Alderman Clement requested that the City Clerk write to the Chicago
and North Western Railway regarding the need of repairs to the Thacker Street
and the Wolf Road crossing on Belt Line.
Mayor Meyer instructed the Clerk to write the Chicago and North
Western Railway regarding the dumping of paper and steel bands by shippers
who unload freight on Miner Street and Graceland Avenue.
APPROVAL OF MINUTES. Alderman McKay asked for a correction to the
August 21st, 1950, Minutes. The correction to be made in the third paragraph
from "no objections" to "a number of objections." The motion was made by
Alderman Baines and seconded by Clement to approve the minutes of August 21st
and the adjourned meeting of August 28th, 1950. The motion was voted upon by
acclamation, whereupon the Mayor declared the motion carried and the minutes
approved with correction made.

by Morava to adjourn. The motion was voted upon by acclamation, whereupon

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
SEPTEMBER 18, 1950, AT 8:00 P. M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G.
Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines,
Behrel, McKay, Halverson and Morava responding to roll call. Alderman
Clement was absent.
OFFICIAL REPORTS. The City Clerk submitted the City Treasurer's
report for the month of August.
COMMITTEE REPORTS. Alderman McKay, Chairman of the Municipal
Development.Committee, reported on the petition to vacate Birchwood Street.
The committee recommended that the petition to vacate be denied. On. motion
by Alderman McKay and second by Wolf, the report was concurred in.
Alderman Vavrinek reported on the fire contracts for trailer camps.
The committee recommends that we enter into agreements with legitimate trailer
camp owners for fire protection at a rate of $100.00 per year, in a similar
manner as the contract we now have with Mr. Boesch. The City Attorney was
requested to amend the fire contract ordinance. On motion by Alderman
Vavrinek and second by Wolf, the report was concurred.
Alderman Behrel reported the following in regard to amending the
ordinance of architectural seal on plans:
"The present requirements of the ordinance are both desirable
and workable in the view of the Architectural Commission. The Building Com-
mittee recommends that no change be made in the present ordinance. On motion
by Alderman Behrel and second by Davis, the report was concurred in.
After discussion on motion by Behrel and second by McKay, the
City Attorney was instructed to write a letter to the Meyer Coal Company
regarding violations attheir place located by the Belt Line.
FIRST READING OF AMENDMENT TO "HOUSE MOVING" ORDINANCE. The Clerk
read for first reading the following proposed ordinance entitled:
AN ORDINANCE TO AMEND SECTION 208
OF ARTICLE XXI RELATING TO THE
MOVING OF BUILDINGS OF THE REVISED
BUILDING CODE OF THE CITY OF DES
PLAINES OF 1939, AS AMENDED.
The Mayor ordered the proposed ordinance placed on file for second
reading.
FIRST READING OF PROPOSED ORDINANCE REGULATING THE SALE OF SLING
SHOTS AND AIR RIFLES. The Clerk read for first reading the following pro-
posed ordinance entitled:
AN ORDINANCE REGULATING THE SALE OF
SLING SHOTS AND AIR RIFLES.
The Mayor ordered the proposed ordinance placed on file for second
reading.
Alderman Baines reported that each member of the Council had re-
ceived a copy of the insurance report which the Council had studied at a
committee meeting. The motion was then made by Alderman Baines and seconded
by McKay that the insurance items be increased as listed in report. The
Mayor put the question, and the Clerk called the roll with the following
result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel,
McKay, Halverson and Morava. Nays: None. The Mayor thereupon declared
the motion carried.
APPROVAL OF BILLS. Alderman Baines, Chairman of the Finance Com-
mittee, presented the following proposed resolution:
BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DES PLAINES THAT THE FOL-
LOWING BILLS ARE DUE AND PAYABLE AND
THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT

The motion was made by Alderman Baines and seconded by Behrel to
adopt the proposed resolution. The Mayor put the question, and the Clerk

The Mayor thereupon declared the motion carried and the proposed resolution

PETITION OF PROPERTY OWNERS NEAR DEAN BUILDING ON CENTER STREET.
The Clerk read a petition signed by sixteen property owners near the Dean
building objecting to remodeling building and use as transfer station and
load capacity on street.
The Chief of Police was instructed to check on autos driving
over curbs and load limits. The City Attorney was instructed to check on
the ordinance regarding transfer stations.
MRS. JOHN D. GALLEY LETTER CONCERNING LUND ZONING VIOLATION ON
LINCOLN STREET. The Clerk read a letter from Mrs. Galley concerning coal
and cinders being stored on Lund lot west of 1355 Lincoln Street. The
Mayor referred the letter to the Building Permit Committee.

ZONING VARIATION, CONT'D.
The motion was made by Alderman Baines and seconded by Hansen to
refer the application to the Zoning Board of Appeals sitting as a commission
to call a hearing.
Alderman Davis reported that the Defense organization needed some
money, particularly for first aid kits. It was suggested that the Boy Scouts
put on a drive to collect papers. The Mayor informed the Council that the
officials would receive information at the Municipal League Convention re-
garding ordinances on the defense work. He said the City could help with
some of the money needed.
APPROVAL OF MINUTES. The motion was made by Berman Baines and
seconded by Hansen to approve the minutes of September W', 1950. The motion
was voted upon by acclamation, whereupon the Mayor declared the motion
carried.

CALL TO ORDER. The meeting was called to order by Mayor Kenneth G.

Superintendent Warnicke reported that Bouton Foster Company mould
supply heat to the City Warehouse and he was instructed to confer on the
cost.
Superintendent Wernicke also reported that the City dump would
soon be filled. Mayor Meyer instructed the Superintendent to contact
Mr. Zenner of the school board regarding the school property purchased for
the new North Side School.
COMMITTEE REPORTS. On motion by Alderman Vavrinek and second by
Alderman Baines, it was approved to send Chief Wigham to the National Police
Chief's Association Convention.
The Mayor referred the delinquent water bill and license of the
F`rosen Lockers to the License and Water Committees and City Attorney.
The Mayor referred the letter of Mrs. J. D. Galley to the Public
Protection Committee. This letter concerned the Lund Company storing coal
on the lot next to 1355 Lincoln Avenue.

following proposed ordinance entitled:

The motion was made by Alderman Hansen and second by Davis to
