03051951MOUNT PROSPECT CANCELS INCINERATION CONTRACT. The Clerk read the following letter: February 8, 1951 To the Mayor and members of the City Council of Des Plaines, Illinois. Honorable Gentlemen: At a recent meeting of the Village Board of Trustees of Mount Prospect a decision was made to enter into a contract with Fred Hildebrandt of Arlington Heights for the removal of garbage and rubbish within the village limits beginning with the month of February. We of Mount Prospect deeply appreciate your kindness in allowing us to dispose of all garbage through your facilities during the past years and we wish to assure you that this courtesy which you have extended to us will not soon be forgotten. Again, our sincere thanks to you for the Village Board of Mount Prospect, Theodore A. Lams Chairman of Health and Sanitation The Mayor ordered the letter placed on file. Alderman Clement requested the City Attorney to check on taxi -cab fares in regard to overcharging and report back to the Council. Alderman Baines reported that he had received complaints on the building material in the street at Lee and Ellinwood Streets. After dis- cussion, the motion was made by Alderman Baines and seconded by Behrel that the City Clerk write to the owner of the building, George W. Prassas & Company, 111 Washington Street, to remove all material from street by February 28th, or the City will take action to have same removed. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. On suggestion by Alderman Baines, the City Clerk was instructed to write the Soo Line to repair the railroad crossings. On Mayor Meyerts request and motion by Alderman Behrel which was seconded by Baines, the Clerk was instructed to inform the Fire and Police Commissioners to revoke the order of appointing another fireman. On suggestion of Alderman Clement, the Clerk was instructed to 'rite to the United Motor Coach regarding the 6:15 P.M. bus. When the driver of this, bus is late, he drives to the garage because it is his last trip, instead of making another trip. APPROVAL OF MINUTES. The motion was made by Alderman Behrel and seconded by Clement to approve the minutes of February 5, 1951. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. ADJOURNMENT. The motion was made by Alderman Hansen and seconded by Morava to adjourn. HENRICH ITY CLERK MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY. MARCH 5, 1951. AT 8:00 P. M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, McKay, Clement and Morava responding to roll call. Aldermen Behrel and Halverson were absent. OFFICIAL REPORTS. The Clerk submitted the reports of Building In- spector, Arthur F. Rieck, and the City Clerk for the month of February. The 1950 annual report of the Public Library was also submitted. The Mayor referred the Library report to the Finance Committee and the Library Board. Alderman Baines was instructed to calla meeting with the Library Board. COMMITTEE REPORTS. Alderman McKay reported the following on the Welwyn Avenue zoning variation: "Your Committee on Municipal Development has considered the matter of petition for zoning variation on Welwyn Avenue, this being a second applica- tion with changes which we feel should be considered by the Zoning Board. "We, your Committee on Municipal Development recommend: that the petition be referred to the Zoning Board to arrange hearing, and that the usual fee be waived, except the cost of advertising the hearing which should be borne by the petitioners." Alderman Clement reported that several violators were to be prosecuted for not px4curing permits for remodeling or not remodeling according permit received. He said Police Magistrate Sengstock suggested including a form with the water bill advising the people of need for a permit when remodeling. The Mayor requested that the Building Permit Committee submit a form for this purpose. ZONING BOARD REPORT AND FIRST READING IN COMMERCIAL ZONE AREAS. The Clerk read the F1- 11 Mayor and City Council City of Des Plaines, Illinois OF PROPOSED ORDINANCE ON ALLEYS following report: February 28, 1951 Gentlemen: Your Zoning Board of Appeals, sitting as a commission, had referred to it a proposed amendment to the Zoning Ordinance to "Require Alley Facili- ties in Commercial Zone Areas," and advises as follows: 1. That due notice to the public of this proceeding and of the public hearing therein was given as required by law and that the Board has jurisdiction of the subject matter. 2. That there were no objectors to the proposed amend- ment at the public hearing. 3. That the best interests of the community would be served in that congestion in the public streets would be lessened. The Zoning Board of Appeals, sitting as a Commission, having heard • and considered the evidence and being fully informed on the proposed amend- ment to the Zoning Ordinance, on a vote of five (5) for the proposed amend- ment, and none (0) against, recommends to the Mayor and City Council that the proposed amendment tothe Zoning Ordinance hereinbefore described, be adopted. The Clerk then read the following proposed revolution: RESOLUTION PROTESTING THE INADEQUATE SERVICES OF THE CHICAGO AND NORTHWESTERN RAILROAD COMPANY BE IT RESOLVED by the Mayor and the Aldermen of the City of Des Plaines, Cook County, Illinois: Section 1. That a protest be forwarded to the Chicago and North- western Railroad Company by the Mayor and the Aldermen of the City of Des Plaines, with respect to the growing inadequate services that that carrier is furnishing to this municipality, pointing out that in spite of several very substantial increases in fares: (1) no additional trains have been put on to serve the rapidly growing number of commuters in this area; (2) the present trains are crowded to the point that even standing room is at a premium; (3) many times coaches are unheated causing danger to health; (4) trains very seldom maintain their time schedules with the result that persona riding such trains are unable to arrive at their places of employ- ment consistently on time which causes loss of income to such individuals; and (5) the lights in the coaches are so dim that it is impossible to read printed matter without serious damage to the eyesight. Section 2. That the City Council bring the matter of inadequate services of the Chicago and Northwestern Railroad Company to the attention of the Illinois Commerce Commission to seek relief prompt and certain of the deplorable situation. Eley and N. Clifford Nelson. On motion by Alderman Baines and second by Morava, the Council is to call a public hearing on March 19th, 1951. OPEN BIDS ON REMODELING BUILDING INSPECTOR'S OFFICE. On motion by Alderman Morava and second by Davis, the Clerk was instructed to open the bids on remodeling the inspector's office. The Mayor suggested that before the bids on the widening of Prairie Avenue were opened that the representatives of St. Mary's Church be allowed to talk. Mr. J. A. Dittmer and Frank Opeka talked as representatives of the Church. On motion by Baines and second by Hansen, the Clerk was instructed to open the bids on the widening of Prairie Avenue. Welts St., Chicago 29,846.45 The Mayor informed the Council that due to the objection for the widening of Prairie Avenue between Center and Pearson Streets by the members of St. Mary's Church that a meeting would be called which would include the Street and Municipal Development Committees, Traffic and Safety Commissions, City Engineer and four members of St. Mary's Church. The bids are to be held over until the next Council meeting. Alderman Hansen reported of rubbish on the Chicago and Northwestern Railway team track being carried onto Miner Street. The Mayor referred this matter to the City Attorney to contact the Illinois Commerce Commission to see if the Railroad Company can have their team track changed to Western Avenue. APPROVAL OF MINUTES. The motion was made by Alderman Baines and seconded by Hansen, to approve the minutes of the Special meeting of Febru- ary 12th, 1951 and the regular meeting of February 19th, 1951.
