04301951ego APPROVE PLAT OF ELMER BLUME'S RESUBDIVISION. On motion by Alder- man McKay and second by Morava, the plat of Elmer Blume's Resubdivision was approved with the request that the Plan Commission submit a letter explain- ing their reason for variation. THE WEEK OF MAY 1, 1951 TO BE CLEANUP WEEK. The Mayor informed the Council that the Des Plaines Garden Club suggested to make the first week in May cleanup week. The Mayor then proclaimed that the first week in May be cleanup week and instructed the Clerk to publish the proclamation in both papers. Alderman Clement suggested that reprints be made of the "Official Plan Ordinance" after necessary amendments are made. The Mayor referred the ordinance to the Municipal Development Committee, Plan Commission, City Engineer and Building Inspector. APPROVAL OF MINUTES. The motion was made by Alderman Baines and seconded by Hansen to approve the minutes of April 2, 1951. The Clerk read the following letter: April 20, 1951 City Council Des Plaines, Illinois Gentlemen: The Plan Commission instructed me to inform you regarding the Elmer Blume Resubdivision plat variation. The original plat had three fifty -foot lots fronting north on Stewart Avenue and three fifty-three foot lots fronting south on River Drive. The desire for more frontage was the reason for resubdividing. The Plan Commission considered this change of frontage an im- provement, therefore, they approved the variation. Respectfully, Otto W. ILLINOIS The motion was made by Alderman Baines and seconded by Hansen to pass the proposed ordinance. The Mayor thereupon declared the motion carried and the proposed ordinance adopted. Alderman McKay made the following report: April 30, 1951 Meeting Zoning Board of Appeals of Cook County Municipal Building, Des Plaines, April 20, 1951 Proposed reaoning for Trailer Park near Orchard Place. Mayor and City Council: Mr. Louis Van Selow, petitioner for this rezoning, was represented by Mr. Frank Zaleski. Witnesses in favor of the rezoning included Mr. Van Selow, also a group of personnel from O'Hare Field, and one or two others. The military endorsed the project mainly because of lack of quarters for the men and their families at O'Hare. It was stated there is presently being operated at the air field a trailer park consisting of 62 sites, all in use. There is also a waiting list of 29. These trailer sites have connections for water supplied from Chicago Mains, also connections to the base sewer. McKAY'S REPORT, CONT'D. The proposed Van Selow trailer park would have to rely on septic tanks for sewage disposal, and on a deep well on the property for water supply. Plans call for 55 trailer sites on a 7'- acre tract. Ordinarily this much acreage with adequate drainage and good soil conditions, and septic tanks properly placed might handle this number of units satisfactorily. The project was opposed by School District No. 66 through Mr. Frank Opeka. It was also opposed by a Mr. Esterling, representing a Civic Association, and one or two others. Asked for a statement as representative of the City of Des Plaines I requested and was granted time to bring the matter before the Council. Mr. Zaleski and Mr. Opeka have agreed to appear here this eve- ning; also Mr. Van Selow, petitioner, and one other witness in favor of the rezoning. In addition I have asked that Mr. Esterling speak for those who oppose the plan. S. E. McKay Mr. Frank Zaleski and a representative of the Air Force spoke in favor of rezoning. Mr. Frank Opeka, Mr. Esterling and Byrnes opposed the rezoning. **Alderman Behrel made his appearance at this time. After questioning the speakers, on motion by Alderman McKay, and second by Morava, the rezoning was taken under advisement until the May 7th, 1951 meeting. CANVASS BALLOTS. The Mayor appointed Aldermen Halverson, Clement and Vavrinek as a committee to canvass the ballots. The three tally sheets in Precinct 2 of the 5th Ward did not agree, so the committee requested the ballots of that precinct. City Attorney, M. S. Howard, informed the City Clerk that the committee could check the ballots under the supervision of the City Clerk. The Clerk informed the Council he had received a notice from the Illinois Commerce Commission about a hearing for increase of rates for the United Motor Coach Company. The Mayor ordered it placed on file after the new rates were explained. PROPOSAL TO DEMOLISH OLD PUMP HOUSE. The Clerk read a proposal from William Wolf to demolish the old pump house on Des Plaines Avenue for the sum of $1,475.00. The Mayor referred the proposal to the Public Buildings Committee of the new Council. RESOLUTION ON RENUMBERING TWO ARTERIAL STREETS. The Clerk read a letter from the Division of Highways to renumber two arterial streets. Alderman McKay reported the following: May 7, 1951 Subject: Proposed re -zoning for Trailer Park near Orchard Place, Mr. Louis Van Selow, petitioner Mayor and City Council: With further reference to our report of April 30, also hearing before the Council on April 30. Your Municipal Development Committee is unanimously agreed that the City of Des Plaines should object to this re -zoning. Even without the school problem which is regrettable but real, we feel the plan for sewage disposal and water supply might prove in- adequate and dangerous. Also that the presence of a trailer park in this location would have an adverse effect on other property values. We are sincerely sympathetic to the plight of the personnel at O'Hare Field'due to lack of housing, but we cannot overlook the fact that their problem is a temporary one and it would be unjust to attempt to solve it be inflicting permanent injury on other people. COMMITTEE REPORTS, CONT'D. Mr. Mayor, your Committee recommends that the City Clerk file an objection to this re -Zoning with the County Clerk, and that a copy of the objection be sent to Mr. Robert Kingery, Chairman of the Cook County Zoning Board of Appeals.
