HELD IN THE COUNCIL CHAMBERS, MONDAY,MARCH

CALL TO ORDER. The meeting was called to order by Mayor Kenneth
G. Meyer, who presided, with Alderman Hansen, Davis, Vavrinek, Wolf, Baines,
Behrel, McKay, Clement, Halverson and Morava, responding to roll call.
Nays: None.
OFFICIAL REPORTS: The City Clerk submitted the report of City
Treasurer L.C. Barrett for the month of February.
CITY ENGINEER REPORTS. City'Engineer Fletcher recommended that Cornell
and Fornell be awarded the bid for remodeling the Building Inspector's office
on their bid of $2,024.00. The motion was made by Alderman Morava and
Seconded by Davis to concur in the recommendation: The Mayor put the question
and the Clerk called the roll with the following result: Ayes: Alderman
Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson,
and Morava. Nays; None. The Mayor thereupon declared the motion carried.
City Engineer Fletcher said he had studied the bids on the Wolf
Algonquin and Thacker Streets water main bids with the Water Committee and
recommended that:Efil Till be awarded the bid on the bid of $8,471.75. The
motion was made by Alderman Baines and seconded by Behrel to concur in the
recommendation. The mayor put the question and the Clerk called the roll
with the following result: Ayes: Alderman Hansen, Davis, Vavrinek, Wolf, Baines,
Behrel, McKay, Clement, Halverson and Morava, Nays: None. The Mayor thereupon
declared the motion carried.
City Engineer Fletcher recommended that Milburn Brothers be awarded
the bid for widening Prairie Avenue between Lee Street and Pearson Street
on their bid of $22,371.00 subject to a change order decreasing cost. The
Council agreeing to change the proposed width from 36 feet to 30 feet between
Center and Pearson Street which was a compromise with the committee from
St. Marys Parish.
The motion was made byAlderman Hansen and seconded by Morava to
concur in the recommendation. The Mayor put the question and the Clerk called
the roll with the following result: Ayes: Alderman Hansen, Davis, Vavrinek,
Wolf, Baines, Behrel, McKay, Clement, Halverson, and Morava. Nays: None.
The Mayor thereupon declared the motion carried. On motion by Alderman Halverson
and seconded by Hansen, it was approved that theCity Engineer make a request
for approval of change in plans to the State Division of Highways.
LETTER FROM ST. MARY'S CHURCH COMMITTEE. The Clerk read the following
letter: -
Mayor and City Council
City of Des Plaines,Illinois
Gentlemen:
March 19th,1951
Your two committees considering the complaint of St. Mary's Church in
connection with the widening of that portion of Prairie Avenue between Center
Street and Pearson Avenue have advised the undersigned that they will
recommend to the City Council as follows:
1. That Prairie Avenue between Center Street and Pearson Avenue will
be widened to 30 feet.
2. That not more than 2 feet will be taken from the South parkway,
thereby providing a parkway adjoining the school.
3. That the street when widened will be closed during the noon hour
as in the past.
4. That no parking will be permitted on said street.
5. That the coal bin under the street servicing the church is to be
protected against surface flooding and all alteration work necessary
will be done without any expense to the parish.
6. That driveways will be constructed leading to the playground and
to the garages located between the school and the Parish House without
cost to the Parish.
7. That all sidewalks damaged by this widening will be replaced without
cost to the Parish.
The undersigned committee submitted the above compromise proposal
to the church authorities and you are advised that the compromise offer will be
accepted notwithstanding the fact that the church authorities feel that the safety
hazards will remain.
LETTER FROM ST.M'ARY'S CI IRCf, CONT'D.
The church building at the northwest corner of Prairie Avenue and
Pearson Street will be but 6 feet from the curb after the widening. It
is therefore suggested that the corner be not rounded to such a degree as
to cause additional hazards to the pedestrians upon the sidewalk.
We would also appreciate it if you will first communicate with the
church authorities regarding any future public improvements undertaken
by the City and affecting the school and church.

DEPARTMENT OF HEALTH, SPRINGFIELD.ILLINOIS - LETTER. The Clerk informed
the Council he had received a letter from the State Health Department approving

CHICAGO AND NORTHWESTERN RAILWAY LETTER ON TRAFFIC LIGHTS. The Clerk read
the following letter and resolution:

The agreement has been prepared including the suggestions submitted
with your letter of December 26,1950 and I am enclosing herewith seven copies
for execution by the proper officials of the City of Des Plaines, after which

ALDERMAN BAINES REPORT ON LIBRARY ANNUAL REPORT. Alderman Baines
reported that the Library Board expenditures are not included"in the
appropriation ordinance expenditures so that the Finance Committee advises
that the Library Board continue to disburse their receipts this year, but
after January 1,1952 the Library receipts be deposited in the General
Account for the CityTreasurer to disburse. In motion by Alderman McKay
and seconded by Behrel, the report was concurred in. Alderman Clement
inquiredd about the auto parking on Prairie Avenue between First and
Second Avenues. The Clerk was instructed to check this matter.
Mayor referred the Homerican Streets Lights to Street Committee,
City Engineer and Superintendent Wernicke.
PETITION OF PEOPLE W GRACELAND AND LAUREL AVENUE. The clerk read the
following petition which had 32 signatures:

Gentlemen:
We, the undersigned, legal voters and residing on Laurel Avenue
and Graceland Avenue in the vicinity of Thacker Street, Des Plaines, respectfully
request that appropriate steps be at once, to enforce all parking
ordinances and to adopt necessary ordinances to prohibit parking on said streets
in orddr that the lives of ourselves and children may be safe.
The deplorable condition exists by virtue of the parking of cars
by the employees of the DoAll Company and the Contour Saws Inc. on the narrow
streets within the area above designated.
The Mayor referred the petition to the Street Committee, Traffic
Commission, CityEngineer and Superintendent Wernicke.

As you know, the amount of money the City received from Vehicle
License fees in inadequate to properly maintain our streets.
It has been our policy to place the most highly traveled streets on
the Arterial System in order that we might use Motor Fuel Tax to maintain them.

In this category are those streets used by the motor buses. One of our
most difficult streets to maintain is a part of the bus route south of
Oakton Street, namely Orchard Street from Prsopect Avenue to Oakton and
Prospect Avenue from White Street to Maple.
I have discussed this problem with the State Highway Department
and I believe that they will give their consent to including this section
of the bus route in our Arterial System. I have therefore filled out
the attached Resolution which I recommend that you pass and present to
the State for approval.

PUBLIC HEARING ON DECONTROLLING RENTS. The Mayor said that it had
been published in both local papers on March 8,1951 to have a public' -hearing
on decontrolling rents. He said that those who wished to talk in favor of
decontrolling would speak first. The following spoke in favor of decontrolling:
Lomen Eley, Chas.Hodlmeir, L. Zaleski, Peter Conrad, Wm. Kunkel, and F. Zaleski.
There was no person in the audience apposed to decontrolling. The Mayor
instructed the City Clerk to read the following resolution:
RESOLUTI O N
WHEREAS, the provisions of the Housing and Rent Act, as amended
by Public Law 880 of the 81st Congress, Second Session, vests in
municipalities the power by formed resolution to decontrol rents within such
municipality, provided public notice is given at least ten days of the
public hearing on the question of decontrolling rents within a municipality,
and:
WHEREAS, due notice was given to the citizens of the City of Des
Plaines of a public hearing to be held on the 19th day of March, 1951
in the Council Chambers of theCity Hall in Des Plaines,Illinois, at 8:00
o'clock P.M. and
WHEREAS, said public notice was published more than ten days
before this 19th day of March,1951, and whereas, at said public hearing
the City Council of the City of Des Plaines heard the arguments for and
against the proposition of decontrolling rents within thwCity of Des Plaines.
NOW, THEREFORE, after due consideration of the arguments presented
to this City Council, it is HEREBY RESOLVED by theCity Council of the City
of Des Plaines, Cook County, Illinois, that it finds that a shortage of
rental housing accomodations does not exist within the OW of Des Plaines.
BE IT FURTHER RESOLVED that public welfare of the City of Des
Plaines warrants the decontrolling of rents within the City of Des Plaines
from this date henceforth.
BE IT FURTHER RESOLVED that the City Council does, pursuant to
the power vested in it, hereby decontrol rents and discontinue rent
controls within the City from this date henceforth.
BE IT FURTHER RESOLVED that a certified copy of this resolution
shall be forwarded by the City Clerk of the City of Des Plaines to the,
Housing expediter at Washington, D.C.

The motion was made by Alderman Baines and seconded by Davis to
adopt the proposed resolution.
After considerable discussion by the Alderman the Mayor requested
that the Council appoint a Mayor protem, so he may speak as a citizen.
In motion by Alderman Baines and seconded by Behrel. Alderman Vavrinek
was appointed Mayor protem. The Mayor then as a citizen spoke in favor
of decontrolling the rents and was applauded by the audience. The Mayor
then resumed the chair and put the question, instructed the Clerk to call
the roll which resulted as follows: Ayes: Alderman Hansen,Davis,Baines,
Behrel, Halverson and Morava. Nays: Alderman Vavrinek, Wolf,McKay, &
Clement. The Mayor thereupon declared the motion carried and the proposed
resolution adopted.
APP80VE PLAT OF CAREBUILT CORP'S RESUBDIVISION.The City Clerk
presented Carebuilt Corporation's Resubdivision which had been approved
by the Plan Commission. After a short recess on :notion by Alderman McKay and
seconded by Baines the plat was approved.
Frederick F.Webster, 1030 Margaret Street was appointed as Police & Fire
Commissioner to fill vacancy by death of Fred Nelson to April 30,1953. In
Motion by Alderman Behrel and seconded by Baines the Above appointment was
approved.
THEODORE NAPIER APPOINTED TO PLAN COMMISSION. In motion by Alderman
McKay and seconded by Clement'the above appointed was approved to fill
vacancy by resignation of S.Wessell.
ALFRED PRICKETT, 1567 ALGONQUIN ROAD, APPOINTED TO ARCHITECTURAL
COMMISSION. The above appointment was approved in motion by Alderman
McKay and seconded by Morava.
APPROVAL OF MINUTES. The motion was made by Alderman Hansen and
seconded by Morava, to approve the minutes of March 5,1951. The motion
was voted upon by acclamation whereupon the Mayor declared the motion
carried and the minutes approved.
ADJOURNMENT. The motion was made by Alderman Hansen and seconded
by Clement to adjourn. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried and the meeting
regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY. APRIL 2, 1951, AT 8:00 P. M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G.
Meyer, who presided with Aldermen Hansen, Davis, Wolf, Behrel, McKay,
Clement, Halverson and Morava. Alderman Baines was absent due to illness
and Alderman Vavrinek was out of the city on business.
OFFICIAL REPORTS. The City Clerk submitted the report of Inspector
Rieck for the month of March.
RESOLUTION ON LASE WITH WALTER E. JORDAN. The Clerk read the
following resolution:
Resolved that lease be executed with Walter E. Jordan, doing
business as Jordan Manufacturing Company, for a portion of City Ware-
house located at 1856 Miner Street, said space to be leased to be in
rear of the brick partition separating the main garage from the re-
mainder of the building, and said space being 1,586 square feet, for
a term expiring July 31st, 1952, at annual sum of $1,200.00 a year,
payable in advance in monthly installments of $100.00.
All alterations necessary to make said space suitable for the
needs of Jordan to be done at his expense and to be done to the
satisfaction of the City Engineer. Jordan to install at his own
expense such electrical wiring and heating facilities as he may
need; heating equipment affixed to the building is to remain the
property of the City.
Jordan is to furnish his own heat or arrange with Bouton
Foster Company for his own heat at no expense to the City. The City
agrees to furnish necessary water for toilet facilities, but Jordan
is to improve or enlarge the toilet facilities at his own expense and
such improvements or new installations are to remain the property of
the City at the expiration of the lease.
The City grants unto Jordan the option to lease the second floor,
the space above the first floor area, if he desires to rent second
floor space, he is to pay one hundred dollars ($100.00) per month for
the use thereof and to install necessary stairways at his own expense,
and the said upstairs quarters will be leased for a term not exceeding
July. 31st, 1952.
Be it further resolved that the City Attorney prepare a lease
in accordance with this resolution and the Mayor and Clerk be authorized
to sign such lease.
