06041951MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY. JUNE 4. 1951. AT 8:00 P. M. CALL TO ORDER. The meeting was called to order by Magor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Wolf, Tures, Schallawitz, McKay, Clement, Morava and Auck responding to roll call. Alderman Behrel was absent. The boy scouts that had been elected to the city offices were placed beside the official to which office they had been elected. OFFICIAL REPORTS. The City Clerk submitted the report of receipts for the month of May 1951. Engineer Fletcher reported the completion of the Prairie Avenue pavement between Lee and Pearson Streets. COMMITTEE REPORTS. Alderman Tures reported that the Fire Department recommended a hydrant be installed on Wolf Road at Hannifin Corporation; the City to pay for same. The motion was made by Alderman Tures and seconded by Morava to concur in the report. After discussion, on motion by Alderman Davis and second by McKay, the matter was referred back to the Water Committee to contact the Hannifin Corporation to see if they would pay- for the installation. APPROVAL OF BILLS. Alderman McKay, Chairman of the Finance Committee, presented the following proposed resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOL- LOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY ATTHORIZED TO MAKE PAYMENT FOR SAME. (Schedule of bills placed before each alderman and affixed to resolution and on file with the City Clerk.) The motion was made by Alderman McKary and seconded by Hansen to adopt the proposed resolution. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Wolf, Tures, Schallawitz, McKay, Clement, Morava and Auck. Nays: None. The Mayor thereupon declared the motion carried and the resolution adopted. Alderman McKay reported the following: "With reference to letter from City Attorney Howard dated May 2, a copy of which appears in minutes of meeting of the City Council of May 21, concerning S. A. 512453. "In view of the circumstances described by City Attorney Howard, it is recommended by the Finance Committee that Mr. William L. Kunkel, present owner of the outstanding vouchers, be paid $2,000.00 for these vouchers, which sum is the original total principal realized from the sale of the vouchers in 1931.* It is also recommended that after the vouchers are purchased and cancelled necessary steps be taken to have the special assessment proceeding dismissed." * It is understood all interest on vouchers will be waived. Alderman McKey also reported that the City Clerk desired to purchase a new addressograph at a cost of $950.00; it would be purchased for a six months delivery and thirty day payment so would be placed in the 1952 appropriation. On motion by Alderman McKay and second by Wolf, it was approved to puchase the ad- dressograph. Alderman Wolf reported that the Public Buildings Committee recommended that the contract to demolish the old pump -house be awarded to Mr. William N. Wolf for $1,475.00 as per his proposal, provided that he also procure the proper in- surance to relieve the City of Des Plaines of any liability. The motion was made ALDERMAN WOLF'S REPORT, CONT'D. by Alderman Wolf and seconded by Davis to concur in the report. After dis- cussion, on motion by Alderman Clement and second by Davis, it was approved that Mr. Wolf procure a $100,000 liability bond. The Mayor put the question on the previous motion, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Wolf, Tures, Schallawitz, McKay, Clement, Morava, and Auck. Nays: None. Thereupon the Mayor declared the motion carried. The Clerk read the following letters: May 31, 1951 Mr. E. N. Fletcher, City Engineer Municipal Building Des Plaines, Illinois Dear Mr. Fletcher: You will remember that I talked to you with reference to playgound drainage and the laying of tile at our South School playground. Do you think that we would be able to make connections to the sewers on the south side for this purpose? The Clerk read the following letter: City Council of Des Plaines Des Plaines, Illinois May 22, 1951 Honorable Mayor & Council: We, the cab owners of the City of Des Plaines, would like an in- crease in our fares. 'It has been eight years since a raise has been granted to the Cab companies. Prices have doubled on parts, labor, tires, ears and gas, oil, etc. We would like the meter to read as follows: Flag drop of 25* for the first 1/5 of a mile 10¢ for every 2/5 of a mile thereafter 10* for more than one passenger over the age of twelve 10* for every 2 minutes of waiting time The rates above would give us 25* a mile instead of 20¢ a mile which we are getting now. 3d: Sincerely yours, De Line Cab Company Harvey Lutz Tu Tone Cab Company Harry Picchiotti Jack's Cab Compafly Geisen's Cab Company Irwin L. Phar Martin's Cab Company The Mayor referred the letter to the License Committee. 1 PETITION ON ZONING 1800 BLOCK ON WHITE STREET, NO. 51-10. The Clerk read the following petition which had fifty-two signatures: A Petition to the Mayor and City Council City of Des Plaines, Illinois May 9, 1951 WHEREAS: Certain vacant property has been zoned for apartment buildings, namely: 1802 to 1842 Linden Street and 1801 to 1817 White Street, Des Plaines, Illinois, further described as: Lots 9 and 10, Block 2, of Arthur T. McIntosh & Co's. 2nd Addition to Riverview, being a subdivision of the N of the SW ; of Section 28, Township 41 North, Range 12 East of the Third Principal Meridian in Cook County, Illinois. WHEREAS: All of the adjacent property is improved with single-family dwellings or duplex dwellings, with the exception of one building, 1819 White Street, with an attic flat for which the re -zoning was brought about in 1946. WHEREAS: The undersigned residents of the area immediately adjacent to the property in question are desirous of retaining the single-family and duplex character of the neighborhood and wish to restrict the population density to its present level. WHEREAS:. The undersigned believe that a large apartment building will be detri- mental to the neighborhood. WE HEREBY PETITION that the Mayor, City Council, and City Officials concerned with Planning, Zoning and the issuance of Building Permits, consider the character of the neighborhood when granting Building Permits for the above described property and only allow such construction as will maintain the present standards of the neighborhood. That is, it is requested that any buildings constructed on the property should conform to the requirements of the Zoning Ordinance as to Duplex Dwellings, particularly as to the building or set -back line of twenty-five (25) feet, the rear yards, the side yards and the intensity of the use of the lot. The Mayor referred the petition to the Zoning Board of Appeals to call a hearing sitting as a commission. DIVISION OF HIGHWAYS LETTER IN RE LIGHTS AT MANNHEIM AND ALGONQUIN ROADS. The Clerk read the following letter: May 29, 1951 Mr. Otto W. J. Henrich City Clerk City of Des Plaines Des Plaines, Illinois Dear Sir: This will acknowledge receipt of your letter of May 22nd, regarding the installation of traffic signals at Mannheim Road and Algonquin Road. I wish to inform you that a contract has been let for twelve new signal systems in this district. We are now installing traffic signals at Rand Road and Route 83 and are planning to make yoir installation shortly. Very truly yours, C. H. Apple District Engineer The Mayor requested the City Attorney to check City authority to place stop signs on a State Highway in the City limits. CUMBERLAND MAINTENANCE CORPORATION'S THANK YOU LETTER. The Clerk read the following letter: May 29, 1951 Mr. Kenneth G. Meyer Mayor - City of Des Plaines Des Plaines, Illinois Dear Sir: The members of the Board of Directors of the Cumberland Maintenance Corporation wish to extend their thanks to you and your organization for the prompt and efficient manner in which the snow plowing was handled during the past winter. CUMBERLAND MAINTENANCE CORPORATION'S LETTER, CONT'D. In view of the fact that the area suffered a winter of far above average snowfall, your organization did do a remarkable job. City Clerk Henrich reported the property owners have failed to correct their house numbers on Hawthorne Lane, Junior Terrace and Sherwood Road. The Mayor referred the item to the Water Committee with advice to check the water contract with that section in regard to enforcing them to make corrections. City Clerk Henrich reported that the office help in the Building Inspector and Clerk offices have asked to have the offices closed on Wednesdays at 12:00 noon, the same hours as the City Hall in Park Ridge. The Clerk suggested to close at 12:00 noon on Saturdays instead of 1:00 p.m., except in January and February when the office will be open until 2:00 p.m. On motion by Alderman McKay and second by Hansen, the above hours were approved. Alderman Clement reported about the rezoning at Howard Street and Algonquin Road. Attorney Howard informed the Council he attended the meeting representing Des Plaines. Property owners who were objecting to the rezoning were also present. A representative of the property owners who are objecting was granted permission to talk. On motion by Alderman McKay and second by Clement, the Council voted to object to the rezoning. The City Clerk was requested to write the Cook County Zoning Board. On motion by Alderman Hansen and second by Davis, it was approved that the police issue arrest tickets to contractors who do not cover or barri- cade excavations. The Mayor requested the City Attorney to check the tax levy statutes for fire protection. The Mayor referred the matter of checking for a new rubbish dump to the Garbage Committee and Superintendent of Public Works. The speed limit on Wolf Road between Thacker Street and Algonquin Road was referred to the Street Committee and Traffic Commission by the Mayor. Alderman Davis informed the Council there would be a public Defense meeting in the City Hall, Thursday, June 7th. APPROVAL OF MINUTES. The motion was made by Alderman Davis and seconded by Clement to approve the minutes of May 21, 1951. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and the minutes approved. The meeting closed with the Boy Scouts giving the benediction. ADJOURNMENT.
