid in 1952 and final in 1953. The final payment of the bonds would have been in 1958 if they had not been called. The total of 1935 Water Revenue Bonds outstanding,which are not callable is $68,000.00, with final payment on November lst,1964. The transfer of "water cash" beginning November 1st, 1951 for the next year will be a total of $1,000.00, with $500.00 going to each bond account.
